Kairakuen is one of the most popular tourist attractions in Ibaraki Prefecture. It was built in 1842 by Tokugawa Nariaki, the ninth lord of the Mito Domain. Much like modern parks, this garden was designed not only for the enjoyment of the feudal lord and his retainers, but also for the general public.
