00:10Tonight, on Border Security, one pair of boots, two women, and several drug readings.
00:19That in itself begs the question, why?
00:21Closing, low and fast.
00:23A high-tech mission to combat a serious threat in our northern waters.
00:28He's not allowed to be south in this line.
00:30After that, we check out what he's doing.
00:32And she's planning a wedding.
00:34How long have you been together?
00:35About two months or so.
00:37But they've found the one thing that could put her big day on hold.
00:41Unfortunately, we're going to have to check.
00:58A Canadian passenger says she's here for two days to attend a wedding.
01:03But Customs and Border Protection officers are not convinced she's telling the truth.
01:08She doesn't know anything about the wedding guest.
01:10She doesn't know anything about Sydney.
01:12So the answers that she's giving us to the questions we're asking are far from satisfactory.
01:18On top of that, we've had a number of good, positive readings for cocaine on her boots.
01:25The shoe's 45 grams or heavier.
01:29On one shoe, the left one, and that's what he's getting the readings of.
01:32Now here's the thing.
01:35We've examined your boots.
01:37And we've had three positive readings for cocaine on your boots.
01:41I believe the officers have told you that.
01:44Have those boots been in your possession the whole time?
01:47Yeah.
01:48They've been sitting there for the longest time.
01:50The last time I used it was at a club, a car show.
01:58On the x-ray, officers detect some inconsistencies in her unusually high platform boots.
02:05It's different to you compared to how that shoe looks.
02:08It doesn't look the same.
02:10We've got a pretty four-storey for your travel, three really good cocaine readings, and one
02:18boots heavier than the other.
02:19What do you think?
02:28An Australian Air Force surveillance aircraft is leaving to patrol the Northern Economic Exclusion
02:35Zone that divides Australian and Indonesian water.
02:45It's a massive area.
02:46Basically, any of the northern approaches to the Australian coastline, it's all the way
02:50from the eastern side of Cape York, right across to way north of Broome and the northwestern
02:56approaches, and anything in between.
02:58Generally speaking, it's going to be illegal fishing.
03:00Perhaps illegal boat people trying to make it to the Australian mainland, claim refugee status,
03:05but generally speaking for us, it's illegal fishing.
03:13It's not long into the flight when the crew receive a call from the HMAS Childers on patrol near
03:20Hibernia Reef about a suspicious sighting that needs urgent aerial investigation.
03:26It's Yankee 903, Roger.
03:28There's another couple of Type 2s to the north on the bank, and that's where we are in practice.
03:33We've just received some intelligence on the possibility of illegal fishing up near Hibernia Reef.
03:37We're just proceeding north now at best speed to investigate that contact and see what's going on.
03:42Copy 2 Type 3s.
03:44We're about 1-0.
03:45Mike's back.
03:46We'll pass the grab in 1-5.
03:47Over.
03:48Closing.
03:49Low and fast.
03:50Over.
03:56A woman and her three companions have arrived at Sydney's immigration with business visas,
04:02and they claim to run a major shoe company in Vietnam.
04:05We found some documentation that sort of indicates that she may be here for business purposes.
04:09So I'm about to go in and ask her what the documentation is for,
04:13and to get more information about what she's here in Australia for.
04:17Officer Essence needs to be sure she really is here on business.
04:22So Ms. Pham, can you tell me why you have come to Australia today?
04:26I am to Australia by my company.
04:32Yes.
04:33For a marketing effort to find out any clients who are interested in our product.
04:42So who actually owns the company?
04:44Emma.
04:45Emma.
04:45Emma.
04:45Emma.
04:45Emma.
04:46Emma.
04:46Emma.
04:47We are a person of the management board.
04:52And we have employed 2,000 employees.
04:58And the other passengers that traveled with you today, what is their role in the company?
05:03What is their role in the company?
05:05I'm a deputy director.
05:08And another name is, he's an attorney, a deputy director.
05:12And the lady, she is a general accountant.
05:18If she really is a company chairperson on a marketing trip, immigration would expect her
05:24to fit a certain business profile.
05:27The evidence that supports that is, I guess, the lack of frequent travel in her passport.
05:32Also, in the passenger's personal affairs, there's no laptop or a Blackberry or those sorts
05:38of tools of tools.
05:39Her inability to communicate in English is also indicative of the fact that she's not really
05:45a business person of that level.
05:56And we've examined those boots carefully, and we have discovered some inconsistencies.
06:04These boots, have they ever been out of your possession?
06:06Um, well, they're staff's boots, but she gave them to me to borrow them.
06:10Surprisingly, the woman who gave her the boots has arrived on a different flight, and is being
06:16questioned by officers at the other end of the terminal.
06:20She's come through Vancouver, our lady here has come through L.A. So the fact that they're
06:26apparently travelling together, but yet on completely separate aircraft, that in itself
06:29begs the question, why?
06:32The friend says she's here for the same wedding.
06:34Do you know, um, your sister's friend who's getting married? Have you met her before?
06:39I don't know.
06:40Yeah.
06:40She just said, I'm going to a wedding, but just come down.
06:43When did she say that to you?
06:44It was like a month and a half ago, maybe, and that's when we talked about it, we're like,
06:48okay, let's go.
06:50Meanwhile, officers are taking a closer look at the platform boots.
06:55We have weighed them, and there's a 45-gram difference, but the boots themselves are massive,
07:00so that 45-grams is possibly neither here nor there, but the cocaine readings are significant
07:06and have to be explored.
07:22In Sydney, officers still have some concerns about the two women who have arrived from Canada.
07:28Well, here's the thing, here's the thing, right? I'm just going to be straight.
07:31You've come from one side of the world to the other for two days, you don't know the wedding party,
07:35and we're getting cocaine readings off your boots.
07:37What do you reckon that sounds like?
07:39It sounds like something's wrong.
07:42The large platform boots have already tested positive to traces of cocaine
07:47and are now being tested to check for a concealment.
07:52And based on that, we've got a negative result.
07:55The boots are clear, but officers need to be sure she's not carrying any narcotics internally.
08:02I'm thinking of calling the Federal Police, telling them what my concerns are,
08:07and detain you for an internal search and send you to the hospital today
08:12and see if you're carrying drugs inside.
08:14That's what I'm thinking about doing.
08:16So what do you think about that?
08:17I don't know. I use those boots when I go to the club.
08:21Right?
08:21When I go to the club.
08:21So you use them when you go clubbing?
08:23So I don't know why I use them.
08:25I don't use her.
08:27Okay.
08:28This explanation for the cocaine readings is plausible,
08:32and now the officers have one last question for her friend in the other hall.
08:37Why didn't she come from the same flood as you?
08:39Because it was way too expensive.
08:41It would have been like $3,000.
08:43After a thorough search, officers are now satisfied both of the women are legitimate travellers.
08:49She was able to answer, eventually, answer our questions and allay our suspicions.
08:55She was able to explain why she might be getting cocaine readings.
08:59It is something that could be picked up in a nightclub.
09:03So we have been satisfied that she doesn't present a threat to the border,
09:07and thus send her on her way.
09:14Customs and Border Protection often discovers narcotic concealments inside footwear.
09:19Officers continue to pay close attention to this method of smuggling.
09:30Radars 1 and 2 should be the USRISCO 168 and the Orient.
09:35The Australian Air Force has spotted two fishing vessels
09:38suspected of illegally poaching from Hibernia Reef in our northern waters.
09:44I've got four people.
09:46He's not allowed to be south of this line.
09:48After that, we check out what he's doing.
09:49But if he's south of the line, we're going to go and check him out and report him.
09:55The aircraft's sophisticated surveillance equipment captures footage of the boats.
10:00The crew will then analyse the images.
10:04Looking through the customs book, it looks like these vessels are maybe shark boats.
10:08Yeah, I had that suspicion when I had them here as well.
10:10That looks like one of the vessels with the blue tarp.
10:13Yeah, sir, that one.
10:15The second vessel...
10:15Closest to one of these.
10:17Possibly that one.
10:18Yeah, I think his super structure is a little bit longer, but...
10:21Shark boat.
10:22Shark boat.
10:31Immigration is interviewing a woman and her colleagues
10:34to make sure the group's business travel is legitimate.
10:37Are you able to tell me if you've got a plan or an itinerary for this travel?
10:43Yes, I don't have any idea, but I just come and have a look and I am going to see
10:51the
10:51true scope and I represent our samples.
10:56If they are interested, we can go further.
11:01Okay, so you're just going to roam around in whereabouts?
11:06Em chỉ đi ở Sydney thôi, anh ạ.
11:08We ran around in Sydney.
11:11Peddling shoes is not the kind of business activity usually associated with senior executives.
11:18So Officer Essence wants to look at their products.
11:21So this particular sample that I've got in my hands, got the logo or the name of a very
11:25well-known brand.
11:26It doesn't really appear to be of very good or very high quality.
11:30It would appear to be an imitation of that brand.
11:44An American passenger has just arrived via Panama and claims she's here to see if Sydney
11:50is the place to spend her upcoming honeymoon.
12:13Her lack of knowledge about Australia has officers concerned that she is not here as a tourist.
12:21There's no tourist paraphernalia, she's got no camera, oh, she's got a disposable camera
12:25that she's bought.
12:26There's a receipt for her that she just bought now.
12:28Did you go to Panama with a boyfriend?
12:30Um.
12:32When did you go to Panama with?
12:33Huh?
12:34Did you go to Panama with?
12:35Myself.
12:36Just by yourself?
12:37Mm-hmm.
12:37Okay.
12:38And who paid for your ticket?
12:39A boyfriend.
12:40And when did he buy it for you?
12:43About four or five days ago.
12:45Um, so how much money did you go?
12:49You got the 200 and change, and then my boyfriend was going to send me some more.
12:53Okay.
12:54Why didn't you?
12:54Because I lose money all the time and I spend it too fast.
12:58Officers are suspicious about her vague story and the side trip to Panama.
13:03A swab of her luggage will now be tested for traces of narcotics.
13:23Immigration has doubts that a group of Vietnamese passengers arriving on business visas actually
13:30intend to conduct any legitimate business.
13:33The problem is that when the business visa was granted overseas, it was granted to a
13:38business person that would be travelling to Australia for business meetings.
13:43Not someone dealing in, you know, a very poor product who's going to come and walk the
13:47streets and try and see if they can sell their product here in Australia.
13:50You know, that's not why the visa was given to these people.
13:53Officers have discovered the woman is carrying a travel itinerary that's in the name of one
13:58of the other passengers.
14:00So, what is your relationship with Mr. Duong?
14:11Your husband?
14:13Your husband?
14:18Alright, I need you to tell me exactly your relationship with every person that you're
14:23traveling with and all the family members that you have here in Australia, please.
14:38After this surprising revelation, officers will now investigate the business in Vietnam
14:44to see if it exists at all.
14:54A surveillance aircraft patrolling the environmentally sensitive Hibernia Reef has identified some suspected poachers.
15:24A compressor is used to supply air to a diver poaching valuable marine life, like the sea cucumber from the
15:32ocean floor.
15:33Definitely a heat source coming from the back of the boat there.
15:35Alright, let's have a look at that.
15:38Yeah, I see what you're about.
15:39That heat source is definitely separate from the engine room.
15:42Yep.
15:43Can we get any lines?
15:44Can we see any hooker lines over the back and maybe some evidence of diving?
15:47Looks like there might be some lines running under this, through this tarp here, just picking up on IR.
15:52Yep.
15:54You okay?
15:55Yeah, I agree actually, he's diving.
15:57Yep, I agree.
15:59Let's report this I reckon.
16:01That's illegal.
16:02I'll get the Childers on track.
16:03The crew make contact with the HMAS Childers.
16:07This is our sea line 01 AFM.
16:09We're about 30 minutes out from Hibernia.
16:12Roger that.
16:14And we're about to overfly your position at this time.
16:17We've further investigated those vessels and determined that they're possibly conducting illegal activity.
16:21They appear to have air compressors on the back of them, which we picked up on infrared camera.
16:25And we can actually see hooker lines going over the side of the boat, so they're bottom fishing on Hibernia
16:30Red.
16:30That's illegal.
16:30And so in intent we've determined that those vessels are acting illegally.
16:34But really bloody murder here.
16:48Now one, we've decided.
16:52Can I follow off camera?
16:53giant
16:58Who's laying there?
17:00Good night.
17:02You know?
17:03At least 300 yen.
17:04The sign of error when you go up, vitamin I'll be sure it's ready for you.
17:04Cocaine reading from this passenger's luggage and she has just admitted to using cocaine recently
17:10So you use about a week ago, use cocaine about a week ago. Where was that?
17:17Where did you use? Where? In the States
17:20Officers want to know why she is not traveling with her boyfriend who has paid for her ticket
17:28He he does but I guess he's gotta like
17:33Renew it or something like that. Are you a citizen? I don't know exactly because something like going on with
17:42his papers
17:43But I don't I don't I don't know
17:46How long have you been together?
17:48About two months or so
17:50Very long
17:52Because we need to get a divorce from my husband
17:56It's like that me and him can get married
17:58The officers will now conduct the frisk search. They are still concerned why she would travel from the States via
18:05Panama
18:06It's very odd very odd travel movements for someone
18:10It's come such a long way and only here for a short period of time
18:17As the frisk search begins the officer almost immediately feels suspicious padding around her body
18:28Okay, I'll have to check it
18:29Even if she opens up the top, we're not dissatisfied if she's opened up the top
18:33You can see what part of her
18:34But what about the pain?
18:52The pain
18:53She's a Vietnamese shoe company and discover four family members are not senior management
18:58But low-level employees
19:00The business does exist however the positions of the passengers have claimed that they occupying that business
19:06They were unable to substantiate
19:09Immigration suspects the family group may have come here permanently to work
19:14All right, Mrs. Pham this is your opportunity to comment as to why your visa should not be cancelled
19:43She fails to give a valid explanation for her travel
19:47And for essence, the decision is clear-cut
19:51Mrs. Pham, in weighing up the grounds for cancellation
19:54Your response does not take away from the fact
19:57That you were unable to demonstrate a genuine intention to travel to Australia for business purposes
20:03Consistent with your visa conditions
20:05I have therefore decided to cancel Mrs. Pham's visa
20:28During a frisk search, officers have discovered some unusual padding underneath the clothes of a passenger who's arrived from Panama
20:37Unfortunately, we're going to have to check
20:39Okay, why is that?
20:41Because of your
20:43Because of where you've come from
20:46Okay, you've admitted to using drugs
20:48Okay
20:48We have to alleviate our suspicions
20:52Okay
20:53So we have to do an external search
20:57Okay
20:57Are you happy to do that?
21:01She's taken to an interview room where the search can be conducted
21:09But before the officers begin, she makes an admission
21:13She said, why don't I just give it up?
21:16That was her words
21:17And I said, what are you trying to say?
21:20And I said, are you admitting that you're carrying drugs on you?
21:23And she said yes
21:24So she's informed us that she's carrying it in her midriff area
21:30Like sort of around her waist
21:32She voluntarily removed it and placed it on the table
21:35She then told us it was cocaine
21:39The Australian Federal Police are called
21:41And when questioned further, she also admits to carrying drugs internally
21:46At this stage, we've been told she had half a kilo strapped to her body
21:53Probably another, probably 200 grams inserted
21:56So yeah, that's a big result to stop that amount to come through
22:22Next Sunday on Border Security
22:24A heated standoff
22:26So what is it?
22:27What of 80s?
22:27After the discovery of a lethal weapon
22:30You use this sort of thing
22:32Perhaps I'll use it
22:33A first-time traveller is on a high
22:38She seems oblivious to what's at stake
22:44What is that?
22:46And a shoe concealment has a passenger lost for words
22:53That's Border Security
22:55What is it?
22:55I don't know
