10:04Gangs of criminals that work together go into those shops in a planned way to go and steal certain items
10:12almost to order.
10:14So they will target high-value items that will have a high resale price to get the biggest bang for
10:20their buck, if you like.
10:22And these OCGs are really well organised, with a whole hierarchy of people within it.
10:29And they can be particularly difficult to tackle and disband.
10:35Tesco Security passed the case to OPAL, a National Police Intelligence Unit who targets shoplifting OCGs.
10:44There are about 20 in the wider group and there are further nine that we identified of who were kind
10:48of the highest impact to go after.
10:50We identified three that were Farhan, Boya and Miran.
11:06These are the spotters looking out across the store, looking for the items to target and looking at where members
11:12of staff are.
11:14Here we have another male with a backpack entering the store.
11:21And we've got the two offenders in the same aisle now, but making no interaction with each other to avoid
11:29detection that they're acting as part of a group.
11:34And we can see them out entering the lift with all of the goods.
11:41And very quickly, as soon as that lift door closes, we can see them loading up into his backpack as
11:46quickly as possible.
11:53Keeping a few items in the basket there to look like a legitimate shopper.
11:58And they walk with great purpose through the store and they're knowing exactly where they're going, know exactly how they're
12:02going to operate.
12:03Paying for some items to look like a legitimate purchase.
12:07Leaving the shop here with a backpack full of stolen items.
12:20He's changed his backpack to try and not look like the same individual and he's gone back in again for
12:26a second round of goods.
12:27With this group, usually they'll use foil lined bags to make sure that the alarms don't go off when they
12:33exit the store.
12:46Here they are, they're back into the store again.
12:50Defenders are really brazen in their activities.
13:00We've got the female entering the lift here, where you think, like the others, she might well be looking to
13:07fill her bag here, but she's not going to do that.
13:10We have her heading out to what is the clothing aisles, which has got a little bit more coverage around
13:17her, where she feels like she's less likely to be seen, stashing the basket underneath the clothes, so that the
13:24other shoppers around her can't see what she's doing.
13:34The trio stole almost £200,000 worth of stock from Tesco stores across the UK.
13:43One of the key areas they targeted was Surrey.
13:49When I first realised how big the investigation actually was, I was lost for words. I had never taken on
13:57a job this big before.
14:02And what's the breakdown of the offences across the UK?

14:17Yeah, in the top three, we've got Thames Valley Police, followed by Hertfordshire, Essex, and then ourselves.
14:27So we've got an officer in charge in every force.
14:34They would travel all around the UK, they would then come back into the same areas again, the same stalls,
14:40and they were just getting away with it time and time again.
14:44The three suspects seemed linked to 120 crimes, but police still needed to prove they conspired to steel on this
14:51industrial scale to bring the maximum charge.

15:48He's been arrested this morning at 12.06 by 6189 on suspicion of a number of thefts.

18:19So he's 45 convictions for 106 offences, last convicted in May this year, 75 for theft and
18:30dishonesty offences.
18:31There's loads for committing offences on bail, committing shopliftings when he's on bail,
18:36fail to comply with the requirements of a community order, breach of a CBO, so he's not bailable.
18:51John is charged with three shop thefts and kept in custody overnight.

19:33It's not something ordinarily we would do with every prisoner, but this particular prisoner,
19:38because he's been a prolific offender and he's known to us, we're going to apply to the
19:42court for a CBO, which is a criminal behaviour order.
19:46And that criminal behaviour order will run alongside whatever conviction he gets at court.
19:51And on that criminal behaviour order, we can put certain conditions on it.
19:56It can absolutely be certain areas, certain shops.
20:00We can include times a day, so they don't go in certain times a day.
20:03Whatever you can think of, even if it's out of the box to try and quell that offending behaviour,
20:09you can apply for, and it's up to the court whether they think it's something that can
20:14stop either the antisocial behaviour side of the offence or the offence itself.
20:19Our ultimate hope is we'll get some sort of sanction for the shotlifting offence.
20:24It could be a custodial sentence and get the CBO through as well.
20:35If John is convicted, he could be sentenced to six months in prison.

24:25So that sort of forced our hands quicker into getting intel to go to the court and get a warrant.

28:21Thank you all for coming, so just to give you an update, he pleaded guilty at court and
28:27he got sentenced to a 16-week suspended sentence for 12 months, but a positive with that one
28:33is he got two rehabilitation orders, one in relation to his drug use and the other in
28:39relation to alcohol use, so hopefully it'll put some preventative measures in place because
28:44this is why he's offending to fund these habits. We was also successful in getting a two-year
28:51criminal behaviour order on him to ban him from the shops he's been offending in, so that
28:55was a really, really good result. So today's focus is going to be around arresting brother
29:02who looks very similar, try and get hold of him for the offences and look to charge and
29:19remind him to do.
29:21He's wanted for numerous offences and we don't want him re-offending.
29:29A lot of the time when they're known they're unwanted by police, they will up their offending
29:32behaviour and commit more offences because they feel like they've nothing to lose.
29:46We just need to be in the locations, keep checking the addresses, putting pressure on family.

38:42We have particular challenges with CPS.
38:43I think due to the sheer scale of the offending, trying to prove and convince them of the scale of
38:48the offending was quite unique in that respect.
38:51A decision from the Crown Prosecution Service came back.
38:55All three suspects were charged with the harder offence to prove, conspiracy to steal, and remanded in prison until trial.
39:06They originally went not guilty.
39:09Therefore, the case file had to have everything on.
39:13And this is a massive job.
39:14There were so many offences across the UK.
39:16And then maybe a week before the trial, they changed the plea and went guilty.
39:27Firan received three and a half years.
39:35Firan received three years and three months.
39:43And Boya received two years and eleven months in prison.
39:52We were really happy with the sentence.
39:54Following on from the successes that we got with the three main offenders, we saw offending from the group cease
40:00entirely.
40:00So it was really clear that they just weren't anticipating that kind of full force policing response.
40:05The tactic of using conspiracy charges and such heavy sentences being weighed against them.
40:09So that was a kind of greater success for us, was kind of to disrupt all that wider offending as
40:14well.
