00:53This year is a milestone.
00:55It's a milestone because we mark 20 years
01:00of institutionalized BRICS cooperation.
01:05In this period, BRICS has evolved substantially
01:10in its membership, agenda and mechanisms of cooperation.
01:17India's chairship has sought to carry this evolution forward
01:21through the theme of building for resilience,
01:25innovation, cooperation and sustainability, that is BRICS.
01:32These priorities are especially relevant to the circumstances
01:37in which our countries find themselves today.
01:42Friends, we meet at a time when global, political
01:47and economic order is under churn.
01:51Volatility, uncertainty and complexity have become defining features
01:57of the world around us.
01:59We are witnessing the economic consequences of geopolitical conflicts,
02:04of pandemics and of climate-related disruptions.
02:07At the same time, rapid digitization and technological advances
02:14are opening new possibilities for growth, productivity and development.
02:20The result is an economic landscape
02:24where both risks and opportunities are becoming more widely distributed
02:31and where the ability to anticipate, adapt and respond
02:37is acquiring greater importance.
02:40Resilience, therefore, has become...
02:46Since the forum was first convened in 2010,
02:50the scope of business engagement has grown with the BRICS itself.
02:56Today's forum brings together a much wider set of enterprises and sectors
03:02and provides a space to examine not only commercial opportunities
03:07but also the conditions that enable them.
03:11This wider canvas is reflected in the forum's agenda.
03:17Supply chain connectivity and trade facilitation
03:20have emerged to be crucial.
03:23But so do building robust services, agriculture and agri-technology,
03:28digital delivery, MSMEs, startups and women-led enterprises.
03:34The common thread is how to make it easier
03:38for businesses in our countries to find more partners,
03:42access more markets, connect supply networks
03:45and convert complementarities into viable commercial partnerships.
03:51For BRICS particularly,
03:54higher economic activity, higher economic security
03:59means greater self-reliance.
04:01The objective is to strengthen our ability to absorb shocks
04:06while remaining connected and competitive.
04:09That calls for genuine market practices,
04:12dependable logistics, predictable business environment,
04:17diversified commercial relationships
04:19and transparent trade and investment.
04:22It also calls for energy systems
04:25capable of coping with disruption and transition pathways
04:30which are suited to different national circumstances.
04:35Technology has always been inseparable
04:39from economics and geopolitics.
04:41Digital public infrastructure,
04:44artificial intelligence,
04:46fintech and advanced manufacturing
04:48all offer major opportunities.
04:51But they also raise questions.
04:53Questions of access, standards, security and trust.
04:58India's chairship has therefore sought to strengthen
05:02the innovation and entrepreneurial ecosystem,
05:05including through the BICS incubator network
05:09to connect startups and incubators across member countries,
05:14complemented by the BRICS Startup Innovation Fund
05:17to support innovation-driven entrepreneurship.
05:20The benefits of this agenda will be meaningful
05:24only if they are accessible
05:26across the full spectrum of our business communities.
05:30Friends, India's own experience makes us a natural partner,
05:36a natural partner in this endeavor.
05:39We bring a large and growing market,
