The Tamil Nadu Assembly witnessed key legislative moves with a resolution urging the Union Government and the President to recognise Tamil as a principal language in Madras High Court proceedings. The resolution calls for procedures allowing petitions, documents, and arguments in Tamil, along with providing court judgements and decrees in the language. Citing constitutional provisions under Article 348(2) and Section 7 of the Official Languages Act 1963, the Assembly pushed for necessary measures to enable justice delivery in the regional language. In addition, an announcement was made regarding a mega project to construct a new Secretariat building complex in Chennai at an estimated cost of Rs 1,800 crore. Spanning an extensive area, the planned facility aims to resolve space and parking constraints at Fort St. George, while incorporating modern infrastructure and fire safety systems to meet administrative needs for the next hundred years.

00:15Tamil Nadu Chief Minister Vijay has read out the resolution in the Tamil Nadu Assembly
00:19where Vijay has said that greater use of Tamil in the Madras High Court is a must.
00:24Vijay has also said that he urges the centre to facilitate the use of Tamil.
00:29Let's listen in.

04:28In 2012, the Supreme Court did not accept this.
04:45As artificial intelligence and translate, Tamil into English simultaneously, this should be reconsidered.

05:46Tamil Nadu essentially urges the Union Government to take the above the action.
06:02Meanwhile, we also get you details of Vijay's mega new secretariat push in the state of Tamil Nadu,
06:07where Vijay has said that the new secretariat is coming up in a 20,000 lakh square feet space.
06:14Vijay has said that the estimated cost of the secretariat is approximately 1800 crore rupees.
06:19Vijay has also said that he is unable to expand Fort St. George.
06:24Vijay also stating that fire safety accessibility at the new secretariat is the priority given the structural constraints,
06:32given the space constraint in the original structure.
06:37While that is what the TVK government states that due to parking issues,
06:41due to increasing crowd or footfall in the Tamil Nadu assembly and structural constraints that is leading the TVK government,
06:49to take this decision and to push for new secretariat to take this decision and to push for new secretariat
06:54in Tamil Nadu,
06:55where he said that the new space will be spread out over 20,000 lakh square feet.
07:01He said that the estimated cost of the secretariat is going to be 1800 crore rupees.
07:06Let me take this to my colleague Apoorva to get further details of how the TVK government is planning on
07:12the new secretariat.
07:20Well, that's right. In fact, if you do see, this is an important announcement that has been made by Tamil
07:25Nadu Chief Minister Joseph C. Vijay.
07:27We have earlier on also seen how there had been several talks regarding the new secretariat as well.
07:32This has been a burning question here in the Tamil Nadu assembly time and time again,
07:37because there has to be a new secretariat that needs to be constructed.
07:42And earlier on, even when J.J. Elilita was then the former Chief Minister of Tamil Nadu,
07:46or be it Kalineer Karunanidi, this discussion of getting a new secretariat had been brought up in the Tamil Nadu
07:52assembly as well.
07:53On the same lines, now we see the newly elected Chief Minister from the TVK going ahead and making this
08:01announcement.
08:01He has also said that, yes, while there is important prominence that St. George holds here in Tamil Nadu,
08:08and it has been a part of the Tamil Nadu secretariat time and time again,
08:12that simply this cannot go on further because there is a space constraint,
08:16which is why there needs to be a new secretariat that needs to be brought up.
08:20In fact, the Chief Minister also talks about the Omandurar Specialty,
08:24which is now a multi-specialty hospital there, that earlier being proposed as a new secretariat,
08:29but later on changed to a multi-specialty building, whereby there isn't any other space that is available
08:35for a fully functional secretariat to handle the kind of the people and the kind of administration that is coming
08:44in.
08:44So, for the next 100 years, foreseeing this to be an obstacle that the TVK government
08:49can overcome, the Tamil Nadu government will now go ahead and look into alternate measures
08:54to see for a new construction of a new secretariat here,
08:58to ensure that all departments can unilaterally function together,
09:02rather than having one space and, you know, functioning as one part of the secretariat,
09:07while other space functioning as the second part of the secretariat, is what the Chief Minister has announced.
09:11He has also mentioned that the Fort George is, importantly, a very cultural and a very significant part of the
09:20Tamil Nadu secretariat
09:21for years and years now and that the significance of St. Fort George will not be watered down,
09:27but rather, as for the Tamil Nadu new secretariat, there are plans that will be taken into, you know, proper
09:34guidelines
09:35and there will be a new secretariat that will be constructed at a cost of roughly over 1800 crores worth
09:41of money,
09:42is what the Chief Minister of Tamil Nadu, Joseph C. Vijay, has announced today in the Tamil Nadu Assembly.
09:48Apoorva, what more details are you picking up from your sources within the TVQ of the spaces that they are
09:53now considering
09:54for the new secretariat and also the sort of responses that are coming in from the other parties?
10:03Well, in fact, the Tamil Nadu Assembly is still ongoing. In fact, the Chief Minister has just now made the
10:09announcement as well,
10:10but like I have rightly, you know, pointed out before, the need for the new secretariat has been going on
10:17time and time again,
10:18one government after the other. Even when, during the time of J. Jailulita, the former AIADMK Supremo
10:24and Chief Minister of Tamil Nadu or during the time of Kalenir Karunanadi and even the last time as well,
10:30the need for a new secretariat had been echoing in across the Tamil Nadu, you know, government and political circles
10:37as well
10:37and that's why we're also seeing now the TVK government going ahead and saying that they will likely be looking
10:43at possible ventures
10:44to go ahead and look for a new secretariat here for Tamil Nadu and for the Tamil Nadu Assembly as
10:51well.
10:51For so long, it has always been that there was always a secretariat and assembly proceedings that were taking place
10:58at Fort St. George,
10:59which is where even today the assembly proceedings are taking place.
11:03But the Chief Minister has categorically announced that yes, this simply cannot be the mode of functioning for the Tamil
11:10Nadu assembly going for long,
11:12given that there is space constraints in this, you know, particular location as well.
11:17And there are also other departments that are simultaneously functioning right out of Fort St. George as well,
11:23which is that this definitely will not be, you know, a long term plan.
11:26Now, the Chief Minister has come out and announced that there are possible avenues, alternate avenues that the TVK government
11:33will be looking into.
11:35And this especially given that this will be a mode to ensure that the entire, you know, secretariat as well
11:42as all the proceedings
11:43and all the kind of development that needs to take place will take place in one unanimous manner.
11:49And that is why this entire plan of a new secretariat has been proposed by the Chief Minister of Tamil
11:54Nadu, Joseph C. Vijay.
11:56Oh yes, absolutely.
11:57Apoorva, I request you to stay on with us.
11:58Let's play out the latest statement by Tamil Nadu Chief Minister Vijay.
12:24Yes, Vijay's mega new secretariat plan where he said that the new secretariat will be built in Chennai itself.
12:30He said that the new secretariat will remain functional for the next hundred years.
12:36The new secretariat will come up in a 20,000 lakh square foot space is what Vijay has said.
12:42He's also said that the estimated cost of the secretariat will be approximately 1800 crore rupees.
12:47However, he's also mentioned this very clearly that they will be unable to expand the Fort St. George property.
12:57Fire safety accessibility that will be of prime importance at the new secretariat are the announcements as the Vijay government
13:04is pushing for the new secretariat.
13:06I think he I am a commissioner for the beautiful joop and IMay and, in fact, that the new secretariat
13:07is important
13:07for employees from all of his or of itself.
13:08Now my kroo is a
