00:12The EU has launched an infringement procedure against all member states
00:16for failing to fully transpose the so-called Green Homes Directive into law.
00:21It aims to put the bloc on a common trajectory towards net-zero emissions by 2050
00:26by making buildings more energy-efficient.
00:28How? One way is by improving roof and window insulation,
00:32as well as phasing out incentives and subsidies for old gas and fossil fuel boilers
00:37in favour of heat pumps and solar panels.
00:40But the plans have faced huge criticism.
00:43Many member states say it's too expensive to implement the changes within such a short time frame
00:49and also too complicated from an administrative point of view.
00:53But that doesn't mean that Europe isn't progressing.
00:55In fact, many buildings are becoming more energy-efficient, though not as fast as Brussels may want.
01:01Today, around one in four EU citizens lives in a greener building than six years ago.
01:06According to Eurostat, the country with the highest rate is the Netherlands with 60.5%,
01:12followed by Denmark, France and Slovenia with about a third each.
01:17That's a massive gap with Italy, which comes in last place for the speed of its renovation.
