1979 is portrayed by the West as the starting point of China's rise and growth. The period from 1979 to 1991 was China's "long 1980s." In China's official narrative, this era is also depicted as the "era of spring"—after all, it ended the political chaos of the Cultural Revolution (1966-1976).
In the memoirs of some Chinese intellectuals, it was also "the most liberal decade."
Indeed, the free atmosphere of the time fostered some brilliant economic ideas—primarily on reforms of the Soviet-style planned economy in urban State Owned Enterprises—and provided some key economic officials for China's economic governance in the 1990s.
It also contributed to a number of companies that later flourished in China, mainly large enterprises that grew from township and village enterprises, such as Midea (which decades later acquired KUKA Robotics in 2010s), which went from plastic fans to air conditioners, refrigerators, and washing machines.
But the situation in China throughout the 1980s was not so simple.
In many ways, China in the 1980s and modern China are starkly different:
Today, China is a strong trade surplus nation; in the 1980s, it was in deficit. Today, China's currency is a stable hard currency supported by strong industrial productivity; in the 1980s, it experienced continuous depreciation.
China's economy gives the impression of sustained high growth, both in terms of total GDP and GDP per capita.
However, in the 1980s, due to the continuous depreciation of the Chinese yuan, GDP per capita, when converted to US dollars, actually showed negative growth. China's overall global economic ranking declined in the 1980s, down from 7th to 10th.
Of course, in the 1980s, ordinary Chinese people experienced continuous improvement in food, clothing, and household appliances. However, high inflation at the time ultimately led to social unrest.
Fortunately, China maintained stability, avoiding the fate of Eastern Europe and Russia.
So, what exactly happened? Welcome to continue reading DeCoding China: 1980s, The Most Liberal Decade of China.

00:00Hello, everyone. Welcome back again to Decoding China series.
00:05I'm Jianlian, the founder and senior economist of Hengchua Economic Research
00:10and a deep-sight analyst into Chinese economic development and industrial secret.
00:17So today, let's continue about the general framework of China's development,
00:21more than China's history.
00:23Well, we have started and covered the first periods in the last episode
00:29that is from our founding of the People's Republic of China to the year of 1978,
00:36which is the first 30 years of China's early development.
00:39Of course, we only picked out the events related to economic development in that episode,
00:45and it's generally about the laydown of the industrial foundation of China.
00:51So today, we will continue to the most famous, many when Western economists talk about China,
00:57and they mainly talk about these periods starting from 1979.
01:01That is, they used to think that China started from zero, from 1979,
01:05but actually, as I told you, it's wrong.
01:08But what happens after 1979?
01:10So it should be divided into multiple periods,
01:13generally measured by 10 years and 10 years and 10 years.
01:17So for this episode, today, we will start in with the first or the infant stages of China's rapid economic
01:26rise.
01:26That is, the long 1980s, which lasted from 1979 to around the year of 1991.
01:34So basically, as many people know,
01:36that these historic periods could be called the era of Deng Xiaoping,
01:41because the de facto power in charge in China is Deng Xiaoping,
01:46who is in name, a deputy prime minister,
01:48but actually, he is a man behind and controls everything.
01:51And all the others, including the chairman of the country,
01:54including the secretary, they are the front person.
01:59And he holds a study, a gigantic social swift from previous months periods
02:06to new periods with focus on economic development.
02:09Even today, in the new periods, after 2012,
02:13as I mentioned, actually, there are actually three basic different periods.
02:17Even after 2012, the number one task, national task of China,
02:22is still economic development.
02:23It's the most important thing.
02:25And this philosophy is laying down in this period.
02:28So this period, starting from 1979, early 1979,
02:32to the end of 1991,
02:34is actually a study from the third plenary session of the 11th Central Committee,
02:41of CPC, Communist Party of China,
02:44in the end, December of 1978,
02:48at the beginning point,
02:49and come to 1991.
02:52And it enters a new period that the next session we will mention about,
02:56on January to February, in 1992,
02:59when Deng Xiaoping had his very famous silent role
03:03to announce that China will not stop the reform and opening up,
03:07but will continue.
03:09So basically, we call it 1980s, or the long 1980s,
03:13because it's more than 10 years.
03:15And it is early periods,
03:18or seeding periods,
03:20of China's economic fast rise,
03:22and our economic reform and opening up.
03:24So the biggest change in this period
03:28is move China from a status,
03:32which is frequently trapped or fall into political movements,
03:37into we center our country around economic development.
03:40In the previous 30 years,
03:42actually, I didn't mention much about those political events,
03:46because I want to focus the topic on economic development.
03:50I want to emphasize that industry foundations importance.
03:54So I didn't touch much thing.
03:55And quickly, I should say that,
03:59actually, the first 30 years of modern China
04:01is frequent political movements.
04:04We call it political movements.
04:05And that is still related to our founding father,
04:09Mao Zedong's personal idealistic ideology.
04:12So from 1958 to a year about 1976,
04:17so these 18 years,
04:19most of the years,
04:20China is these or that kinds of political movements,
04:23and most famous, of course,
04:25for the Great Leapful World and the Cultural Revolution.
04:29But at the same time,
04:30this period is the golden development years,
04:33I mean, in real economy for the Western countries,
04:36you know, including the United States,
04:38and particularly for the Western European countries,
04:42like at that time, Western Germany and Japan.
04:45And even that, you know,
04:48behind Western countries,
04:50many of the Asian people,
04:51Asian regions or countries,
04:54including Hong Kong,
04:55which is at that time,
04:56it's a British colony,
04:57and Taiwan,
04:58which is that the Chinese Kuomintang,
05:00Chinese National Party,
05:02retreat into a small island,
05:04and South Korea.
05:05They all developed,
05:07Singapore also,
05:08they become the so-called four dragons of Asia,
05:11and also even Thailand,
05:13Indonesia,
05:14Malaysia,
05:15they become the so-called Asian tigers.
05:19And so,
05:20by the year of 1978,
05:22when two years after the Cultural Revolution ended,
05:25there is a high-level delegates,
05:27led by Communist Party's high-level card rules.
05:31They go to the Western country,
05:33they go to Japan.
05:34They go back to report,
05:36then Xiaoping saying that we're far lagged behind.
05:38So, in this sense,
05:40the whole parties,
05:41I mean,
05:41Communist Party,
05:42ruling parties,
05:43governing focus,
05:45formally switched to economic development.
05:48And since then,
05:49China has stuck this idea that productivity and economic
05:54is everything's foundation.
05:56Even if we want to do some,
05:57you know,
05:57now we're very developed,
05:59we need some global strategy,
06:01that is a foundation.
06:03But,
06:04I should say that,
06:05as 1980 is the beginning of this grand switch
06:08of this development,
06:09and the fast rise,
06:10but on the industrial level,
06:13I mean,
06:14industrial project level speaking,
06:16for example,
06:16infrastructure,
06:17and big,
06:18you know,
06:19big,
06:19heavy industry project,
06:21in this period,
06:22in the whole 1980s,
06:24there's not much of such development.
06:26The main thing about,
06:27it's about reform opening up.
06:29So,
06:29what is reform?
06:29What is opening up?
06:31For reform,
06:32it means majorly about reform
06:34on Chinese domestic economic structure,
06:37including our institute,
06:39institutions,
06:40that is a grand switch
06:42from a planned economy,
06:44which is very like Russia
06:45or Soviet,
06:46in Soviet Union times,
06:48to a market economy.
06:49But,
06:49it is very different from,
06:51well,
06:51I will later mention a little bit,
06:53that what happens in Russia
06:54or Eastern Europe
06:55in the early 1990s.
06:57We are deploying this change
07:00with an increasing,
07:02incremental step,
07:03that is step by step.
07:06So,
07:06you can say that
07:08the domestic reforms
07:09is,
07:10how to say that,
07:11points at the previous,
07:13very big,
07:13short point,
07:15that is,
07:15in the Mao's era,
07:17there's a big problem.
07:18There's no incentive mechanism.
07:20Actually,
07:20I mean,
07:20material incentive mechanism
07:23for the working people.
07:25Hence,
07:26that is,
07:27you can call it
07:29agritarianism.
07:30That is,
07:31you got almost the same
07:32no matter you contribute more
07:34or you contribute less,
07:35and many people become lazy.
07:36That is,
07:37that is some kind of fact.
07:39And you can also think that,
07:41that is,
07:42across the whole population,
07:44almost across the whole population,
07:45that everybody,
07:48entrepreneurship's potential
07:50is really easy.
07:51So,
07:51that is a burst out
07:53of entrepreneurship
07:54across the whole society.
07:56And it is,
07:57indeed,
07:58very effective
07:59in the beginning years.
08:01So,
08:01basically,
08:02this domestic reform,
08:03we can divide it
08:03into two parts.
08:04The first part
08:05is called
08:06agricultural reform
08:07or rural reform
08:08in rural areas.
08:09Because,
08:10by the year of 1978,
08:12in the Mao's era,
08:13urbanization
08:14did not progress
08:15very much.
08:16We form some kinds
08:17of working class
08:18on the state-owned
08:19enterprises,
08:20factories,
08:21but a very short,
08:22very small part
08:23of the population.
08:2418%,
08:24or more than 80%
08:26of the Chinese population
08:27in 1979
08:28is in rural areas.
08:31And so,
08:32rural areas,
08:33the majority
08:34of Chinese population
08:35is very important.
08:36The second part
08:36is the urban reform,
08:39which is focused
08:40on the urban
08:41and state-owned enterprises.
08:42So,
08:43let's talk about
08:43the rural reforms.
08:45So,
08:45China's reform
08:46started in rural areas.
08:49Of course,
08:50especially
08:51on the official
08:53history narrative,
08:54even in our
08:56middle school
08:56history textbook,
08:58we're saying that
08:59the rural reform
09:00is mainly about
09:01basically
09:03the land redistribution
09:04from
09:05youth concentrate
09:06on people's communion,
09:07which started
09:08from 1958,
09:10or late 1950s.
09:12it is not so
09:13productive
09:14because people
09:14don't have incentive.
09:16Redistribute
09:16into the
09:17peasants.
09:18In China,
09:19we don't call
09:19the farmers,
09:20we call peasants.
09:21Although,
09:21I heard that
09:22it's not a good name
09:23in the USA,
09:24but indeed
09:25in China
09:25it's peasants
09:26because
09:26it's very
09:27every,
09:29I mean,
09:29capita level,
09:31Chinese
09:32peasants
09:33have very
09:33little
09:34farm.
09:34So,
09:35we redistribute
09:36the land
09:36from people's
09:37communes
09:38into individual
09:39peasants.
09:40And each
09:40family,
09:42in legal
09:43meaning,
09:43they got
09:4413 years
09:45of the
09:46private rights,
09:47actually almost
09:48complete private rights
09:49over the land,
09:50but you cannot
09:50sell this land.
09:52Actually,
09:52this makes
09:53some protection
09:54later for all
09:54the farmers
09:55because it
09:56guarantees that
09:57most of the
09:57population in
09:58China will
10:00not fall
10:01into
10:01a without
10:03land
10:03situation.
10:04They have
10:05a large
10:06guarantee
10:06that is
10:06the land.
10:07Their land
10:08is small,
10:08but it could
10:09at least
10:09guarantee
10:10they can
10:10get enough
10:10food for
10:11themselves.
10:12So,
10:12that is a
10:13massive
10:13redistribution.
10:15And so,
10:17immediately,
10:18I should say,
10:19at least in
10:19four years
10:21or five
10:21years
10:23after this
10:24new system,
10:26new institutions
10:27was implemented
10:28in the
10:29rural areas
10:30of China,
10:31China's
10:32grand
10:32outputs,
10:33I mean,
10:34the growth
10:34of the
10:35man's rice,
10:36like wheat,
10:37or something
10:38like that,
10:38it grew up
10:39somewhat
10:40dramatically
10:41and gradually
10:42become stable
10:43in the late
10:441980s.
10:45And by
10:46then,
10:46China's
10:46systematic
10:49resolve
10:49the situation
10:50of food
10:50shortage.
10:52Actually,
10:53in the
10:53first 13
10:54years,
10:54I didn't
10:55mention
10:55that in
10:55this episode,
10:56but there
10:57is a very
10:57famous
10:57called
10:58coupon
10:59system,
11:00or food
11:00ticket
11:00system,
11:01to guarantee
11:03the food
11:03supply across
11:04the nation.
11:05But this
11:05was totally
11:05abandoned
11:06in early
11:071990s.
11:08Why?
11:08Because in
11:09the 1980s,
11:10China's food
11:11problem was
11:11solved,
11:12but it's
11:13still not
11:13very
11:14abundant.
11:16It's just
11:16basically
11:17to solve
11:17the everyday
11:18demands of
11:19food,
11:19including
11:20in the
11:21rural areas
11:21and also
11:22urban areas.
11:23However,
11:24I should
11:24say that
11:24in recent
11:26years,
11:26some people,
11:28including some
11:28academics,
11:29will raise
11:29the question
11:29that actually
11:30such kinds
11:32of family,
11:32you know,
11:33family
11:33responsible,
11:34family
11:35agriculture
11:37was
11:38prevalent
11:38in most
11:39of Chinese
11:39history.
11:40But in
11:40the Chinese
11:41history,
11:41there's usually
11:42sometimes
11:42famine,
11:43including
11:44weather,
11:45you know,
11:45fluctuations,
11:47mainly
11:47some
11:48famines.
11:49And so
11:49in Chinese
11:49Asian
11:50history,
11:50it's not
11:51so stable.
11:51But why
11:52in modern
11:52China,
11:53China
11:53systematically
11:54solve
11:54that?
11:54So that
11:55will be
11:55related
11:56back
11:56in the
11:571970s,
11:58the
11:5814-3
11:58project,
11:59which I
12:00say that
12:00most of
12:02projects,
12:02especially
12:0326 factories,
12:04is fertilizer
12:05producer.
12:06So fertilizer
12:07supply
12:08systematically
12:09solve
12:10China's
12:10food
12:10problem.
12:10So you
12:11see that
12:12even
12:12China's
12:13most
12:14famous,
12:15some
12:15Western
12:16narrative
12:16will
12:16say
12:16that
12:17it's
12:17agricultural
12:18privatization,
12:18but actually
12:19it's not
12:19full
12:20privatization.
12:21But even
12:22for these
12:23kinds of
12:23very important
12:25events,
12:25the industrialization
12:27paves
12:28very important
12:28roles,
12:29very important
12:30foundation.
12:32But I
12:33should say
12:33that as
12:34you can
12:34imagine
12:34that China
12:36is in
12:36the eastern
12:37and the
12:37middle
12:38areas of
12:38China,
12:39which is
12:39our
12:40majority
12:40of
12:41population
12:41Han
12:42Chinese
12:42ethnic
12:42groups
12:43located,
12:44its
12:45population
12:45density
12:46is so
12:46big,
12:47so
12:47dense,
12:47that it's
12:48never
12:48impossible
12:49to get
12:49rich
12:50only
12:50through
12:51agriculture.
12:51That is
12:52big
12:52lessons.
12:53We know
12:53that.
12:54So what
12:55happens in
12:551980s?
12:56Another
12:57very important
12:58growth
12:59economic
13:00elements
13:00appear,
13:01take its
13:02form
13:02shake
13:03in
13:031980s.
13:04That is
13:04town and
13:05village
13:05enterprises
13:06or
13:06TVE.
13:07So if
13:07you search
13:08that on
13:08Google or
13:09any search
13:09engines,
13:09you can
13:10know that.
13:11I encourage
13:12you to
13:12search that.
13:13This was
13:13very important
13:14because it
13:15lasted for
13:1620 years
13:17and in
13:1821st century
13:19most of
13:20TVE
13:20became
13:21privatized
13:21around
13:22its
13:22founding
13:23people
13:24because
13:25founding
13:25people is
13:26usually
13:28related to
13:29the
13:31village
13:31governor,
13:33usually it's
13:33a strong
13:34man or
13:34young man
13:35entrepreneurship
13:36picked out by
13:37the village
13:37governor.
13:38So it
13:39is a
13:40grass
13:41rooted
13:42appear,
13:43self-grown,
13:44usually
13:45transformed
13:45from
13:46previous
13:47people's
13:47commune
13:48period
13:48called
13:48commune
13:49enterprises.
13:50So this
13:50is also
13:50China
13:51actually
13:51in the
13:52previous
13:52history
13:53is also
13:53linked
13:53even
13:54to
13:54reform
13:55periods.
13:56So TVE
13:57will become
13:58a very
13:58important
14:00supplier
14:00and
14:01systematically
14:02solve
14:03China's
14:04very severe
14:05economic
14:05problems
14:06in the
14:061980s.
14:06I will
14:07talk
14:07a little
14:07later.
14:08And the
14:09other
14:09reform
14:10side-by-side
14:10with rural
14:11reform
14:11is urban
14:12reform.
14:12The so-called
14:13urban
14:13reform is
14:13naturally
14:14related
14:14mainly to
14:16the state-owned
14:17enterprises
14:18reform.
14:18But in
14:201980s,
14:20it doesn't
14:21involve
14:21naturally
14:21much about
14:22the construction
14:25or launch
14:27of new
14:27enterprises.
14:28No.
14:28In 1980s,
14:29basically,
14:30it's stagnated.
14:31So the
14:32reform is
14:33mainly about
14:34the sales
14:35or the
14:36channels
14:36of the
14:37industry
14:38products.
14:39So to
14:40some extent,
14:42it's similar
14:42to what
14:43Russia wants
14:44to do
14:45in, for
14:46example,
14:47early 1990s.
14:48But for
14:50this reform,
14:51it's a relatively
14:52high-quality
14:53part of the
14:54Chinese economy
14:55at the time,
14:55but the
14:55reform, I
14:56should say,
14:56is not so
14:57smooth.
14:59So actually
15:00that,
15:00firstly,
15:01many of
15:01state-owned
15:02enterprises
15:02in the
15:03Chinese cities,
15:04several
15:05projects
15:05actually
15:06could become
15:07competed
15:08with the
15:08town and
15:09village
15:09enterprises.
15:10Even
15:11town and
15:12village
15:12enterprises
15:13call the
15:13technical
15:14guidelines
15:14from the
15:15employees,
15:16the key
15:17technical
15:17employees
15:18from the
15:18state-owned
15:18enterprises
15:19because of
15:20the incentives.
15:22And
15:24so take
15:25example,
15:25I can tell
15:26you,
15:27in the
15:29later
15:30history
15:30periods,
15:32there is
15:32a very
15:34famous
15:34Chinese
15:35company
15:35called
15:35Media,
15:37or
15:38Maydi
15:38in China.
15:39Actually,
15:40it acquires
15:41a very
15:41famous
15:42German
15:43robotics
15:44company,
15:45KUKA.
15:45So
15:46Media,
15:47or Maydi,
15:48is actually
15:49grown out
15:49from TVE.
15:50And at
15:51the same
15:52time,
15:52for the
15:53urban
15:54revolution,
15:55for that
15:56those
15:56reforms
15:57around
15:57state-owned
15:57enterprises,
15:58especially
15:58on the
15:59sales
15:59channel,
16:00they become
16:01corruption.
16:01Someone
16:02who is
16:02at a
16:02relationship
16:03will sell
16:04the low
16:05price
16:06industry
16:07goods,
16:08which is
16:08very popular
16:09in sales,
16:10in some
16:11kinds of
16:11demand
16:12shortage,
16:15shortage of
16:15supply,
16:16they sell
16:17at a high
16:17price on
16:18the,
16:18maybe you
16:18call it
16:19the
16:19paramount
16:19market,
16:19the black
16:20market.
16:21So
16:22this
16:23actually
16:23leading to
16:24serious
16:25consequences.
16:26And so
16:27that is
16:27for domestic
16:28reform.
16:29And now
16:29comes to
16:30the opening
16:30up.
16:31So
16:31opening up
16:31basically
16:32means that
16:32we open
16:33to the
16:33outside
16:33world.
16:35Actually,
16:36it's
16:36oriented
16:36from
16:36our
16:37pressure.
16:37The
16:37pressure
16:38is in
16:40the late
16:401970s,
16:41basically
16:41after
16:42what I
16:42mentioned,
16:43the second
16:43rounds of
16:44China's
16:45foundation
16:45industrialization
16:46of
16:4743
16:47project.
16:48After
16:48that,
16:49in the
16:49short
16:50period,
16:51after
16:51Mao,
16:52that is
16:52a Chinese
16:53leader called
16:54Hua Guofeng,
16:55he ruled
16:56China from
16:561976
16:58to
16:591978.
17:01And
17:01during this
17:02very short
17:02two years,
17:03he invented
17:04some kinds
17:05of economic
17:06project,
17:06ambitious
17:07project,
17:07just like
17:08Yugoslavia
17:09or some
17:10Eastern
17:10European
17:11country
17:11did.
17:12Basically
17:13borrowed
17:13a lot
17:14of money
17:14from
17:16Western
17:17countries
17:17to
17:18build,
17:18to
17:18introduce
17:19in
17:19the
17:20West,
17:20for
17:21example,
17:21Western
17:21Europe
17:21oriented
17:22industrial
17:23lines.
17:23Huge
17:24project,
17:25including
17:25steel
17:25project,
17:26including
17:26some
17:26of
17:27many
17:27kinds
17:28of
17:28relatively
17:29modern
17:29heavy
17:30industries.
17:32So,
17:32in
17:33Chinese
17:33economic
17:34history,
17:34I
17:34recorded
17:35a
17:36foreign
17:36oriented
17:37lead
17:37forward.
17:38And
17:38these
17:39costs,
17:39this
17:39was not
17:40completely
17:40done.
17:41So,
17:41many
17:42of
17:42projects
17:42were
17:43stopped
17:43it.
17:43But
17:44it
17:44leaves
17:44serious
17:44consequences.
17:45is the
17:46great
17:46shortage
17:47of
17:47foreign
17:47exchange
17:48of
17:48hard
17:48currency
17:49at that
17:49time.
17:49At that
17:49time,
17:49of course,
17:50everybody
17:50knows,
17:51I also
17:52mentioned,
17:52Chinese
17:52yuan is
17:53never a
17:54hard
17:54currency
17:54at the
17:54time.
17:55It's
17:55a very,
17:55you know,
17:56in a
17:56closed
17:56country,
17:57a domestic
17:57currency.
17:58So,
17:59when you
17:59want to
17:59deal with
18:00other
18:00countries,
18:01including
18:02foreign
18:02trade,
18:03including
18:03import
18:03something,
18:04because
18:04in
18:041980s,
18:05the
18:05most
18:05important
18:05thing
18:06for
18:06China
18:06is
18:06import
18:06something.
18:11we have
18:11great
18:12shortage
18:12of
18:12foreign
18:13exchange,
18:13including
18:14US
18:14dollar,
18:15Deutsche
18:15Mark,
18:16and
18:16Japanese
18:17Yen
18:17at the
18:17time.
18:18So,
18:20China
18:21decided,
18:22our
18:22leadership of
18:23Deng Xiaoping
18:23decided to
18:24open it up.
18:25what is
18:26the purpose?
18:27Firstly,
18:27in the
18:28saying of
18:28we want
18:29to learn
18:30from the
18:30foreign
18:30experience.
18:31Secondly,
18:31is to
18:32get foreign
18:32exchange and
18:33foreign
18:33investment.
18:34In the
18:34foreign
18:34investment,
18:36foreign
18:36degraded
18:37investment.
18:38in China,
18:39from opening
18:39up,
18:40actually,
18:40we used
18:40to learn
18:41lots of
18:41countries,
18:42different
18:42examples.
18:44Very
18:44interesting,
18:45many people
18:45don't know
18:45today,
18:46that the
18:47first
18:48country we
18:48want to
18:49learn is
18:49Yugoslavia
18:50in the
18:51late
18:511970s,
18:52because at
18:52that time,
18:53Yugoslavia
18:53is in
18:54its peak
18:55of its
18:56country's
18:57wealth.
18:59But also,
19:01later,
19:01we want
19:01to learn
19:01from Hungary.
19:02We didn't
19:03talk about
19:04we want
19:04to learn
19:05in a
19:06macro
19:07level
19:07from
19:08the
19:10capitalistic
19:10countries,
19:11like Western
19:11Europe or
19:12America.
19:13No.
19:14Basically,
19:15later,
19:15we didn't
19:15talk about
19:16macro
19:16systematic
19:17institutional
19:18copy.
19:18We don't.
19:19We just
19:20learned it
19:20bit by
19:21bit,
19:22including
19:23the
19:23industry
19:24management,
19:25including
19:26enterprise
19:27law.
19:28But we
19:28didn't
19:29do
19:30anything
19:30again in
19:31the early
19:311980s.
19:32The other
19:33very important
19:33aspect is
19:34to try to
19:34attract
19:35foreign
19:35investment.
19:36This is
19:36a little
19:37different
19:37from borrowing
19:39foreign
19:39debt and
19:41constructing
19:42the country
19:43by yourself.
19:44That is
19:44a model
19:44of the
19:451970s,
19:45where
19:45many
19:46developing
19:47countries,
19:48for example,
19:48Brazil or
19:49Mexico,
19:50did.
19:50even
19:51South
19:51Korea
19:52did.
19:52But for
19:53China,
19:53we didn't
19:54do that
19:54in the
19:541980s.
19:55What we
19:55do is
19:56that
19:56attracted
19:58foreign
19:58direct
19:59investment.
20:00Of course,
20:00we put
20:01this
20:02advertisement
20:02to
20:03USA,
20:03to
20:03Japanese,
20:05but the
20:06main
20:06effect
20:06to
20:06place
20:07in
20:07Hong
20:07Kong,
20:08which
20:08is
20:08a
20:08British
20:09colony,
20:09which
20:09is
20:10very
20:10teeny,
20:10but
20:11in
20:11the
20:111970s,
20:12Hong
20:12Kong
20:12is a
20:13manufacturing
20:14business.
20:14It's
20:14not like
20:15today.
20:15It's a
20:15pure city,
20:17which is a
20:18financial center.
20:18No,
20:19in 1970s,
20:20it is
20:21an early
20:21age of
20:22the Western
20:23capital
20:23systems'
20:24production
20:24base.
20:25But in
20:26the 1970s,
20:27of course,
20:28those
20:28labor-intensive
20:30industries,
20:31for example,
20:31the plastic
20:31flour
20:32industry,
20:33which is
20:33a very
20:33pirate
20:34industry
20:35in Hong
20:35Kong,
20:35it used
20:36to be.
20:36The labor
20:37costs in
20:38Hong Kong
20:38became
20:39very
20:39expensive,
20:39gradually
20:40more
20:40expensive,
20:41so they
20:41decided
20:42to move
20:42to their
20:43neighboring,
20:43which is
20:43the same
20:44culture
20:44region,
20:45which is
20:45Pearl River
20:46Delta
20:46region,
20:48in
20:49Guangdong
20:49province,
20:50so very
20:51naturally,
20:51and many
20:51of Hong Kong
20:52businessmen,
20:53actually,
20:53their hometown
20:54is in
20:54this area,
20:55so they
20:55are basically
20:55going back
20:56to their
20:56hometown and
20:57set up
20:58enterprises.
20:59The next
20:59one,
20:59after 1988,
21:01which is
21:01almost at
21:02the end
21:02of this
21:03period,
21:03is the
21:04Taiwanese,
21:05which also,
21:06many of
21:06them actually
21:07are from
21:07Chinese
21:08men and
21:08emigrate
21:09to Taiwan
21:10in 1949,
21:11so they
21:11go back
21:11to their
21:12hometown
21:12and check
21:13opportunities.
21:14The most
21:14famous
21:15today,
21:16one of
21:17the top
21:18leading
21:18manufacturers
21:19developed
21:20firstly from
21:21a Zambra
21:21house,
21:23Foxconn,
21:24later was
21:24famous for
21:25its relationship
21:26with Apple.
21:27Basically,
21:28Foxconn carries
21:28about maybe
21:30more than
21:3170% of
21:32Apple's
21:33production.
21:34So Foxconn
21:35actually not
21:36grow up
21:37in Taiwan.
21:38It is a
21:39major factory
21:40that firstly
21:40appeared in
21:41Shenzhen,
21:42because Shenzhen
21:44was, I will
21:44later mention
21:45the special
21:45economic
21:46zone,
21:46but there
21:46is a
21:47region outside
21:48the special
21:49economic
21:50zone,
21:50so that
21:51is Shenzhen
21:51outside
21:52economic
21:52zone,
21:53we call
21:53it Guan
21:54Wai or
21:54outside the
21:55zone.
21:56So many
21:57Taiwanese
21:57companies set
21:58up their
21:59manufacturing base
21:59there.
22:00Of course,
22:011980s is just
22:02beginning,
22:02we will mention
22:03later that
22:03when it
22:04really took
22:05off,
22:05actually,
22:06that is
22:06after 1998.
22:08So this
22:09is the
22:10opening up,
22:11and from
22:13the macro
22:14economic
22:14structure
22:15level,
22:16if you
22:16look at
22:17China in
22:18the,
22:18how to
22:19say,
22:19the seeding
22:20period of
22:20its economic
22:21rise in
22:221980s,
22:23it is very
22:24different,
22:24totally different
22:25from today's
22:26China.
22:26So at that
22:27time,
22:28China's
22:29productive
22:30potential is
22:31just on the
22:32beginning phase
22:33of releasing
22:34out.
22:34So it's
22:35in the
22:36infant
22:36stage.
22:38And also
22:40because at
22:40that time,
22:41China is
22:41on the
22:42early,
22:42just on the
22:43very early
22:44years of
22:44switching away,
22:46diving away
22:47from the
22:48Soviet-style
22:49planned
22:49economy.
22:50So the
22:51macro
22:52status of
22:53Chinese
22:53economy is
22:54in the
22:55stage,
22:56in the
22:56status of
22:57shortage,
22:57great
22:57shortage.
22:58So across
23:00the 1980s,
23:01China is
23:02in a
23:03constant,
23:04continued
23:05inflation
23:06status,
23:07particularly
23:08after between
23:09the year
23:10of 1984
23:11to 1988,
23:13these five
23:13years.
23:14And hence,
23:15these five
23:16years is
23:16also that
23:18when some
23:18so-called
23:19famous
23:19Western
23:20economists,
23:21particularly
23:21Milton Friedman,
23:23come to
23:23China,
23:24and also
23:24of course,
23:25there is
23:26another
23:26very famous
23:26economist
23:27called
23:27Tobin,
23:28they also
23:28come to
23:28China,
23:29and attend
23:30the high
23:30level
23:32thinkers,
23:34policy,
23:35thinkers,
23:35discussion,
23:36panels.
23:37And some
23:38of them
23:38give very
23:39long,
23:39particularly
23:39Milton Friedman,
23:40give very
23:41long
23:41suggestions
23:42to,
23:42at that
23:43time,
23:43Chinese
23:43leadership.
23:44And these
23:45ignited the
23:47Rampan
23:48inflation in
23:49the year
23:49of 1988.
23:50So they
23:51officially
23:51estimates that
23:52it reaches
23:5320%,
23:53but maybe
23:54some of
23:54the historians,
23:57economic
23:57historians,
23:57saying that
23:57it's even
23:58reached about
23:5914%,
23:59one year.
24:01And a
24:02company
24:02added up
24:03the very
24:04widespread,
24:05already widespread
24:06dissatisfaction
24:07upon the
24:08corruption
24:08originated
24:09from what
24:10we call
24:10the due
24:11price system,
24:12which is
24:13related to
24:14at that
24:14time,
24:14industry
24:14goods,
24:15which is
24:15in shortage
24:15of supply.
24:17So at
24:18least
24:19dissatisfaction
24:20and inflation
24:21leads what
24:22happened in
24:231989.
24:24But different
24:25from the
24:25Eastern European
24:26country is
24:27that China
24:27handled very
24:28successfully
24:29and we
24:29entered at
24:30next
24:30history
24:31periods.
24:33Also,
24:33at this
24:34time,
24:34China is
24:35a constant
24:36status of
24:39deficit
24:40on the
24:41trade,
24:42on the
24:44international
24:45economic
24:45exchange.
24:46International
24:47balance is
24:48in a
24:48constant
24:49trade
24:50deficit.
24:51So you
24:51can't
24:51imagine
24:52that.
24:52Because
24:53since
24:531994,
24:55China
24:55continued
24:56lasting
24:56economic
24:58trade
24:59surplus
24:59state
24:59for
25:00very
25:00long
25:00periods.
25:01never
25:01become
25:02trade
25:02deficit.
25:03But in
25:031980s,
25:04China
25:04in a
25:05state
25:05of
25:05trade
25:06deficit.
25:07And as
25:08a whole,
25:09it's
25:09more
25:09deficit,
25:10as a
25:11whole
25:11international
25:12balance.
25:13Because
25:13the
25:14opening up,
25:15the first
25:17economic
25:17incentive
25:18across
25:19society
25:20is to
25:20raise up
25:21the
25:21desire
25:22for
25:22popular
25:24industry
25:25goods,
25:25particularly
25:27including
25:28the
25:31electronic
25:32home
25:33appliance,
25:34including
25:34TVs,
25:35including
25:36refrigerators.
25:37Air
25:38condition is
25:38still very
25:39luxury
25:41goods at
25:42the time.
25:43So
25:43China,
25:45as our
25:46habits,
25:47we will
25:48import
25:50production
25:51line,
25:51but in
25:52many
25:52sense,
25:52it's
25:53assembly
25:53lines,
25:54for example,
25:55from Japan.
25:56Because at
25:56the time,
25:56Japan has
25:57very
25:57developed
25:58electronic
26:00appliance.
26:02But
26:02Chinese
26:03yuan,
26:04as I
26:05said,
26:06it's just
26:06a domestic
26:08currency for
26:09one's
26:09closed
26:09country.
26:10So
26:10it is
26:12not
26:12international
26:12currency.
26:13So
26:13China has
26:14to pay
26:15the
26:16foreign
26:16exchange.
26:17Firstly,
26:17Swiss front,
26:19later
26:20US dollar,
26:21Japanese
26:21yen,
26:21Japanese
26:21yen,
26:22at that
26:22time,
26:22very
26:23important.
26:23They're
26:23trademark.
26:25So
26:25the
26:25Chinese
26:26yuan,
26:26Chinese
26:26renminbi
26:27yuan,
26:28was
26:28continuous
26:28in the
26:29depreciation
26:30status.
26:30I can
26:31tell you
26:31how much
26:32depreciation
26:32it has
26:33experienced
26:34in the
26:341980s.
26:35In the
26:36year of
26:361981 to
26:371984,
26:38the
26:38official
26:38exchange
26:39rate
26:39between
26:39the
26:40dollars
26:40and
26:41Chinese
26:41yuan
26:42is
26:42$1.6
26:43Chinese
26:44yuan.
26:45Amazing
26:45rate.
26:46But
26:46of
26:46course,
26:47all
26:48these
26:49socialist
26:49countries,
26:50including
26:50Eastern
26:50European
26:51countries,
26:51including
26:51Soviet
26:52Russia,
26:53all
26:53these
26:54countries'
26:55currency
26:55has
26:55multiple,
26:56we call
26:56it a
26:56multiple
26:57exchange
26:57rate
26:57regime.
26:59So
26:59actually,
27:00besides
27:01the
27:01official
27:02one,
27:02the
27:03true
27:03trade
27:04settlement
27:05price for
27:06Chinese
27:06yuan at
27:07a time
27:07is $1
27:07for
27:082.8
27:09Chinese
27:09yuan.
27:10And
27:10it
27:11depreciates
27:11to
27:121988
27:12when
27:13something
27:14out of
27:15control
27:15is
27:15happening.
27:17the
27:17market
27:17price
27:18was
27:18close
27:18to
27:195
27:19Chinese
27:19yuan.
27:21And
27:22by the
27:22end of
27:23this
27:23long
27:231980s,
27:241991,
27:25the
27:26official
27:26exchange
27:26rate
27:27is
27:27$3.1
27:28for
27:283.8
27:29Chinese
27:29yuan.
27:30And
27:30the
27:30market
27:31price
27:31is
27:315.8
27:32Chinese
27:33yuan.
27:33And
27:34this
27:34continued
27:35depreciation
27:35will
27:35come to
27:36bottom
27:36in
27:371993,
27:38two years
27:38after all
27:39this
27:39period.
27:40So
27:40by
27:401993,
27:41the
27:42official
27:42exchange
27:42rate
27:42is
27:43$1
27:43for
27:445.8
27:46Chinese
27:47yuan.
27:47And
27:48the
27:48power
27:48market
27:49which
27:49is
27:50basically
27:51low
27:51allows
27:52that
27:52is
27:53even
27:53reaches
27:54$1
27:55for
27:5610
27:56Chinese
27:56yuan.
27:5710
27:57renminbi.
27:58So
27:58that is
27:591993
28:00was when
28:01I was
28:01in
28:01primary
28:01school.
28:02I
28:02remember
28:02very
28:02clear
28:02because
28:03at
28:03that
28:03time
28:03I
28:03touched
28:04on
28:04the
28:04economic
28:04topic.
28:05And
28:05just
28:06in
28:06comparison
28:06today,
28:07U.S.
28:08dollar and
28:08Chinese
28:09yuan
28:09is
28:09$1
28:10for
28:11less
28:11than
28:117
28:11Chinese
28:12yuan.
28:13So
28:13we
28:13will
28:13cover
28:14that
28:14in
28:14later
28:14Chinese
28:15history
28:15period.
28:18So
28:19in
28:19the
28:19whole
28:191980s
28:20if
28:20you
28:20calculated

28:25you will
28:26find
28:26a very
28:27interesting
28:28economic
28:29phenomenon.
