00:11Welcome back.
00:12We now have a report to the 63rd session of the UN Human Rights Council,
00:15the special rapporteur on the negative impact of unilateral coercive measures
00:18on the enjoyment of human rights contained in the U.S. blockade against Cuba,
00:22denouncing its effects on the population.
00:25Our correspondent, Henry Camelo, has the details.
00:30Hello, greetings to you and the Telesur audience.
00:33The situation in Cuba returned to the agenda of the UN Human Rights Council in Geneva,
00:38where the special rapporteur presented the report following her visit to the island.
00:43The report notes that sanctions imposed by the United States have a profound impact
00:49on the economy and the enjoyment of fundamental rights.
00:53It describes difficulties in important medicine, medical equipment, spare parts and fuel,
00:58as well as limitations on accessing the international financial system.
01:03According to the rapporteur, these constraints affect the country's ability to maintain basic services,
01:10ranging from health care to public transport.
01:13During the debate, the Cuban delegation was the first to speak.
01:17Ambassador Rodolfo Benitez welcomed the report,
01:21stating that it confirms what Cuba has denounced for decades.
01:25He asserted the measures have intensified since the rapporteur's visit and denounced an energy blockade intended.
01:34He said to exacerbate the internal crisis.
01:38He added that this impacts hospitals, schools, transport and food productions.
01:44Maintained that these measures violate the UN charter and the human rights of the Cuban population.
01:52Brazil intervened to reiterate its long-standing instance against unilateral coercive measures not authorized by the Security Council,
02:04stressing that such measures hinder national development and ultimately affect the civilian population.
02:10China, for its part, emphasized such measures are incompatible with the UN charter.
02:17Noted that they established Cuba's economic and social development and expressed support for the report's recommendations.
02:26The session concluded without the adoption of a resolution.
02:30The rapporteur's findings are not binding, but become part of the Council's official record
02:36and might serve as a reference in future debates.
02:40That's all what I have from New York.
02:42Back to you in the studio.
