Former Premiers and Ministers could be called to give evidence at a Royal Commission into Victoria's embattled big build, after Ben Carroll outlined broad terms of reference for a probe into serious allegations of corruption and criminality. The 12-month inquiry will cost taxpayers $50 million and be led by a former Chief Justice of the South Australian Supreme Court. The new premier says no one is off limits, vowing the commission will get to the bottom of a rotten culture in construction.

01:19high operators and anyone else who's profited from unlawful or unethical behaviour.
01:25Integrity bodies have long called for a commission.

01:39Labor will also introduce laws in the last sitting week before the election to beef up
01:43IBAC's powers to follow the money and to lower the threshold for what is considered corrupt
01:48conduct.
