00:34A place where, just recently, a terror plot against our state capitol was uncovered.
00:41That 40% adds up to $87 million.
00:46That's $87 million they owe us.
00:49Let me translate that in real simple terms.
00:53Donald Trump is defunding the police,
00:57defunding the NYPD intelligent analysts who foiled the attacks,
01:02defunding the brave members of FDNY who run into the fire while the rest of us are running out,
01:09defunding the National Guard, the units who protect the major transit hubs,
01:14defunding bomb squads, defunding police departments and sheriff's offices from Long Island to Westchester to Buffalo.
01:22In New York City alone, over the last three years, the teams use these funds that have been responsible for
01:30these 145 major arrests,
01:33disruptions, disruptions, and leads across 10 states.
01:36You know what that translates into?
01:38Live saves.
01:40Tragedies averted.
01:42Because of those highly specialized units.
01:45And now, Donald Trump is refusing to release the funds that those teams so desperately need.
01:53In so doing, Donald Trump broke a promise that he made last October when I asked him,
01:59after there were the initial cuts of $187 million cut from our Homeland Security grant,
02:05I called him up, asked him if he would restore it.
02:10He said he'd look into it, but in his usual way of communicating, he posted on Truth Social,
02:17it was an honor to reverse those cuts.
02:20Yet today, another broken promise, a year later, we're still waiting for the money.
02:27Mr. Make America Safe still talks about big game on law enforcement,
02:33and talks big about protecting our law enforcement, our police.
02:37Instead of breaking up, though, instead of breaking up terror plots,
02:41he's breaking up innocent families, detaining children.
02:45He even sent DHS Secretary Mark Wayne Mullen to New York City today,
02:51to hold a press conference at this very moment.
02:54Perhaps to spare the Trump administration the embarrassment of literally defunding the police,
02:59he should walk right over here now with a check for $87 million
03:04that our first responders and our counterterrorism officials are owed.
03:10Don't see him.
