13:44Good afternoon, everybody present here, it's for me a great honor as president, as acting
13:53president of the Republic of Venezuela to address you today in this significant ceremony joined
14:02by the Council of Vice Presidents, by Governors, by Mayors, that from the first moment of the
14:15incident of this natural tragedy that has been devastating for the Venezuelan families, and the Venezuelan state in all its
14:25instances, the national government, the regional governments and the local governments have been activated minutes and minutes.
14:32I only have words of awareness, I only have words of awareness and recognition to each ministry, to each
14:39to each governance, to the governance of the state of La Guayra, to the mayor of Vargas, to the governance
14:47of the state of Aragua, of the governance of the state of Carabobo, the governor of the state, Falcón of
14:54the Yaraquiste, of Miranda State.
14:58I'd like to thank you for what has been a relentless work since June 24th, the mayor of Caracas, and
15:13capital district, and the governor of the capital district of Caracas.
15:18I truly, minutes after we activated the emergency, the national emergency system, and the civil protection system, with our national
15:28Bolivarian armed forces, I recognized that you have worked nonstop.
15:35You go early in the morning into the state of La Guayra, and then we can see our functionaries, uniform
15:43or without uniform, but with the honor of being a public functionary and servicing the people, that national ethics of
15:54love for the people is there, without stop.
16:00I remember a press, you know, we have to face lies, attacks, of any kind, but when they turn off
16:14the cameras, we stayed here, and we are still here, and we will stay here with our people.
16:21We are not going to leave. And now when I see all of you as one body, as one government
16:29body, as a functioning body, and know the police, the armed forces were activated, immediately activated,
16:37to care for the emergency, for the rescue, search and rescue operations, and then move to this stage of recovery,
16:50of reconstruction, you have been all without stop, all of you.
16:59And it's important that you carry in your chest, the medal heroes and heroines of Venezuela, because that's where you
17:08are. And you have shown that the worst, in the worst of circumstances, that life has made us face, you
17:18have been there, facing our people, taking food,
17:23providing, providing for the camps, providing for the camps, tending the camps, for our most vulnerable people, giving them a
17:32hint of hope, giving them a hug of a company.
17:38Each of you have been there from the Venezuelan state. And that's why I'm saying, here, there's people, there's government,
17:47and there's state in Venezuela.
17:49And I would like to re-indicate the map of Venezuela, our whole Venezuela. And the whole Venezuela, our map,
17:58is also us, our people, the identity of being Venezuelan, a deep culture of being Venezuelan, our history,
18:10so cultivated, so cultivated, in action, so wealthy, in heroism, so high moral ground. That's the story of Venezuela. And
18:25that's why, in the circumstances, you haven't stopped.
18:28I know a lot of public functionaries have lost their loved ones. And we are here with you, because you
18:38have moved beyond your own grief to be with one of the people.
18:43That's a personal sacrifice of being a public functionary. The love that we feel for the Venezuelan people. And that's
18:54why you deserve this recognition.
18:58That's what you deserve. And that's why I see the Chacao mayor. And I thank everything you've done.
19:12From day one, we have been in contact with Mayor Gustavo Duque to be with him wherever they needed.
19:21And that is the most important thought that we can act together, just with one big purpose, that is Venezuela,
19:36that is our people, that nothing is going to divide us, that we're going to be there as champions, defending
19:42this country and defending our peoples.
19:43So truly, in all of this process of search and rescue, of recovery, of attention in the transitory camps, of
19:58protection of a Venezuela that is rising again from the debris, that rises in a new humanity, that takes its
20:09infrastructure back.
20:12My salutes to the mayor of Petare. And that we can also move forward towards a new future of Venezuela,
20:25to build back a lot of things. Not only, I was saying recently, it's not only to find the debris
20:36and to take the debris.
20:38We are working in the debris. It's to recover, but it's also to rebuild, to build something new and to
20:48build from this pure feeling that our public servants have shown with the noble feeling of our peoples that went
20:57down there to La Guayra to be volunteers to the most affected state.
21:03From that pure feeling, to build something new, to build new international relations.
21:12I would like to thank the words of Chilean president Cast, his kind words, because we have started a process
21:20of rebuilding consular relations, to rebuild our relations entirely.
21:29I thank your words, President. And you can count with a truth, Venezuelan that is taking care of the international
21:41relations, to walk together for our South American governments, walk together in an agenda of friendship.
21:49That's a new feeling for international relations. So I call on all of Venezuela to push together with this feeling,
22:00with this national unity, for us to build together the new Venezuela, the rebirth Venezuela.
22:07And that this is Venezuela with a deeper humanity, more identifiable humanity. And that Venezuela of an identity in the
22:17legacy of our founder father, Simón Bolívar.
22:20As sons and dollars on Bolívar, let's march together without stop to bring joy to the people. Thank you, dear
22:29public servants.
