00:00Malaysia Solar Editing Families of HOF, MASFE, representing the families and next-of-kins of Malaysians who remain missing following
00:10the devastating Nepal-Tibet flash floods, continues to call for an urgent, specific, coordinated action by the Malaysian government.
00:20Today marks day 9, since the devastating Nepal-Tibet flash floods.
00:29For the families of the missing Malaysians, these 9 days have been filled with uncertainty, unanswered questions and the painful
00:39weight for news about our loved ones.
00:43We recognize and appreciate the effort of the Malaysian government, Wismaputra, our diplomatic missions, NADMA, SMART and the authorities in
00:56Nepal and China.
00:58We know many officers have been working tirelessly under extremely difficult circumstances.
01:05However, after 9 days, families deserve more than general updates.
01:13We need clear information on what actions have been taken, what investigations and searches are ongoing, what information has been
01:24obtained, what challenges remain, what the next step will be.
01:30This is about Malaysians who remain missing and the families who need answers.
01:37Our appeal is simple.
01:40Use every available diplomatic, operational, search and rescue, forensic and intelligence capability to locate our missing loved ones.
01:53Identify them with dignity and bring them home.
01:56Number one, His Majesty the Yang Di-Pertuan Agong concerns must now translate into urgent action.
02:06Masfei welcomes and appreciates the concerns expressed by His Majesty Sultan Ibrahim, Yang Di-Pertuan Agong,
02:13who has urged Wismaputra to take all necessary measures concerning Malaysians affected by the disaster
02:20and to provide families with the latest information regarding their safety and whereabouts.
02:27For the families, His Majesty's concern is deeply appreciated.
02:32We therefore hope that His Majesty's call will continue to translate into urgent, coordinated and tangible actions on the ground,
02:42particularly as the situation enters day nine.
02:46Families should not have to repeatedly ask for information about the whereabouts and the status of their loved ones.
02:55Number two, day nine.
02:57The government should clarify the operational objective of SMART.
03:05Masfei welcomes the Malaysian government's decision to deploy the Special Malaysia Disaster Assistance and Rescue Team SMART to Nepal.
03:14However, given that we are now on day nine,
03:18Masfei respectfully requests a clear explanation of the current operational objective
03:24and expected outcome of the deployment.
03:28We asked the government to clarify
03:30what is the SMART specific operational mandate at stage.
03:34SMART is normally deployed within 24 hours, 48 hours or 72 hours.
03:41That is what you call rapid.
03:43Right, now we are the day nine,
03:45so that's why we are asking these questions, right?
03:47Is the primary objective still search and rescue, recovery, victim identification, or a combination of this?
03:57What specific locations will SMART be operating in?
04:02Will SMART operate at our, at or near the original ground, zero location of the, at Raskuawagadi?
04:11Because this is where at least 51 Malaysians are concentrated.
04:20Have Malaysia obtained the needed approvals from the Nepalese and Chinese authorities for SMART to operate?
04:27The latest news I received, SMART is intended to be deployed on Saturday.
04:33That will be day 11.
04:35And the fastest time they'll deploy to the site will be day 12,
04:41because they have to fly to the site.
04:42So you can do the mathematics and see how effective it will be in terms of getting survived people or
04:51even getting identifiable bodies.
04:54What measurable outcomes does the government expect from the mission?
04:58Right?
04:59The reason we are raising this question is we are way past the rapid response time, right?
05:06Masfee asked these questions not to undermine the deployment,
05:10but to ensure that every available Malaysian capability is being directed towards the most meaningful operational objectives possible at this
05:19stage.
05:19Information provided by the next of kin must be received, verified, and acted upon.
05:28Families have provided authorities with photographs, videos, travel information, last known locations,
05:37communications record, personal details, and other information relating to their missing loved ones.
05:47Information must be respectfully request that such information be received, documented, verified, cross-checked, assessed, and acted upon where relevant.
06:03Information originating from families should not simply be categorised as unofficial, therefore disregarded.
06:10Families may possess information that is highly relevant to reconstructing the movement and the last known whereabouts of their loved
06:19ones.
06:20Masfee requests an urgent formal briefing for the 49 next of kin's.
06:27Masfee reiterates it requests for a formal briefing involving the 49 NUKs or representatives duly authorised by the next of
06:37kin's to receive the briefing on their behalf.
06:39This should be a substantive operational briefing rather than a general media-style update.
06:48The briefing should include, among others, the latest status of the missing Malaysians,
06:55latest information from Nepal, latest information from China, Tibet,
07:01Saar operations and area searched.
07:04Status and the implication of the three Malaysians confirmed to have entered Tibet.
07:10This one, we have confirmation, the three are the same, the same people are listed in the 55 missing people,
07:17so they are still missing.
07:22Hospital, mortuary and unidentified victim checks.
07:27DNA and forensic identification process.
07:30They have taken the DNAs, but we still don't know how the things will be done in detail.
07:35Number ten, clear, concise communication instead of general.
07:42I think we have come to day nine.
07:44It's no longer planning, the teams are still setting up.
07:48Everyone should know their role and what to do.
07:51Masfee appreciates that Wismaputra operates around the clock
07:55and that officers are working under immense pressure.
07:59However, this remains a significant difference between being informed
08:04that authorities are continuing to engage and knowing who is engaging whom,
08:12about what, what response has been received,
08:16and what action has followed, and what remains outstanding.
08:19For example, the government started diplomatic communication with the government of China.
08:27That was the last update.
08:29How many days has started?
08:30Have we got any...
08:31You know, the victims' families did not get any information,
08:36neither did we get anything from the press.
08:42We respectfully request a more structured communication mechanism
08:47with updates provided at the regular intervals
08:52and immediately when there is a significant development.
08:56Yes, we get a consolidated update.
08:58That doesn't stop.
09:00If there's something urgent, something significant,
09:03you can give the update first and later on consolidate it and update it.
09:07Because that's more meaningful for the families
09:09rather than waiting for a 12-hour, 24-hour update.
09:15Even when there's no breakthrough,
09:17families should be told there's no breakthrough at this time,
09:22but these are the actions currently underway.
09:25Right?
09:26I'm sure they're doing something.
09:27At least, say so.
09:29Silence creates uncertainty.
09:33Specific information gives families the ability to understand
09:37and cope with the situation.
