04:03jak we mamy dzisiaj,
04:05we need a European Union
04:07that is up to the tasks
04:09it has to fulfil.
04:10So I think it should be able
04:12to reach a compromise.
04:14On the other hand,
04:15I can understand
04:16the federal government
04:17that will really have
04:18a difficult time
04:19to balance the own budget.
04:22So there's no real surplus money
04:24at the moment.
04:26So it will be difficult negotiations,
04:29but in the end, as always,
04:31there will be a compromise.
04:32And just on the timeline,
04:33Mertz wants this done,
04:35the deal to be struck this year.
04:37Is that realistic?
04:39Well, I hope so,
04:41but I'm not really sure
04:43because there are only
04:45a couple of months left
04:46in this year.
04:47And I'm not really sure
04:48whether that is really
04:49a realistic timeline.
04:51But I think what the Chancellor
04:52wants to say is
04:53we have to hurry up.
04:56And I think that's a good plan.
04:59But if we don't manage
05:01to be in time,
05:03we should give ourselves
05:04a bit more time.
05:06It's better than
05:06to have no budget at all.
05:11Andreas Bovenschulte there
05:12speaking to our Angela Skudgens.
05:14And listening to that statement
05:15with me here in the studio
05:17is the Deputy Prime Minister
05:18of Bulgaria,
05:19Tanja Spekinov,
05:20who's in Brussels today
05:21for those very budget talks.
05:23Welcome to Brussels
05:24and welcome to Europe today.
05:26First question about
05:27that long-term budget.
05:28Is a compromise feasible?
05:30Good morning
05:31and thank you for the invitation.
05:32We are at a crucial point
05:34for Europe.
05:34We have to decide
05:35the budget
05:36that will also decide
05:38our future.
05:38And we have to address
05:40the issues at hand.
05:41We are in a very tense
05:42geopolitical situation,
05:44changing circumstances,
05:45changing technologies.
05:46So Europe has to do more,
05:48has to do better
05:48on competitiveness.
05:49But it also has to retain
05:51its traditional policies.
05:53Cohesion policy for us
05:54is a traditional,
05:56important and very beneficial
05:57EU policy.
05:59And for Bulgaria,
06:00as well as the member states
06:01which are part of our group
06:02of countries,
06:03friends of cohesion,
06:04it is important
06:05that no further cuts
06:06are done to cohesion policy.
06:08But that's where
06:08it's going to get tricky.
06:09We've already heard
06:10the German Chancellor,
06:11he wants to cut
06:11400 billion euros
06:12from the budget,
06:13calling the current proposal
06:15impossible.
06:16And cap and cohesion funds,
06:17they feel like something
06:18of the past.
06:19The future is all about defence.
06:20We hear these concerns
06:22by our partners,
06:23of course,
06:23but let me say clearly,
06:25cohesion policy
06:25is not a gift
06:26from some member states
06:27to others.
06:28It is an investment
06:29in a functioning
06:29single market.
06:30It makes the infrastructure
06:31that then enables firms
06:33across Europe
06:34to extend,
06:35to get new markets,
06:36to get new consumers.
06:37It also creates
06:38new opportunities
06:39for European industries.
06:41In Bulgaria,
06:41many of the vendors
06:42for very important projects
06:44for goods and services,
06:45high quality projects,
06:47have enabled also
06:48European industries
06:49to deliver these projects.
06:50So Bulgarian citizens
06:51receive the extension
06:53of the subway,
06:54one of the most popular
06:55projects,
06:56European funded projects
06:57in Bulgaria,
06:58delivered also
06:59by a lot of European companies.
07:01But Bulgaria,
07:01of course,
07:01is a small country.
07:02You receive more as well
07:04from the kitty
07:04than you contribute.
07:05So is your voice
07:06even heard
07:07in a debate like this?
07:08We believe that
07:10how we organise
07:11in the Friends of Cohesion
07:12will make it feasible
07:14that we make our voice
07:15very clear
07:16and loud
07:17in this discussion.
07:18It is an important discussion
07:19because it will enable
07:21either Europe to thrive
07:22or it will lead us
07:24to a situation
07:25where maybe
07:25we are already at
07:26with a competitiveness lag
07:28towards some
07:28of the other member states.
07:30And the two goals,
07:31competitiveness
07:31and cohesion,
07:32they don't go
07:33against each other.
07:34You have to have
07:35excellence in Europe.
07:36This is what we are
07:37going to talk about today
07:38also at the budget conference.
07:39But this excellence
07:40cannot be focused
07:41in one or two places.
07:42It has to be equally
07:43distributed across Europe.
07:44And this budget battle
07:45could take months.
07:47It could go into next year.
07:48Will they find a deal
07:48by the end of this year
07:49ahead of the next year
07:51with all those elections
07:52taking place?
07:53It will take months.
07:54It will be hard negotiations.
07:55There is no doubt about it.
07:56Of course it is better
07:57to reach a solution fast.
07:59We would like also
07:59to start planning
08:00how all these funds
08:01will be used
08:02then next year.
08:03So it will be beneficial
08:04for everybody
08:04if we find a solution
08:05this year.
08:06And Bulgarians joined
08:07the Eurozone
08:07back in January.
08:09Reluctantly,
08:09I remember the protests.
08:10How is the economy
08:11doing now?
08:12In the longer term
08:13the Euro will bring
08:14benefits to Bulgaria,
08:17strengthened creditworthiness
08:18and strengthened credit ratings,
08:20more trust in our country
08:22on financial markets.
08:23In the short run,
08:24however,
08:24there have been some
08:25I would say pressures,
08:26pressures on the inflation side.
08:28Unfortunately,
08:29with the start of the war
08:30in Iran,
08:31this also contributed.
08:32One could say
08:33that some firms
08:34coordinated
08:35and increased their prices.
08:36This is something
08:37we are worried about.
08:38Inflation in April and May
08:39was double
08:40the Euro area average,
08:42which is very concerning
08:43and concerning for citizens.
08:45So on that,
08:45we have taken first steps
08:47once we stepped into office
08:48in May
08:49to strengthen the regulators
08:50to see if there were
08:51some malpractices
08:52on side of some firms
08:54in some sectors
08:55because we don't want
08:56the Euro adoption
08:57to weaken
08:58our price competitiveness.
08:59We see that,
09:00for example,
09:00in some sectors
09:01these price increases,
09:02of course,
09:03then they can transmit
09:04lower demand.
09:05So on this,
09:06there are some concerns.
09:07The deficit
09:08has also increased.
09:09There have been
09:10some capital expenditures
09:11that have been delayed
09:12in recent years.
09:13They have to be done
09:14this year.
09:15So that we address
09:17this issue,
09:18we are also taking steps
09:19to further implement
09:20and finalize
09:21the recovery plan.
09:22This is my portfolio,
09:24the Bulgarian National Recovery
09:25and Resilience Plan,
09:26something that was lagging
09:28because of the political instability.
09:29We managed to unlock
09:30the fourth payment
09:31after a visit
09:33that we had
09:33with President von der Leyen
09:35and delivering
09:35on the important rule
09:36of low milestones
09:37that were expected
09:38for Bulgaria
09:39for many years.
09:40Okay, Deputy Prime Minister,
09:41Thank you so much
09:41for joining us here
09:42this morning
09:42on Europe Today.
09:44Now, Ireland
09:45has officially taken over
09:46the rotating presidency
09:47of the Council of the EU
09:49in a ceremony
09:49at Dublin Castle
09:50that included
09:51a special guest,
09:52Ukraine's President
09:53Volodymyr Zelensky.
09:54Our political reporter,
09:55Jorge Labrador,
09:56is in Dublin
09:57and sent us this report.
10:00Accession dominated
10:01the first day
10:02of the Irish presidency
10:03of the EU Council.
10:04Volodymyr Zelensky
10:05himself
10:06flew to Dublin
10:07to attend
10:08the opening ceremony
10:09and made the case
10:10for his country's application.
10:12We remember
10:12that last month
10:13Ukraine and Moldova
10:14finally opened
10:15the first cluster
10:16of negotiations
10:17after a very long wait.
10:19Now Zelensky says
10:20he wants to open
10:21the five remaining clusters
10:22as soon as possible.
10:24But there are
10:24two obstacles
10:25in his way.
10:26First, Hungary.
10:28Prime Minister
10:28Peter Magyar
10:29is raising fresh concerns
10:31about Ukraine's
10:32accession
10:32and the pace
10:33of negotiations.
10:34So, as a result,
10:35things are already
10:36slowing down in Brussels.
10:38Then we have
10:39Poland.
10:39Zelensky is currently
10:40embroiled
10:41in a bitter dispute
10:42with Poland
10:43over his decision
10:44to name a military unit
10:45after the Ukrainian
10:46insurgent army.
10:48Poland says
10:49his decision
10:49is so controversial
10:50that it could lead
10:52to the blockage
10:52of Ukraine's accession.
10:54Can Zelensky handle
10:55two vitals
10:56at the same time?
10:57This was my question
10:58to him during
10:58the press conference.
10:59Take a listen
11:00at his rather
11:01conciliatory response.
11:03With some difficulties
11:04with urban government,
11:07we did everything.
11:10So, I hope
11:10that Peter Magyar
11:12will support
11:13and I hope
11:14that also
11:15Poland
11:16government
11:16will support.
11:17I think
11:18it's important
11:19when
11:20we all
11:21have rules,
11:22not,
11:23I mean,
11:24it's just,
11:24you know,
11:24political emotions.
11:26We are neighbors
11:26and I'm sure,
11:28of course,
11:28we had difficulties
11:29in our history,
11:30but, you know,
11:31all the,
11:31I mean,
11:32mostly countries
11:33in Europe
11:34had difficulties
11:35in the past
11:36but we live now.
11:39Now we have
11:39one aggressor
11:40and now we have
11:41unanimity
11:42and we are
11:43defending EU
11:44and we have to
11:45think about
11:46security
11:47for our
11:48people
11:49for the future.
11:53Ukraine's
11:53President Zelensky
11:54there answering
11:54a question
11:55to our Jorge
11:56Libero
11:56in Dublin.
11:57But moving on
11:58with humanitarian
11:58needs in Venezuela,
12:00skyrocketing
12:01since the
12:01earthquake last week,
12:02the European Union
12:03has sent
12:035 million euro
12:05in aid.
12:06For more
12:06on the situation
12:07on the ground,
12:07our Lauren Walker
12:08spoke to
12:09Joao Almeida de Silva
12:10from the EU's
12:11Emergency Response
12:12Coordination Centre.
12:13He's stationed
12:14at an operations
12:15base in La Guardia
12:16Stadium
12:16in the city
12:17of Macuto,
12:18the hardest
12:18hit area.
12:20We are progressing
12:21and unfortunately
12:21the time limit
12:23is,
12:24and the clock
12:24is ticking
12:25in order
12:25as related
12:27to the
12:28retrieval
12:29and of
12:30still
12:30possible
12:31survivals.
12:32Still,
12:32there are
12:32teams
12:33working
12:33so
12:34there
12:34is
12:34still
12:34hope
12:34but
12:35unfortunately
12:35we are now
12:36entering
12:37the second stage
12:38more of this operation
12:39so the teams
12:40will start to
12:41demobilize
12:42probably towards
12:43the end of the week
12:44and as from
12:45tomorrow and after
12:46tomorrow
12:47and then we will
12:48enter into the
12:49second stage
12:50so some more
12:50health and
12:51medical and
12:52in-kind assistance
12:53and humanitarian aid.
12:54What has your
12:55work there been
12:56like so far?
12:57Can you tell us
12:57a bit more about
12:58what you've been
12:58doing there?
12:59So our work
13:00is to coordinate
13:01to facilitate
13:02and to work
13:03with local
13:03authorities in order
13:04to speed up
13:04as much as
13:05possible
13:05that these teams
13:07can go into
13:07the terrain
13:08and work.
13:09We are also
13:10to coordinate
13:12what is the
13:12incoming
13:13also assistance
13:14and all the
13:14humanitarian aid
13:15that is about
13:16to come.
13:17We had already
13:18one flight
13:19of really few
13:19that landed
13:20here on Monday
13:21coming from
13:22Copenhagen
13:22with almost
13:2350 tons
13:23of assistance
13:25and this
13:26will be
13:27our work
13:27for the
13:29next days
13:29as we
13:30mobilise
13:30the teams
13:31from
13:31search and
13:31rescue
13:31and move
13:32into more
13:32else
13:33in-kind assistance
13:34provision
13:35in Venezuela.
13:36Now reports
13:37are coming
13:37from the
13:38ground
13:38in Venezuela
13:39with some
13:39people
13:40suggesting
13:41that a lot
13:42of the help
13:43is coming
13:43from international
13:44aid like you
13:45are providing
13:45and from
13:46citizens
13:46and that
13:47the state
13:48and the army
13:49are very much
13:50absent in these
13:51operations.
13:52is this
13:52something
13:53does this
13:53correspond
13:54with what
13:54you're
13:54seeing
13:54on the
13:55ground?
13:55Well it's
13:56difficult to
13:58enter
13:58we know
13:58all the
13:59political
13:59situation
14:00here in
14:00Venezuela
14:01but this
14:01is what
14:02we have
14:03here
14:03it's
14:04with the
14:04army
14:04that we
14:05have to
14:05work
14:05and the
14:06other
14:06ones
14:06in control
14:07of the
14:07airport
14:07of the
14:08port
14:08so all
14:08our
14:09strategic
14:09points
14:10in terms
14:10of logistics
14:11to bring
14:12assistance
14:12in.
14:13The EU
14:13has pledged
14:145 million
14:14euros
14:14in support
14:15however
14:16there are
14:16preliminary
14:17reports
14:18that suggest
14:18that actually
14:19the damage
14:20that has done
14:20it could cost
14:21up to 11
14:22billion dollars.
14:23Would you
14:24say that the
14:24support that
14:25is being
14:26given now
14:26this financial
14:27aid is a
14:28drop in the
14:28ocean when
14:29you see
14:29the damage
14:30that these
14:31earthquakes
14:32have done?
14:32I would
14:33like my
14:33comments
14:34on this
14:35for my
14:35colleagues
14:35from the
14:36humanitarian
14:36side
14:37as we
14:37are here
14:37representing
14:38civil
14:38protection
14:39so more
