00:48angeles many of the homeless have zero understanding of what it is that they're actually signing but

01:09and all of this occurring just outside the front doors of shelters and ngos such as weingart center
01:18which have received hundreds of millions of dollars in government money one weingart employee
01:23tells us when and where to find the illegal cash exchanges for signatures outside and says the
01:29cash being given out is coming from a higher source do you know if they provide the money that they're
01:35handing out yeah the company does when they give the money up they gotta go back and tell you if

01:41still in the money or not so they gotta have most time they'll be right across the street under that
01:45tree you can check with your mother to friday while another weingart employee advises the homeless
01:51on how to practice plausible deniability and ignorance of the law
01:56the petitioners orchestrate an elaborate pyramid scheme of unregistered petition circulators

02:53paying people to register to vote and signing them up at just random addresses
02:59in california where they send out mail ballots interesting well we got an indictment ladies and
03:08gentlemen yeah we have a fraud indictment and that is why i played that that opening
03:18clip check it out a los angeles county woman has agreed to plead guilty to paying people on skid row
03:24to register to vote federal officials announcing the charge against brenda lee brown armstrong this
03:30week which carries a maximum penalty of five years in prison the national news says jeff harris
03:36joining us and according to her plea agreement we do know brown armstrong allegedly worked as a petition
03:42circulator for nearly two decades there is striking social media video what else is coming to light so
03:48in that plea agreement brown armstrong admitting to working as a paid petition circulator allegedly
03:54targeting the homeless while gathering signatures throughout the los angeles area the bombshell
03:59admission coming after federal officials got their hands on an undercover video the justice
04:04department announcing this week brown armstrong has been federally charged and has agreed to plead
04:09guilty to one felony count of paying another person to register to vote including the homeless along
04:15la skid row we're committed to protecting the integrity of all american elections at the department
04:20of justice civil rights division but there needs to be a commitment by people and leaders here in
04:24california according to her plea agreement brown armstrong for nearly two decades worked as a petition
04:29circulator being paid by coordinators to gather signatures to qualify initiatives recalls and
04:34referendums for california state ballots she paid the homeless around two or three bucks to fill out voter
04:40registration forms instructing them to use her own former la residents when asked what led federal
04:46officials to her they pointed to this undercover video taken by james o'keefe and the o'keefe media group
04:52because you have a register i need to register you so i can get paid too okay you guys i

05:04widely reported um it was all over the press and uh as a result of that we initiated and opened

05:11criminal investigation with the fbi correspondent with o'keefe media group michael casey was with the
05:16team on skid row filming undercover he tells the national news desk on tuesday these federal charges
05:22prove their hard work paid off it wasn't just you know a slap on the wrist this is an actual
05:27real result
05:28this is a guilty plea and i think it's just the beginning so this is really the fruit of our
05:32labor paying
05:33off right now casey adding with this guilty plea the quote damn has broken as he expects more
05:38indictments to be handed down she is pleading guilty for a reason you know she's she pled guilty right
05:43off the bat she's definitely naming names she's definitely telling people what her sources were
05:48who her contacts were who's directing her to do this illegal activity and i think and i hope that
05:53that's going to lead to much more indictments a thought echoed by federal officials while announcing
05:57brown armstrong's charge this is an ongoing active investigation miss brown is simply the first
06:02person that we are announcing charges for in this investigation resulting from some undercover videos
06:08that took place at skid row now brown armstrong has already made her initial court appearance after
06:14agreeing to plead guilty she faces a maximum of up to five years in federal prison and is expected to
06:20officially enter her guilty plea in the coming weeks now do i think they're going to make it all the
06:26way to the top of the food chain no highly unlikely highly unlikely because you know of course the higher
06:36up you get the more strategic they're going to be you know the the closer to you know the top
06:42they are
06:43and so i'm sure some some money has already been thrown their way hey if they come after you just

06:49take your time and go on about your business don't mention me i'll have a check for you when you

06:54back out or something you know type deal now hopefully they do and uh these indictments are like a a

07:03step in the right direction because here's the issue you're going out there you're signing up random
07:09homeless people uh to vote at some random address you get some ballots mailed to that address
07:18those homeless people aren't filling them out
07:24hmm or maybe you do get them to fill about you you you you know mark who you want the
07:30candidates to be
07:31and you go back and find those same homeless people and you get them to sign it so now
07:38right and you you're only paying them what four dollars in total you paid them two dollars to sign up

07:44two dollars when you came back to resign the right so now you're only spending four bucks
07:52to possibly change the vote in California

08:40has charged a long time California signature gatherer under 52 usc section 10307 subsection c
08:49with one count of paying another person to register to vote in a federal election the defendant brenda
08:56lee brown armstrong has signed a plea agreement and has admitted her guilt on this charge according
09:02to the plea agreement and my colleague bill will be able to answer any specific questions about it
09:08she worked as a petition circulator aka signature gatherer here in los angeles for approximately 20
09:15years and starting in 2025 or so after ms brown armstrong had had a practice of going down to skid
09:24row here in
09:24los angeles getting homeless people to sign these signature petitions that had to do with qualifying
09:30ballot measures and etc she would sometimes find that the signatures would be disqualified because
09:35the people signing these signature petitions weren't actually registered to vote so to remedy this
09:41flaw in her business arrangements she would then gather starting in 2025 stacks of voter registration
09:47forms from the los angeles county registrar voters and then go to skid row in downtown los angeles
09:54to have homeless people first sign the voter registration forms and then sign the signature
10:00petitions and she did this in exchange for cash and other items of value inducements both for the
10:07voter registration and for the signature petitions these were often small and that's what she told
10:13you so far yeah man it's gonna be interesting to watch this whole thing unravel because of course like
10:20like you heard there she's squealing um and i'm sure initially she didn't tell the whole truth and
10:26nothing but the truth she told some of it there's still some she may be holding back so we shall
10:32see
10:32that's just my assumption but we shall see how this all plays out but yeah got another one ladies and
10:38gentlemen and we proved uncle trump right once again they were in fact doing some cheating just saying
