Guy Bullies the Bus Driver to let guy on for Free

Guy Forces the Bus to stay because his friend the Wheelchair rider can't get on. Sure, an old man had his stuff in his wheel chair but he was sitting in a different seat. However VTA and whatever authorities are okay with it. Why do you have to keep this bus, when these people with wheelchairs can call Access busses that will better suit them.

By the way, doing this, holding a public transit bus is a felony. I am not sure we will see him for a minute.
