00:00With a state of emergency in Trinidad and Tobago about to end this week,
00:04Prime Minister Calma Passat-Besessa said that, quote,
00:06primary threat reduced, crime down across all police divisions, end quote.
00:11In a statement on Sunday, Prime Minister Passat-Besessa said that,
00:15in the interest of transparency and accountability,
00:18she has taken the decision on the advice of the Attorney General
00:21to declassify and release a report provided to her
00:24showing the results of the wider actions pursued by the Protective Services
00:28to reduce crime and criminality.
00:31The Prime Minister said these wider actions were carried out simultaneously
00:35during the SOE period while the main threat was being addressed.
00:39The report made available to the public showed that,
00:43of the 5,802 people arrested from March 3rd to September 10th,
00:483,552, or 61.2%, were charged during what the Prime Minister called
00:54the highly successful six-month SOE period.
00:57A breakdown of that data showed that, of the 3,552 charged,
01:032,154, or 60.6%, were for serious reported crimes,
01:09816, or 23%, were for minor crimes,
01:12and 582, were for minor offenses.
01:15The declassified report also shows that the largest individual categories
01:20of the 2,154 serious reported crimes were possession of firearms and ammunition,
01:26558, robbery, 246, general larceny, 238, breaking offenses, 225,
01:35and possession of narcotics for trafficking, 214.
01:40The report further states that, in relation to home invasions
01:43and associated offenses that occupied the dwelling houses,
01:46the wider crime data recorded 535 incidents in 2024, 307 in 2025, and 238 to date,
01:56while 66 persons were specifically charged for home invasions during the SOE.
02:01Prime Minister Passat-Basasa chaired a meeting of the National Security Council on Thursday.
02:06On Friday, Homeland Security Minister Roger Alexander stated in the House of Representatives
02:11that the state of emergency would end as scheduled
02:14and a Zone of Special Operations bill would be brought back to Parliament.
02:20The declassified report shows that, as of day 192 of the state of emergency,
02:27801 preventive detention orders applications were recommended,
02:31702 or 87.6% of them were approved, 547 or 81.8% of them were executed,
02:40and 240 or 41.8% of those detained were charged.
02:46The declassified report also stated,
02:49quote,
02:49The remaining 334 persons should not be described as having been cleared of criminal involvement.
02:55The figure means only that they are not presently reflected in the PDO-specific charges total,
03:02and investigations remain ongoing.
