00:00Well I think what it does is it's again positioning the cultural as well as the
00:06power shift to the all parts of the country. You know often you hear about
00:11the South East and London that's the economic hub of the country and they
00:15have to redistribute to other areas whereas actually there's pockets of
00:19deprivation in all parts of the UK and they often feel frustrated. I can tell
00:24you in Greater Manchester they'll say that Manchester City Centre gets more
00:29than areas like Bolton for example or areas like towns in the outskirts but
00:35actually collaborating and working together and driving the power down into
00:39those local areas means that they get the benefits as well instead of this
00:44trickle-down economics that people have felt under the neoliberal model of the
00:49past hasn't really delivered for the towns and cities that the Prime Minister has
00:53rightly called out that have said they felt left behind for far too long. They
00:57want the powers, they want the security of being able to have pride in their area
01:03and deliver for their people locally and the Prime Minister says I want to help you
01:07do that and achieve it.
