00:05Stop doing gramps!
00:07We're good, we're good. I love you guys.
00:12You're sitting on a throne of lies and she's wearing a crown of deceit.
00:15Hey!
00:17I hate gramps.
00:19You hate gramps?
00:19Yes, sir.
00:23Get on the gramps! Get on the gramps!
00:26Cops is filmed on location with the men and women of law enforcement.
00:30All suspects are innocent until proven guilty in a court of law.
00:36So I met Master Deputy Rowe in about 2020.
00:41You know, I've watched him progress and grow up and become, you know, a really good deputy.
00:47And, you know, it's just good to influence people and watch them develop.
00:51And, you know, now we're in the same car, out here trying to stir some stuff up.
00:57Right now we're going to Signal 81, which is an auto break-in in progress at the Richard K. Superstore
01:02here in Anderson.
01:06He's in a gray SUV.
01:08The law company looks like they had video footage of somebody who's breaking into cars on the property right now.
01:13County charge.
01:13County charge.
01:1410-23.
01:17We're going to get out and walk forward to you.
01:18It should be in a room with five people safe in the street.
01:21We're going to get out of it.
01:22County, is he supposed to be in the front or in the back?
01:24We're still trying to figure it out.
01:27We're getting a gray SUV closer to the front.
01:30He's got a black SUV next to it.
01:32They're talking about this truck right here, guaranteed.
01:35I think it's going to be right here.
01:37We're going to check that one in the corner.
01:46Hands down!
01:47Hands!
01:49Hands!
01:49Let me see your hands!
01:50Hands!
01:51You hit me, I swear to God!
01:53Hands down!
01:54Hands down!
01:56Put down!
01:57Put down!
01:57What the hell am I doing?
01:59What am I doing, man?
02:02What am I doing?
02:04What am I doing, man?
02:04Grab his legs.
02:05Look.
02:06What am I doing?
02:07Roll over!
02:07Roll over!
02:09Roll over!
02:10Roll over!
02:11Roll over!
02:12Hey!
02:13Watch him!
02:13Watch him!
02:14Take him!
02:15You move again.
02:16You're going to get tased.
02:20That was the dumbest thing you could have ever done, my man.
02:25All I did was sit there.
02:28You broke into a vehicle.
02:29I didn't break into the vehicle.
02:32I sat there.
02:33It was cold, man.
02:35What's your name, dude?
02:36My name is Jake.
02:38All right.
02:38You're under arrest.
02:40I didn't break in, dude.
02:44What's up, man?
02:45I'm Mike.
02:45Juliet.
02:46Juliet, too.
02:47What's up, man?
02:48You all right?
02:50I'm tired to be.
02:51I'm being forced into the pavement, man.
02:54I saw him throwing punches at Deputy Witt, who was on the other side.
02:58What?
02:58That's Deputy Witt.
02:59Yeah, man.
03:00When I come over here, you were like Bruce Lee.
03:03No, sir.
03:04That's why I opened the door and grabbed you.
03:06Pulled you out.
03:06No, sir.
03:07I was in the first five seconds.
03:09So we opened the door.
03:10I was able to remove him from the vehicle and started resisting commands to get on the
03:14ground.
03:15We're going to get him in custody right now.
03:16We're just waiting on EMS to come evaluate him because of that laceration to his forehead.
03:20Hey.
03:21Yes, sir.
03:22Jack, can I go through this backpack so you can get anything in it?
03:24Yes, sir.
03:25Okay.
03:29Where'd you get all this from, Jack?
03:30He says that it's a toolkit that he bought, but more than likely it's probably something that
03:34it's been.
03:35His backpack and now we have a bunch of freshly new, unused heart tools inside of a heart
03:40backpack.
03:40So I'd be willing to bet that they're stolen.
03:42Probably going to be stolen.
03:45So you're under arrest for trespass after notice, tampering with motor vehicle, and public disorderly
03:51conduct.
03:51Do you understand?
03:54I understand you're saying you charged me with it.
03:56I'm not understanding how you're saying that I accomplished that.
04:00You'll have a day in court to come and fight him any time you want to.
04:02I'll let you know when your court date is.
04:04All right.
04:04Like, you understand your charges.
04:05You know why you're going to jail.
04:07Okay.
04:09Oh, I understand when, where, and how.
04:12Trust me.
04:12All right.
04:12Have a seat.
04:14Just have a seat.
04:15Is your head okay?
04:16Is my head okay?
04:17Yeah.
04:18I'm just glad I got my elbow around before the guy snapped my arm.
04:22Yeah.
04:22Well, next time don't swing on me and we won't have to do that to you.
04:24Is those handcuffs good for you?
04:26I put them as loose as I could.
04:34What's up?
04:35So we agree we made some more decisions today that put us in this situation.
04:39It didn't have to be took to an extreme for no reason.
04:45Yeah, when you start swinging on deathbeds, we pull you out of the car and you continue
04:47to resist.
04:48That's what happens, right?
04:48Well, let me get you in your sleep a certain way.
04:51What are you going to do?
04:52I understand.
04:53Do you have any questions for me before I shut this door?
04:54You did not announce yourself before you touched me physically.
04:57You did not make sure I was aware of your presence before you touched me physically.
05:01I'm the supervisor working tonight.
05:03Do you want to talk to me at all?
05:04Yes, sir.
05:04I would.
05:05What you got going on, buddy?
05:07I was walking up through there.
05:09I was tired, sir.
05:11I fell asleep over there in Pinewoods for a few hours.
05:15I got up because I was cold out there.
05:17Mm-hmm.
05:18I walked this way.
05:22I remember looking at the vehicle.
05:26I should not have sat there for shelter.
05:30I should not have done that.
05:31I didn't have no shelter at the time.
05:33And you're right.
05:34That's the stupidest thing I could have done.
05:37I didn't try to take that vehicle.
05:39I did not try to deprive nobody of anything.
05:42Yeah, they're not trying to charge you with that, man.
05:44They're just hitting you for being inside of it unlawfully.
05:46And then I woke up not giving time to orientate myself.
05:53Mm-hmm.
05:53I was attacked for my...
05:56All I know is I woke up.
05:57I'm asleep.
05:58And I had people yanking and pushing.
06:01I was told you were swinging and fighting, right?
06:04So...
06:04I have no idea about that.
06:06All I know is that I'm trying to comprehend what is happening to me.
06:10Yeah.
06:10And I'm being attacked.
06:12Understood.
06:13I was asleep.
06:13Well, trust me.
06:14My deputies wouldn't just attack nobody for no reason, okay?
06:16I'm not saying that when they grabbed me while I was asleep, I didn't jump, startle anything, but nobody, nobody,
06:24nobody, not one person took the time to say,
06:29Sir, sir, sir, wake up, sir.
06:32I don't want anybody hurt and I don't want you to be startled because you are unaware of my presence
06:38until you have been awake for five seconds.
06:41You're lucky you're not getting stitches, my man.
06:43You said, you said you were startled because you fell asleep in an unlawful vehicle.
06:48That's why I said we're going to stop it.
06:50Now, like I told you from the beginning, it is not unlawful to be homeless.
06:53It's not unlawful to fall asleep.
06:55You just can't do it in somebody else's car.
06:57I made that mistake, sir.
07:00I've been with the department for 11 years.
07:04One of my collateral assignments includes being on the Kern County Sheriff's Office SWAT team.
07:08I've been there for going on two years now, and another collateral assignment I have is a drone operator.
07:15I've been doing that for just a little under a year, and I can utilize the drone on patrol and
07:21on the SWAT team.
07:23All right, so we're going to a trespassing call where the property management company is at the house right now.
07:31There's a lot of people squatting, and they were recently evicted, and now they're refusing to leave.
07:47What's going on?
07:48These people refuse to leave our property.
07:51This is our property.
07:53It is equity property management.
07:54I have an eviction restoration notice.
07:57Which I do believe it was served already, right?
08:00Yes.
08:00Okay.
08:00And these people are not supposed to be here.
08:02They're squatters, and they refuse to leave.
08:04We need the property.
08:05Okay.
08:06You know how many people are inside?
08:08No, that belongs to us.
08:10Do you know how many people are inside right now?
08:12About six.
08:13Yeah, about six.
08:14Yeah, about six.
08:17Hello, Sheriff's Office.
08:18Come to the door.
08:19We're not leaving.
08:24We can hear you inside.
08:26Come up to the front door, or we're going to kick the door open.
08:28And if you're inside, you're going to get arrested for trespassing.
08:33Grab your crap and come outside to the door now.
08:37Hang out there.
08:38There's another camera.
08:41There's another camera.
08:44There's like three loose now out of five.
08:47Yeah, they're packing up now.
08:49But I don't want everyone trying to start fleeing.
08:50Everyone come out.
08:51It comes out there.
08:52They said they're packing up?
08:53No, no.
08:53One of them said yes.
08:54I have voice contact with one of them.
08:56I'm going to go to the other side and say no.
08:58Hey, this is your last warning.
09:00If you're inside and you don't come to the door, you're going to be arrested for trespassing.
09:04And whoever's in this room, you need to open up the front door right now, or else you're just going
09:08to go to jail.
09:09It's your only warning.
09:11Okay, please.
09:16Yo, Sheriff's Office.
09:17If you're inside, make yourself known.
09:18We know you're inside.
09:19Come out through the front door.
09:23Come out with your hands up right now.
09:25We have a police canine.
09:26Let me see your hands.
09:27Drop what's in your hands.
09:28Come here.
09:29Step outside.
09:30Hurry up!
09:31I got hands.
09:33Turn around.
09:35Pull up.
09:35Here you go.
09:38What do you mean for?
09:40Who else is in there with you?
09:43Hey, stop.
09:43Get them out of the doorway.
09:44Get them out of the doorway.
09:45Watch needles.
09:45Get in there.
09:46What are you guys doing?
09:47I don't have any needles.
09:49What am I raising for?
09:51Now you're being detained.
09:55I'll explain that to you when I'm done.
09:57Huh?
09:58Huh?
09:58I don't see.
09:59Easy.
10:01Walk this way.
10:02Sorry.
10:03I'm sure.
10:04Walk this way.
10:05Yeah, you guys got some?
10:06Anyone else inside?
10:08Come to the side of my voice.
10:09Keep your hands up.
10:10Walk out.
10:13Your right hand down.
10:15Interlace your fingers.
10:16Keep backing up.
10:17Watch your step.
10:19Keep going.
10:19I don't like when people don't listen to me when I say,
10:21hey, come to the door, and they treat me like a fool.
10:24Sit down, please.
10:25Yeah.
10:26Appreciate you.
10:27I had my headphones on, sir.
10:28Okay.
10:29Oh, you couldn't hear me?
10:30You couldn't hear the banging on the door, either?
10:31Oh, yeah.
10:32I believe you.
10:35Why were you at this house, man?
10:37Honestly, I was homeless, and these guys said,
10:39hey, man, you want to come stay with us?
10:40We'll charge you $150 a month,
10:42and you can just help us clean up the house.
10:43So that's what we were doing.
10:44I fixed the toilet.
10:45We weren't messing up the house.
10:47You look in there.
10:47It was being cleaned up.
10:48You know?
10:49And it was.
10:51So when you say these guys, who here said?
10:54Some bald guy.
10:55The bald guy.
10:56The one with no teeth.
10:57What's his name?
10:57T?
10:58They call him T.
10:58They call him T?
10:59Yeah.
10:59He told you, hey, bro, come through.
11:01They left me the house.
11:02$150 a month?
11:03What?
11:03$150?
11:04Okay.
11:04All right, man.
11:06Well, did you ever think that was kind of shady?
11:09Yeah, but I didn't have anywhere else to stay.
11:10Right.
11:11And I get your situation, man, you know.
11:12I didn't want to be in the street, so it's like that's what I'm doing.
11:13I get you.
11:14So did you made me believe that maybe this was a vacant residence?
11:19Yeah, I did.
11:20A vacant residence?
11:21You kind of knew that?
11:21Okay.
11:22Well, you still decided to stay here?
11:23Because I had nowhere else to.
11:24Okay.
11:25All right, man.
11:26I understand that, you know, you're homeless.
11:29You're gone from house to house.
11:31Did you hear me knocking?
11:33Be honest.
11:33I did hear you knocking.
11:34Was it you that was talking to me?
11:36Yes, through the window.
11:37That was my room.
11:37Why'd you come out?
11:38Because you guys wouldn't let me.
11:39I was like, hey, man, let me open the door.
11:41He's like, dude, they can't kick it in.
11:42Who?
11:43Who?
11:43The two of the gentlemen.
11:44They were telling you that we couldn't kick it in?
11:45They told me not to open the door.
11:47They said they can't kick the door in.
11:49I was like, yeah, they can't for me.
11:49Yeah, they can't.
11:50They're like, let me just open the door.
11:51And as you saw, you were correct.
11:53I was correct.
11:54Yeah, yeah.
11:55Man, we should have just opened the door.
11:56They probably wouldn't have been this mad, you know?
11:58Like, they probably gave us a chance to just leave.
12:00I get you.
12:01So, all right.
12:01Thank you, Luis.
12:04All right.
12:05Hey, ma'am, just real quick.
12:06How did you come across the fake documents?
12:10We slid them under the door.
12:11Under this door?
12:13Yeah.
12:13When you first got here?
12:14When I first got here and I did the demand
12:17to go into the property, they refused, of course,
12:20saying that it had been rented to them.
12:22Correct.
12:23And they have the contract or the lease agreement.
12:26which is completely fixed.
12:29So, they said, here, here, take a look.
12:31And so they slid it out and I just drug it out with my foot
12:34and take a few pictures.
12:35How did you know that it was a fake lease agreement?
12:38Because of the indentations and…
12:42So you've seen legit ones?
12:45Yeah, because this was not even a 12-page lease agreement
12:48and ours is 53 pages.
12:50Okay, all right.
12:50So, we would have never…
12:51I'm not a lease agreement expert,
12:53so that's why I was asking you.
12:54Okay.
12:55All right.
12:56Well, you know, it all kind of played out at the end.
12:59They're going to go for trespassing.
13:01We're making rest.
13:02And then we also called Animal Patrol here
13:04to get rid of the stray animals and whatnot, so…
13:08The animals okay?
13:09Yeah.
13:10All right, ma'am.
13:11Well, I do thank you for your service
13:12and coming out in such a timely manner.
13:14Yeah.
13:14Much appreciated.
13:17Good morning, everyone.
13:18I believe today we have a clinician out there,
13:21drug and alcohol counselor, and a nurse.
13:24So if you find anyone needing medical, mental health,
13:26or drug and alcohol assistance,
13:27feel free to call those guys,
13:29and they'll be happy to come over and help you out.
13:31Are there any people that we're looking for specifically today?
13:34Keeping an eye out for them.
13:35Yeah, we have a veteran that's been homeless a while.
13:38We've worked with a couple organizations,
13:40and they're going to be able to house him
13:43if we're able to locate him.
13:44Also, we have a subject that is disabled,
13:50and there's another program with his resources
13:53that they're able to help him with long-term assistance
13:56if we're able to locate him and temporarily help him.
13:58All right, guys. Let's hit it.
13:59Thank you, guys.
14:00Awesome. Thank you.
14:03This area is known for having quite a few
14:05unhoused individuals in camps.
14:07We were here a few days ago,
14:10and we were able to find a family in need
14:12that we were able to link and connect to some resources
14:15and get them some housing.
14:19This subject we spoke to last week,
14:22and we have been working with him,
14:23trying to connect him to services.
14:25He's a veteran of our military,
14:29so it kind of opens the door for those opportunities.
14:32So we're just going to see if he's made contact with that group
14:35and what maybe options there are in a short time
14:38to get him some help.
14:41He does have two dogs, but they're leashed.
14:44How you doing, guys?
14:45Hey, how you doing, sir?
14:47They're supporting dogs for me.
14:49Yeah, of course.
14:50Hey, if we could get you into some temporary assistance,
14:52is that something you're interested in?
14:56My dogs.
14:57I have to have my dogs.
14:59Yeah, if you could take your dogs with you.
15:00Yeah, that would be cool, yeah.
15:02How much?
15:04A temporary thing.
15:05Shall I find some?
15:07Well, try to link you at least temporary,
15:09maybe get you off the street for now in a motel.
15:11Okay.
15:12And then the vet group could work with you for housing.
15:16Okay.
15:17But just for you and the dogs.
15:19You can't be bringing guests and everything else like that.
15:21Oh, no, no, no.
15:22Uh-uh.
15:23I'm not going to do that.
15:25So if we get you placed, then I'll have the vet group
15:27either come over or call you at the motel.
15:30That way you can talk to them,
15:32because you're able to get the housing.
15:34Yeah.
15:35Yeah, I've got it.
15:36Yeah.
15:37I'm sure of that.
15:38You know, I just want to get off of here.
15:41Well, go ahead and pack up what you need.
15:43You need a ride, I take it.
15:45I can't hitchhike, can I?
15:47I don't know.
15:48Okay.
15:49Get what you need and we'll be around.
15:51Okay.
15:53Will you stop it?
15:55Army veteran, homeless for three years.
15:58Has two dogs.
15:59They're his family.
16:01Really, it's about taking the services to those individuals
16:03that are usually hard to access.
16:06So us coming out with the homeless outreach team
16:08through the sheriff's department and from the hotel,
16:10the veteran group will be able to do their paperwork
16:13to basically get him through the barriers
16:16and back into housing.
16:17Had more than you thought.
16:20Yeah, well.
16:21So he'll work from a motel with that staff
16:23through the VA and different provided funding for veterans.
16:28Stop it there.
16:29I can't hear, man.
16:31All right, Michael.
16:32We'll be in touch, okay?
16:35This gentleman, we...
16:36Worked in medicine to my other half.
16:38Hi.
16:39Telling your story.
16:40We helped house you.
16:42You were out here.
16:43Right?
16:43Back in, what was it?
16:442019?
16:452020.
16:46During COVID.
16:47You know, we've helped over 3,500 people
16:49with housing opportunities,
16:51but it's not often that we see that person,
16:54you know, after that initial little step,
16:57handing them off.
16:58So, you know, I think for us, like,
17:00that's what's rewarding about doing this type of police work.
17:03All right, man.
17:04Good seeing you.
17:04All right, you too.
17:06So we just left Parasail Park.
17:08So we're going to meet up the team
17:10and see how we can help with these unhoused individuals.
17:13We have our partners from Alcohol, Drug Services,
17:16we have our partners from Behavioral Health
17:18to try to link people with services that may need it.
17:21So let's work our way down through this encampment,
17:23make contacts, and if there's folks that we can house,
17:25link to services, provide basic need,
17:27then we'll go ahead and make that possible for them.
17:33This is with Homo's Outreach.
17:35Trying to get any help, get off the street.
17:37What's keeping you out here?
17:39Yes, sir.
17:40What's keeping you out on the street?
17:43Mainly my ideas, like the little things, sir.
17:46Are you trying to get any treatment, any resources,
17:49drugs, alcohol, mental health, housing?
17:53Well, unnecessary.
17:54What the ID thing is, number one,
17:56certainly because I can't get a job without an ID.
17:58So there's programs that'll pay the three grand to move in
18:01so you're not here on the streets
18:02and, you know, you got a safe place to live.
18:04You can work a little better, show up on time,
18:07stuff like that.
18:08Yeah.
18:08So we could give you some resources in reference to that
18:11and your ID voucher.
18:13Both of you, yes.
18:14Is that cool?
18:14I do Narcan trainings.
18:16Are you familiar with Narcan?
18:17It's a medication that reverses an opioid overdose.
18:20So let's say you said you found a baggie and you used,
18:24it could have been contaminated with fentanyl
18:26or it could have been straight out fentanyl
18:27and your friends could have,
18:29if you would have passed out and stopped breathing,
18:31it's a spray that goes in your nose
18:33and it reverses the opioid overdose
18:35and it saves your life.
18:36So I have some, I could do a training
18:38and you could have it on you.
18:40And if you find anybody out here,
18:42you know, passed out on the floor and they're not breathing,
18:44you spray it in your nose, you revive them.
18:46Hey, thank you, sir. I appreciate you.
18:48All right, man.
18:48Thank you. Thank you, sir.
18:49You're welcome.
18:51I never assumed that they're using drugs.
18:54I basically say, if you know anybody that's out here
18:56that's struggling, sometimes they'll confide in you
18:58and say, hey, I need help.
19:00So I gave them the screening assessment and referral center.
19:03Number, they could call Monday through Friday
19:05between 7 o'clock in the morning and 5.30
19:08and get screened over the phone.
19:09They don't have to actually go into a clinic.
19:10I offered to do a Narcan training for him.
19:13He kind of seemed like he didn't want that,
19:15but that's what we're also out here doing.
19:17The last subject, he's just down on luck
19:20and been out here a couple of years,
19:22but hasn't been able to maintain an ID to get his job program.
19:26So he's hoping to take his ID voucher
19:28and utilize it to get a job.
19:31And with an ID, he can get a cell phone.
19:34So he's going to get his ID cell phone.
19:36And he was really interested in some of the resources
19:38that are out there to help move people beyond homelessness.
19:41So overall, a good day being able to get people
19:44off the streets of our community.
19:471-32 in Bush, I've got him at gunpoint.
