Marcos: Habagat overwhelmed flood control projects  President Ferdinand Marcos Jr. said all flood management programs were overwhelmed, leading to major flooding in Region 3.  During a briefing at the Pampanga Provincial Capitol with Cabinet secretaries, governors, and mayors on Monday, Marcos said the unprecedented rainfall overwhelmed the flood mitigation programs in the region. He said that the rainfall was unusual, noting that around 500 millimeters of rain fell, more than the 24-hour rainfall recorded during Typhoon Ondoy in 2009.
