00:22And since then, thousands of civilians have been killed. It's precipitated countless engagements affecting the region and, in the process,

00:38Now, apart from the human toll and the destruction of the critical infrastructure, we are now confronted with the massive
00:49disruption of economies and energy supply chains.
00:54A situation made even worse by the blockade of the Bab al-Mandeep Strait.
01:03And this takes us to the crux of our deliberations this afternoon, which is the way forward concerning our initiatives
01:12on energy transition and integration under these utterly chaotic and destabilizing circumstances.
01:22Because the Americans who put it as scam stances, and train with the English teachers who become scam stances.
01:31You bear with me, sex.
01:33Now, for many years, fossil fuels resources have powered industrial growth and helped increase living standards for Malaysia and many
01:42other countries in the world.
01:44But it's also undeniable that today, this model is increasingly exposed to new global realities, not least the geopolitical tensions
02:00and eruptions.
02:01I have just alluded to, which are disrupting supply chains and driving volatile prices.
02:10Now, these are not mere exhortations or pronouncements.
02:14It's affecting the lives of our people, including the most marginalized and the poorest.
02:23Reliance on finite energy sources carries inherent risks.
02:29The transition towards clean renewable energy.
02:34Renewable energy sources is therefore not just an ecological preference.
02:39It is a co-national security imperative.
02:44It is central to strengthening Malaysia's and the region's energy security.
02:50Equally, the transition is about economic competitiveness.
02:56But let us share the inconvenient truth.
03:00We need capital to build solar farms, upgrade grids, install battery shortage and upskill workers.
03:13A massive, sustained and structured capital.
03:18National governments cannot bear this burden alone.
03:20Achieving the energy transition at scale will require unprecedented collaboration among the private sector, public sector, investors and project developers.
03:33In Malaysia, we have long recognized the power of innovative finance.
03:39Back in 2017, we launched the Green Sukuk or Islamic bond.
03:44It was not a coincidence.
03:47It was a deliberate marriage of Islamic finance principles which emphasized ethical stewardship, social justice and tangible asset backing with
03:58the modern imperatives of environmental stability or sustainability.
04:04Since then, Malaysia's financial markets have expanded dynamically, cementing our position as the region's most attractive destination for sustainable investment.
04:18By incorporating the technological and structural innovations of the Greater Bay Area,
04:24we can accelerate the proliferation of renewable energy and build robust modern power systems across our borders.
04:36China's clean energy is so massive that it takes up over a tenth of its GDP.
04:44For ASEAN member states, deeper engagement with China and other partner countries should be pursued through ASEAN-led mechanisms such
04:56as the ASEAN power grid.
04:58And as we navigate this course, we must never lose sight of the ethical core of our mission.
05:09Some are familiar with the Madani framework.
05:14Propelling growth, yes.
05:17Digital transformation, energy transition, but we have never lost sight of our culture, our humanity and our ethics.
05:31And that is, in some position, what Madani concept and society is all about.
05:42A transition that is technologically brilliant, but socially devastating is not a transition.
05:51It is an injustice.
05:55It is an injustice.
05:56At the end of the day, energy transition and integration or digital transformation is about the people.
06:05Hence, we cannot overstress the imperative of prioritizing the poor and the marginalized in these consequential ventures
06:15or else continue to perpetuate gross social inequities.
