00:00New York City is quietly preparing for a scenario which few had anticipated.
00:13A potential federal takeover orchestrated by US President Donald Trump.
00:18According to Politico, Governor Kathy Hochul has established a virtual war room to plan for any federal intervention,
00:26including the possible deployment of the National Guard or other federal agents.
00:32For weeks, top elected officials and civic leaders across New York have been meeting behind the scenes.
00:38Their mission is to prevent, delay or manage a potential federal incursion.
00:44New York's Homeland Security and Emergency Services Director, Jackie Bray,
00:48who is also leading the preparations on Hochul's behalf, said,
00:53The goal is to prevent, and if we can't prevent, then hopefully we can delay.
00:58And if something happens, we then have to manage.
01:02All three scenarios have real planning behind them.
01:06Reports suggest that officials have been closely watching Trump's use of the National Guard,
01:12ICE agents and uniformed military in other cities.
01:16Hochul's concern is that Mamdani's election as New York City mayor
01:20could provide an opening for federal intervention in the president's hometown.
01:27Last month, Hochul convened a broad group of activist and labor organizations,
01:31including the ACLU, SEIU and Indivisible, at her Manhattan office.
01:36She urged them to work constructively with city and state officials
01:40to avoid the type of chaos that could give Trump a pretext to send in troops.
01:45Hochul assured the groups that any protests would be protected under state and city law.
01:52But she emphasized the importance of maintaining order.
01:55In response, the organizations pledged to help manage activist actions
02:00and prevent scenarios that could escalate into violence.
02:05The governor is also bringing clergy and veterans into the conversation.
02:10Repisher Pat Ryan, an upstate New York Democrat and Army veteran involved in the planning said,
02:17Those who have served understand how deeply wrong and unconstitutional it is
02:22to deploy troops against U.S. citizens.
02:26We want to make sure New Yorkers hear from those who have served.
02:31Hochul's team has coordinated closely with city law enforcement,
02:35including police commissioner Jessica Tish.
02:38Tish has publicly opposed militarization of the streets
02:42and reassured New Yorkers that the city's police are ready.
02:46Business leaders are also being engaged to form a united front.
02:51Officials hope that showing civic and economic stakeholders aligned against federal intervention
02:56will strengthen New York's position without a direct confrontation.
03:01While Trump has threatened to reduce federal funding to New York,
03:06he has not yet escalated deployments in the city.
03:09Officials say they are preparing not only for action but also for the public relations battle,
03:14showing New Yorkers that their city is safe, stable and fully capable of managing its own affairs.
03:20With careful planning, broad coalition building and daily coordination from Albany to City Hall,
03:26New York is quietly readying itself for the next chapter.
03:30See you in the next chapter.
