00:05new rule that would limit how long foreign students and journalists can remain in the
00:08US without applying for extensions. US District Judge F. Dennis Saylor in Boston rules in
00:14favor of a coalition of unions and higher education advocacy groups a day before the
00:18Homeland Security's rule was to take effect. Saylor says Homeland Security adopted the policy
00:23based on quote, exceptionally weak rationales. The agency cited national security and the need
00:29to prevent fraud in the visa program. But the judge found it had failed to engage with stakeholders
00:33regarding concerns about a policy change or consider less burdensome alternatives.
00:38The judge writes the rule appended a five-decade-old system that issued visas to foreign students for
00:43their duration of status. He says that system allowed foreign students and researchers to
00:48come to the US leading to groundbreaking research often on a vast scale.
