00:00Hello, everyone. Welcome back to Decoding China. This is Episode 2.
00:04I'm Jianlian, an analyst focused on China's economy and industry core logic.
00:09Today, let's uncover the pivotal truth behind China's economic rise.
00:14In this episode, I will identify the exact turning point that launched China's economic miracle.
00:21Grasping this milestone is critical to full understanding China.
00:25When did China's unique development mechanism fully take effect, where lies this historical turning point?
00:32The critical shift arrived in the early 21st century, 2003 to be exact.
00:38After this turning point, the most remarkable capacity, capability of modern China,
00:45the one that once even surprised myself, is its unmatched capacity to build continuous mega infrastructure project.
00:53These landmark projects cover all core sectors.
00:57The world's largest high-speed railway network, the most robust ultra-high voltage power grid,
01:04and countless power plants. Initially, it's coal-fired stations.
01:10Later, it's followed by wind and solar farms.
01:13China also has built up a nationwide expressway network.
01:17Numerous recording long-span bridges through the waters, super-high bridges across the deep valleys,
01:24and ultra-long tunnels passing mountains, plus newly constructed modern canals.
01:30Beyond that, China operates the world's most extensive, cost-effective telecom network,
01:37deeply integrated into our daily life, with full 4G and 5G coverage nationwide.
01:43And also, we can see sprawling urban skylines, numerous new economic zones, airports,
01:51high-speed railway stations, and complete metro system.
01:55And don't forget that hidden infrastructure vital to our daily life,
01:59such as the widely distributed EV charging networks.
02:02I open this core chapter of Decoding China with this topic for a clear reason.
02:08This is the essence and the core secret of modern China's rights.
02:12It even reveals the key to unlocking the productive potential for all human societies.
02:17The reason is, China has formed an exceptional smart monetary mechanism, to be honest.
02:23This system took shape unintentionally, without full pre-all awareness, but with super effectiveness.
02:31Even today, this mechanism continues to drive China's sustained continued development.
02:38And one vital fact needed to be noted by everybody.
02:43China did not always possess such capacity.
02:46For example, in the early opening up period in 1980s and 1990s,
02:51when China has already entered an opening up period, we don't have such system.
02:56So the complete system only matured in the early 2000s.
03:01Before that, large-scale infrastructure projects in China remained scarce,
03:06with far slower construction progress than today.
03:10Let's take 1990s as an example.
03:13I spent the years of my primary and middle school ages.
03:17At that time, the Three Gorges Dam stood as our national landmark project.
03:22However, this triggered nationwide heated debates with widespread opposing voices,
03:28even heard in our official institutions, in our People's Congress or our Parliament.
03:34And also, the founding of the Three Gorges construction became a major national challenge.
03:40And relevant debates lasted about one decade.
03:43And similarly, there is a super hydro power station also called Ertan in southwestern China.
03:52It faces another institutional obstacle.
03:55Central government and the local Sichuan provincial governments engaged in a debate,
04:01a dispute in the late 1990s because of the founding of this dam's construction
04:07and also the later operation rights.
04:09Even Guangdong Province, China's most richest, most developed province at that time,
04:16is still struggling heavily to build their expressways,
04:20their thermal powerhouses and their major bridges across the Zhu River crossings.
04:27So Guangdong Province actually has to introduce money or capital from Hong Kong
04:33or overseas, for example, from overseas Chinese community to found the basic infrastructure in their own province.
04:40However, everything changed, underwent a dramatic transformation in the early 2000s.
04:47Let's still take hydropower as an illustration.
04:49So started in the year of 2005, four super large hydropower stations, including Xiangjia Ba, Xiluo Du, Wu Dongde, and
05:01Baihe Tan,
05:02all broke rounds and initiated construction and went to import operation one by one.
05:07The first two gigantic dams were completed between 2005 and 2012.
05:12The latter two were started and finally operated from 2013 to 2021.
05:19Combine these four stations, their total in-store capacity reaches 46.46 gigawatts,
05:25more than twice the generating capacity of the Three Gorges Dam.
05:29For comparison, American's iconic Hoover Dam, the industrial landmark of the 1930s,
05:36holds a mere 2.08 gigawatts of capacity.
05:43After its core construction finished in 1961,
05:46actually, it has output capacity settled at 1.35 gigawatts and stayed for 20 years.
05:55Finally, its final expansion happened in the late 1980s,
05:57which is the last year of the largest scale of U.S. construction capacity.
06:03Today, the Hoover Dam's actual operating output level
06:08has lowered to 20 to 40 percent of the design capacity due to various reasons,
06:13and U.S. largest hydropower station, the Grand Coulee Dam,
06:18which is located in Washington state.
06:21So it is a core New Deal project in frankly, Roosevelt's periods.
06:26It started on 2.25 gigawatts and gradually expanded to 6.81 gigawatts in the 1980s.
06:36So now let us draw a direct comparison.
06:39The Three Gorges Dam and the later 21st century
06:43four giant upstream Yangtze River hydropower stations in China
06:47are respectively 11 times and 23 times larger than Hoover Dam,
06:53or 3.3 times and nearly 7 times greater than the largest dam in America, Grand Coulee Dam.
07:01So this contrast is stuck.
07:03Most U.S. infrastructure was built nearly a century ago,
07:08when U.S.A. is far ahead number one industry power.
07:12After World War II, large-scale construction gradually declined
07:16and falling to nearly zero in the 21st century in U.S.A.
07:20In contrast, all of China's mega projects were launched within the past 15 to 13 years.
07:29Expressways, large bridges, and thermal power plants reflect the same dramatic shift also.
07:35Actually, if you look at the historical timeline,
07:38starting from 2003, China's economy entered an era of hyper-growth,
07:43what I call hyper-growth.
07:44The most explosive expansion occurred between the year 2003 and 2008,
07:49laying the foundation for China's systematic economic transformation.
07:53Only briefly halted by economic financial crisis in 2008,
07:57by less than half a year.
07:59And then, a second round of growth,
08:02super-growth started from 2009 to 2012.
08:06And after our new national leader rose to power,
08:09since around 2014,
08:11China entered a phase of steady, sustained,
08:13modest speed, qualitative growth period.
08:16I will mention some examples of the core basic industry indicators,
08:21which can demonstrate how this scale of its historical boom.
08:26First, let's talk about the installed capacity coal-fired power plants.
08:32I want to emphasize this point.
08:35Despite China's current focus on renewable energy,
08:40coal-fired power station laid the groundwork for China's industry to call.
08:46Co-power lay, so let's see the data.
08:51All data is measured in gigawatts.
08:53In 2000, it's 238.
08:552003, 219.
08:582008, 608.
09:012012, 819.
09:04So by the year of 2012,
09:07the total capacity of coal power surged to 355% of its 2,000 years level.
09:16And with 2003 and 2008 as its fastest expansion period.
09:22And parallel to this power surge,
09:24it comes an unprecedented expansion of industry capacity.
09:29I will raise some examples to show that how these core industry indicators experienced a revolution shift between 2012 and
09:382012,
09:38with the most dramatic change taking place from 2003 to 2008.
09:43Steel, which is basic material for all industries, for all societies,
09:47steel outputs measured in a million tons.
09:50In the year of 2000, 128.
09:532003, 222.
09:562008, 500.
09:582012, 724.
10:00So China's 2012 steel production reaches a level of 563% of the 2,000 years level.
10:11Stanley steel, which is a sector of the steel industry,
10:14a million tons measured.
10:16In 2000 years, it's 0.73 million.
10:21In 2003, it's 2.18 million.
10:262007, it jumped to 7.2 million.
10:29In 2012, it's 16 million.
10:33So the 2012 production is 22 times of the year of 2000.
10:39Aluminum, a million tons.
10:41In the year of 2000, it's less than 3 million, about 2.7 million.
10:48In 2003, it's more than 5 million.
10:51It's 5.5 million.
10:52In 2008, it's 13.2 million.
10:55In 2012, it's almost 20 million.
10:59So the 2012 output is 715% of the year 2000.
11:05Semen output, a million tons.
11:08The year of 2000, it's less than 600 million.
11:13In 2003, it's 862 million.
11:16In 2008, it's 1,400 million or 1.4 billion.
11:23In 2012, it's 2.2 billion.
11:25So the 2012 semen production is nearly 4 times or 370% of the 2000 lab.
11:34All these statistics only represent finished production output.
11:38If we examine the total production capacity,
11:42that growth multiples become even larger.
11:44For example, China's steel production capacity in 2012 is 7.2 times of 2,000 times.
11:51While aluminum capacity expands almost 10 times.
11:55Also, qualitative growth is also accompanied by comprehensive quality upgrading.
12:02Within a single decade, China's stainless steel industry,
12:06which is, I think, a large category of upgraded steel,
12:10grow from a minor niche in global industry map to a super giants,
12:14claimed global market dominance.
12:16And in semen manufacturing, outdated vertical clings were completely out.
12:21It was replaced by advanced modern dry process technology.
12:25Bear in mind, all these profound transformations unfolded within a nation of 1 billion people in a decade.
12:34So I call it the first decade of the 21st century, especially 7 to 8 years after 2003.
12:41It's completely reshaping China's national landscape.
12:45This is the exact moment that the giant elephant really took flight.
12:50In terms of overall economic strength also, that is measured in nominal GDP.
12:56So in 2000, China ranked sixth globally, slightly above Italy and still below France.
13:02But in 2010, China officially overtook Japan to become number two in the global economy.
13:09And after that, in the later 15 years, China consistently widened its leading place over the third largest economy,
13:19usually Japan or Germany.
13:21So the gap is becoming wider and wider.
13:23So you can easily understand why in Clinton's final year, the year 2000,
13:28USA didn't worry about China, only treated China as a little pond,
13:32which just entered WTO one year later.
13:36And why in 2010, 10 years later, in Obama's years,
13:40they suddenly decided to start the so-called pivotal back to Asia-Pacific.
13:44And post-2018 and until now, USA is so self-worried, no matter if it's under Trump or Biden.
13:53But actually, I can tell you the situation is even more underestimated.
13:58There is a critical moment point to qualify.
14:01Nominal GDP severely underestimated China's real economy scale.
14:09And at the same time, actually, in recent seven years,
14:13it severely overstayed the United States economy.
14:17So this bias is more and more obvious after 2018.
14:21And this distortion, actually, I should say,
14:24stems from America's economy structure shift towards,
14:28I call it virtual economy dominated by finance,
14:31which includes dominated by stock market value, financial derivatives,
14:36financial capital market valuation.
14:39So actually, I feel it's funny that Trump personally truly believes that
14:43what is good for U.S. stock market and the share price is good for U.S. economy
14:47and good for U.S. people.
14:48This is funny thing that he's so naive and there's no one in his administration
14:52there to tell him the truth.
14:55I will elaborate this more in the coming episodes,
14:58focus on comparison between Europe, China and United States.
15:01Okay, so furthermore, I want to mention there's a mainstream academic
15:05media frequently cited figures saying that China accounts 45% global manufacturing output.
15:11But actually, even this number seems to be a historical high,
15:16which is comparing to U.S.A. in early 20th century.
15:19In my opinion, it's still drastically underestimate China's true industry power.
15:24So when, for me, I prefer to use a physical product output to measure this.
15:30So China actually holds 15% to 16% or higher in the global production
15:37across many major industry manufacturing sectors.
15:41For example, in steel, China produces more than 15%.
15:44But in some special occasion, it could reach 100%.
15:49I mean, 100% of the output was actually done in China, for example,
15:53in many medical chemicals.
15:55And in terms of the total production capacity, you imagine with that,
16:00China's global proportion, a ratio, ranges from 1665,
16:05I mean, for environmental steel, the most ordinary, up to 100%
16:08across the major manufacturing fees.
16:11So now, after this discussion and this description,
16:15let us discuss the core mechanism behind China's unmatched developments
16:19in the 21st century.
16:21That is the ultimate secret to its economic miracle.
16:24How did China found such massive infrastructure and super-sized industry capacity?
16:29Or to put it as a simplified question, more simple,
16:32where does money come from?
16:33The answer lies in the ingenious, super-smart, super-well-functioned,
16:39self-made monetary mechanism that generates China's domestic currency
16:44in its own legal currency, renminbi.
16:48So that is the ultimate truth.
16:49It's not the export, accumulated foreign currency,
16:52which also I will discuss in later episodes.
16:54It's not that, but it's domestic currency functions.
16:58So this mechanism took shape in the early 2000s
17:00and sparked China's explosive economic acceleration starting in 2003.
17:06Combined with China's unique institutional advantage,
17:09it formed a distinctive development model.
17:13What they call it?
17:14Public demands are state-owned or publicly-owned infrastructure construction,
17:18while on the supply side, the industrial supplies are delivered through a competitive market structure.
17:27So usually in private producers or equal to private status supplier.
17:32So this structure is, you can see that it's structural, private producer,
17:39and public demand creation intertwined cooperative model.
17:45That is the foundation model for China's decades-long sustained super-growth.
17:50That is through this mechanism, China creates its own currency,
17:57our own money to fuse, to support the domestic expansion,
18:03in particular infrastructure, without triggering any inflation.
18:08So actually, in contrast, this super-large country has usually experienced prolonged deflation since 2003.
18:16I didn't remember any inflation since my university age.
18:20So, and this system will deliver widespread material abundance,
18:27making affordable goods accessible to all Chinese citizens, of course, also to the world.
