00:14foreign students if caught with rule violations. A federal memo dated August 24 states that
00:20ICE's Student and Exchange Visitor Program has noticed a rise in Curricular Practical
00:24Training or CPT authorizations that appear to violate the rule that an internship must
00:29be authorized only if it is an integral part of the student's established curriculum.
00:33The administration then threatens to cancel the certification that allows a university
00:37to take on foreign students. ICE's parent agency, the Department of Homeland Security,
00:42says this serves as a warning to schools and employers who, quote, abuse this generous system.
00:47The memo has prompted some universities to pause some international students' applications for
00:52work authorizations. These include the University of California, Los Angeles, and the University
00:57of California, Berkeley.
