00:18Because shamefully, Andy Burnham coming in, basically with no scrutiny, of course, no hustings, no leadership debate, no election, no

00:30And then parliamentary scrutiny, any parliamentary scrutiny on this government, not happening until September because Labour ran away from it.

01:17The subject for this debate, determined by the Buckwrench Business Committee.
01:20The House will rise for the summer recess at the conclusion of business on Thursday the 16th of July,
01:25and return on Tuesday the 1st of September, and I will make a further business statement on Thursday.
01:30The House is a total humiliation and embarrassment for the government.
01:43Yesterday they published an emergency change to government business in order to ram the Hillsborough Law through this House with
01:52no notice and an absolute minimum of scrutiny.
01:57Now they have backtracked again on their own business and cancelled the opposition day, which they themselves had scheduled.
02:07Now why is that Mr Speaker? Let me read the motion that caused so much consternation in the Whip's Office
02:15and in No. 10,
02:16that this House calls on the government to bring forward a motion to change the date it adjourns to Monday
02:2320th of July
02:24to enable the new Prime Minister to make a statement about his plans for government.
02:33In other words, the government changed the business, it refused even to delay the activity of this House by one
02:42day
02:43in order to permit the Prime Minister, as he will be, to take a statement and to answer questions as
02:51to his intentions and plans.
02:53And the reason that's so disturbing is because if you look at what is now happening right now in this
02:59country,
02:59it is absolutely insane that this has all been allowed to happen this way.
03:05Now, in terms of support, public support for Labour, it certainly has gone up a little bit under Andy Burnham.
03:15You can see though, just 60% of those who voted Labour at the last election are currently intending to
03:20do so again.
03:21So, yes, it has gone up, but that is still a pretty low number.
03:26And in terms of the overall voting intention, yes, in the latest Ipsos poll, Labour are leading reform, 28 to
03:3525.
03:36But you can see here, Andy Burnham's first score in terms of satisfaction amongst the public
03:44is actually lower than Keir Starmer's at the same stage, and 70% of the country are dissatisfied with the
03:53government.
03:54And yet, we've got a Prime Minister talking about subscription traps and this sort of thing.
04:00I mean, you would have thought it would have been a bigger issue, the fact that day after day,
04:06we're still seeing people being allowed to invade from France to England illegally.
04:11You can see there are 258 people on four boats, came across on the 8th of August.
04:15The following day, on the 9th of August, 423 people on five boats.
04:20And by the way, that 423 doesn't include 230 that we learnt arrived this morning on a single...
04:29I mean, you can't call it a small boat, can you?
04:31That is a boat with hundreds of people on it, and it shows you how utterly out of control this
04:37all is.
04:37And yet, where are the government?
04:40It feels like it's basically the system been abandoned because of the timings of which the new Prime Minister has
04:48come in,
04:48dodging of parliamentary scrutiny.
04:50But we're responding to what is going on in this country right now,
04:53which is clearly a national security emergency, which clearly needs addressing,
04:59which clearly needs urgent action now,
05:01but of which there seems to be very little government activity whatsoever.
05:07Again, it's the feeling basically that everything's just been abandoned at the time being
05:11and just wait until September for us maybe to look at it again.
05:15Well, this was Nigel Farage talking about this very dangerous situation today.
05:18More than 950 migrants have crossed the Channel this weekend
05:23and more than 2,500 since Andy Burnham became Prime Minister,
05:28despite Labour's pledge to smash the gangs.
05:32Now, your party wants to send some migrant criminals to El Salvador.
05:37Is this a serious workable policy,
05:39or is this a Trump-style reaction to the Burnham bounce
05:43and your party's falling poll performance?
05:47Well, look, I mean, you know, Sweden.
05:49Sweden send prisoners, foreign prisoners, to Kosovo.
05:54So I think if Sweden do that and operate that principle,
05:58as well as America operating that principle,
06:01I would have thought there was a very grown-up way of approaching it.
06:04I have to say, I just find the sheer levels of inaction
06:10from both this and the previous government.
06:12You know, they confront these huge issues
06:14and they appear to be incapable of doing anything to solve the problems.
06:18And that leads us on to the first point you made.
06:21You know, a mega dinghy.
06:22It's not a dinghy, is it?
06:24A boat carrying 230 people
06:28was taken into Dover docks at 2.30 this morning.
06:31That's a record.
06:33And we're rapidly heading towards the Mediterranean.
06:35Before long, there'll be thousands coming every single day.
06:39You can't smash the gangs.
06:43It's impossible.
06:45You know, we can catch a gang leader.
06:47We can give them 20 years in prison.
06:49We can find them millions of euros.
06:51It doesn't matter.
06:52The rewards are so great,
06:54somebody else pops up who's prepared to do it.
06:57We've even now got dinghies regularly leaving Dieppe,
07:01which is in Normandy.
07:03So we're now looking at a stretch of coastline
07:06of about 130 miles long
07:08from which these boats can leave.
07:10And there is only one way to stop this.
07:13And the Conservatives failed totally,
07:16mostly through ECHR.
07:18Labour have failed totally.
07:20And we put forward a proposal last week
07:23that said, if you get to the 12-mile line
07:26in the English Channel, the Royal Navy,
07:28using border force boats,
07:30of which we have, by the way,
07:31four giant vessels, which are used every day.
07:34Every day, we pick people out of the water
07:36at the 12-mile line.
07:37We opt to take them to Dover.
07:39Our plan is take them back to France.
07:41And I tell you what,
07:42if we started doing that,
07:43within a couple of weeks,
07:44there would be no more migrant boats.
07:46And yeah, I repeat the point.
07:47This is an emergency.
07:49This is a very dangerous situation.
07:51And I think it isn't good enough
07:53that Andy Burnham last talked about this,
07:56last addressed this earlier this month.
08:00The Prime Minister who came in
08:01without having to set out
08:03how he was actually going to stop
08:04at any of this.

08:16And the month we've just had,
08:18July has been the lowest number
08:21for six years of people crossing.
08:25So clearly progress is being made,
08:27but we're not complacent.
08:29And it's why I am here.
08:30It's why I've come down on Sunday
08:32to see the team,
08:33to listen to what they think needs to be done,
08:37what further can be done.
08:38So we're just going to be relentless.
08:41People want to see this issue addressed.
08:42I heard that on the doorsteps in Makerfield.
08:44But we also need to build a system
08:46that offers safe routes for people as well,
08:48because that also takes away
08:50the selling point of the gangs.
08:52So on every level,
08:53we've got to come at this,
08:55but crucially increasing
08:56the enforcement activity.
08:59So there's been a doubling
09:00of enforcement officers
09:01through the National Crime Agency
09:02on the UK side of the channel.
09:04And French specialist officers
09:06are now similarly doubled in number
09:09working on the beaches over there.
09:11So a big ramping up of activity this summer.
09:15It's having results,
09:16but we are not complacent.
09:17Much more needs to be done.
09:18You mentioned there about safe and legal routes.
09:20Do you want to change the tone of this debate?
09:24We have to deal with the issue
09:27rather than play politics with the issue.
09:30Just deal with it,
09:31head on, grip it,
09:33and then make the changes
09:35that will bring that reassurance to the public.
09:37The public don't like the idea
09:38that the border looks like it's not controlled.
09:42We need to bring back that control,
09:44but also we need to offer support
09:48for people who genuinely need it.
09:50It's about changing the whole approach
09:52and slowly but surely
09:53we are putting in place
09:55those building blocks
09:56of a very different approach to this issue.
09:58It's working,
09:59but there's more to be done.
