00:06Prime Minister Kamala Passat-Bissessa says permanent secretaries will play a critical role in ensuring ministers are properly briefed and
00:14prepared to defend their ministry's spending and plans.
00:18The government is turning its attention to the October budget, with permanent secretaries already working on ministry proposals and budget
00:26documents.
00:27The Prime Minister addressed newly appointed permanent secretaries at a special luncheon held in their honor.
00:34So as we approach a bigger exercise that has to be undertaken in the months coming up in October, the
00:43standard finance committee, the budget debates, that whole process.
00:47She says ministers must have information necessary to account for how public funds will be spent.
00:53And I know already PSAs have been working to put the budget documents together, to put your proposals for your
01:00ministry, and that exercise will take us all into October.
01:05Ministers must be properly briefed with accurate, timely and comprehensive information on the programs under your ministry, under your ministers.
01:14Your expenditure, your projects, your targets and performance, ministers will need to be properly briefed.
01:22And the Prime Minister is reminding permanent secretaries that the budget is about more than accounting.
01:28Standard finance is not merely an accounting exerciser, remember that.
01:33It is an opportunity to demonstrate responsible stewardship of public funds in the national interest.
