00:25This is a gradual process, and yet it is already ongoing.
00:30Now, a strategic partner, China, has most patents in artificial intelligence.
00:36Incidentally, Russia also has very good, promising advancements there.

00:48Another key partner of ours is India, which is one of the leading players in the IT industry.
00:55It accounts for a significant share of the global software market.
01:00Russia also ranks high in the implementation of digital platforms, such as trading marketplaces, solutions in finance and urban services,
01:10healthcare, as well as education,
01:12which help improve the quality of life of our citizens in Russia and beyond in dozens of countries where they
01:20are vying successfully with similar solutions from abroad.
01:25We are also leaders in nuclear, more than 80 percent of construction processes and NPPs in the world market are
01:35conducted with the participation of Rosatom, more than 80 percent, which is a very significant figure.
01:42We have very good engineering, as well as technical groundwork in managing water and energy resources, which is gaining an
01:54increasing attention in Asia, Africa, and on the world in general.

02:08Experts believe there are three key technologies for today and for tomorrow that are capable of transforming the lives of
02:18our citizens,

03:06autonomous systems and digital platforms
03:09will become centers of sovereignty in a multi-polar world.
03:14Moreover, without these technologies, real sovereignty is going to be unachievable.
03:21I would like to underscore the technological basis of paramount importance to countries with big population, vast territories, and unique
03:33cultures.
03:34Because these countries can't act as simply consumers of solutions offered by someone else.
03:41Otherwise, they risk becoming subject to foreign control via foreign platforms.
03:49And the question is how these platforms are going to be used.
03:52So big countries, true civilizations, are facing a historical choice.
03:58Either they come up with their own platforms and technological systems, or they are relegated to the digital periphery.
04:07And one should not be laboring under any delusion.
04:10First, foreign services can be very convenient.
04:14But then, sooner or later, you will see what the price of this dependence is going to be.
04:19Russia has learned its lesson.
04:21We saw that certain suppliers of software left the market.
04:26We saw payments blocked.
04:28We saw how politics interferes within commercial relations.
04:32That is why we're going to strengthen our critical infrastructure.
04:36And we will only cooperate and interact with those partners that honor mutual reciprocal obligations and commitments.
04:43We have this experience with the People's Republic of China for many years.
04:50China is Russia's strategic partner, a genuine one.
04:54Our economic cooperation covers almost all fields, from high-tech to transport to mechanical engineering to energy.
05:03Distinguished friends, as I said, the global leadership in the world economic ties is conditional on whether the country can
05:16ensure its own sovereignty.
05:17I wouldn't be exaggerating if I say that this race for sovereignty has started, has kicked off, and it's gaining
05:25traction.
05:26We're not just talking about the capability to oppose, extend the pressure, and defend national interests.
05:33This is about the quality of the government, the economy, and society.
05:36Sovereignty implies being smarter and being stronger.
05:42That means being able to better manage your resources, to better invest, including in your technical development.
05:51I will highlight that genuine sovereignty requires efficiency.
05:55We can't say that we are sovereign, and that is why we can afford to be expensive, slow, and inconvenient.
06:03Quite the contrary.
06:05In each and every field, we have to act the best, with the greatest efficiency, producing better, increasing the income
06:16of the government, business, and citizens.
06:19In a difficult environment, Russia continues to reinforce its sovereignty rather than being isolated.
06:25It expands its circle of partners.
06:28It's true that the economic dynamics is moderate, and we'll probably get back to that.
