00:28Yeah, I was wondering, Elias did at WAMC, could you just say a little bit more about, you know, we
00:34have this one-year moratorium giving us time to consider what kind of regulations.
00:39Can you say a little bit more about the regulations that you are applying to or looking to take place?
00:44Yes, there's a number of elements. One is, I want to work with the legislature to say there are no
00:49more tax breaks at all.
00:51Well, when these enormous, highly profitable megacorporations come to an area like New York, they should not be even asking
01:02for a single tax break or a property tax abatement, as has happened in the past.
01:07So that's right on the list to take care of as soon as we get back with the legislature.
01:11The other one is, as I mentioned, to set this parallel structure of rate, what we charge.
01:18They're going to pay, if they come here and a community wants them, they're going to pay a premium.
01:22They're going to pay more into the grid than the other rate payers.
01:25I also believe that they should be subsidizing the other rate payers in the area.
01:29And literally that may mean, it may mean covering the cost of utilities for an entire area.
01:35Also, as I mentioned, a million dollars per megawatt of power consumed.
01:39We've got another proposal right now.
01:41It's 536 megawatts of power.
01:44That's $536 million that that community should be receiving in benefits.
01:49And the communities would be able to decide how they want that spent.
01:52And so whether they want it spent on their own infrastructure, new schools, new roads, that would be their choice.
01:58Again, this is a local decision.
02:01I'm just trying to help them understand the power that they have, that if they want to accept this,
02:07and there may be locations that are not pristine farmland but a former industrial site,
02:13and they will pay their own power, and they'll have significant benefits for the community.
02:18I'm not going to make that determination, but I'm going to help there be guardrails and recommendations on what to
02:23do that.
02:24So that is what is unfolding over the next year.
02:25No taxes, community investment framework, paying to the larger grid, and also you're bringing your own energy.

02:35Yeah, go ahead.
02:35Specifically on the community investment framework, what can local leaders specifically expect from New York State to get in terms
02:45of,
02:47are they going to be getting a packet, are they getting, what are they going to be getting in terms
02:51of guidelines?
02:54Well, we're already working on that.
02:56And again, the first guideline I issued was that every community should ask for a million dollars per megawatt that's
03:01being negotiated.
03:03That was the first one out of the box.
03:06I've also done a study of what has happened in communities all across America, what benefits have been derived.
03:13It is a wide range of what a local community would benefit from.
03:18Not every community needs help with new roads and bridges and schools.
03:22Some other communities want the money to go toward subsidizing local ratepayers.
03:26So, again, it's about local control, local flexibility.
03:30And this is only for communities that actually say, we do want this to come.
03:35Because there will be plenty of communities that say, the welcome mat is not out for you.
03:41Hi, Molly, talking to Wired.
03:43We're seeing communities like your last point around the country.
03:45We've seen the Journal reported last week there are folks in Pennsylvania who say they don't want $10,000 in
03:50cash for data sector.
03:51They just do not account it.
03:53That's right, that's right.
03:53How do you balance the community opposition to what we're seeing around this topic with the need to preserve?
04:00No, it is very simple for me.
04:03I spent 14 years in local government evaluating every single economic development plan that came before us for 14 years.
04:11The community has the right, the obligation to decide.
04:14They take input from their residents.
04:17Before I went on the town board, I was the resident who showed up with signatures on petitions opposing a
04:22massive Walmart that was coming to our town.
04:25So I was able to stop it from going to a specific area and go elsewhere, which was an abandoned
04:31shopping plaza, which made more sense.
04:33So I've done this myself, and I'm looking forward to working in partnership with our localities and remind them the
04:40power they have.
04:40And the residents have the power.
04:42You show up at those town board meetings.
04:44You stay there and ask questions until 2 in the morning like people did with us.
04:48So this is, again, as the congresswoman mentioned, this is democracy in action.
04:54If you want it, it should come with all kinds of guardrails and constraints and how you're going to use
04:59water and will it make noise and ask all those questions.
05:02But if you don't want it to come, it doesn't come.
05:08Just to that point, though, you've taken away the ability of the municipality in New York for a major project
05:20to say yes.
05:21Well, I took away the DEC's approval process.
05:26So there are projects that have already received DEC approval.
05:30I think if you have talked to the communities where we've done this, that we're considering them, they are grateful
05:35that we stepped up.
05:36Because some of them are on the verge of giving tax breaks.
05:39No one thought to ask for a million dollars per megawatt in community benefits.
05:44They've not thought of having the company that's coming in subsidize local ratepayers or pay their own energy.
05:51So that's why I wanted to help them, and I've heard from them.
05:56Thank you for doing this.
05:57I was out near Batavia.
05:58I've been in other places around the state who are saying, thank you for helping us understand what the options
06:04are for us.
06:05Again, these are hardworking local officials and their economic development teams, planning boards.
06:11But many of them are part-time, and I just want to let them know that they've got the weight
06:16of New York State behind them.
06:17And we'll help them get through this and get the best decision, the best deal for their community.

07:24I look at this as an opportunity to stand with someone who has introduced national legislation
07:29in Washington on the very topic where our interests are 100% aligned and coming to a community like this
07:36to showcase why it was so important for us to put in the moratorium and also give credence to what
07:42she is doing in Washington.
07:43So we're both working together on the same issue, and it's all about our mutual interest in focusing on affordability,
07:51lifting up New Yorkers, empowering localities, and I wouldn't read any more into it than that.
07:57You mentioned higher taxes on businesses.
07:59You proposed some of those moves.
08:01Do you think that ought to be like that?
08:03I'm getting rid of the tax breaks for businesses when it comes to these data centers.
08:11That's what she's referring to.

08:14Would you expect to do more events with the Congresswoman leading up to election day and planning to do some
08:19localities?
08:21We've talked about that.
08:23I've been covering the state.
08:24She's covering the state.
08:25What I asked her to do as the leader of the Democratic Party, I wanted her to use her voice
08:31and her energy to go all over.
08:32She's gone to Buffalo, Syracuse, elsewhere, and I think that's important, you know, to show that we're aligned on fighting
08:40for affordability.
08:41We're aligned on standing up for working men and women.
08:44We're aligned in standing up to the excesses and the abuse of the Trump administration.
08:48So there's a lot we can talk about, but also whether we do it together or we divide and conquer,
08:55it's all for the greater good.
08:57On what you've seen so far, do you think she's got the possible one statewide in the tax?
09:03Whatever she chooses to do, I look forward to having the conversation.
09:06But there's one election in front of us right now.
09:09I think it's in about four weeks from today.
09:12Let's get through with that, and we'll talk about what two years down the road from that looks like.
09:16So on her recent War of State, Syracuse, crowd in Ithaca was singing before her appearance, From the River to
09:27the Sea, and some of the speakers even said, long-lived student Ithaca.
09:32Should anybody be making remarks like that at an event that was billed as turning out Democratic turnout ahead of
09:40the election?
09:40No, that's not appropriate.
09:41I have condemned that kind of language as being anti-Semitic, always have and always will.
09:46It is not appropriate.
09:47Should Democrats do more to stop that?
09:49Should the administration have gotten on stage?
09:52I wasn't there.
09:54I would just say that that is inappropriate language.
09:57I have called it out, and that does not represent the values of the Democratic Party.

10:10President Trump said something yesterday that's generated a lot of controversy today.
10:15The president said as to Iran, he said Iran can take out a city.
10:20Let them take out Los Angeles.
10:22Let them take out San Diego.
10:24This is a small price to pay, and it's going to be over very soon.
10:27How do you interpret his comments, and how do you think voters will interpret his comments with the elections?
