'Point of no return': 36 countries join special tribunal to prosecute Vladimir Putin

The tribunal on the crime of aggression against Ukraine marks "the point of no return" in the search for justice, the country's foreign minister said on Friday. But the court will face limitations in bringing Putin to justice.

00:07for the crime of aggression against Ukraine during the annual meeting of foreign affairs
00:13ministers of the Council of Europe in Moldova. Ukraine's foreign minister Andrei Sibiha hailed
00:21the decision and referred to the Nuremberg trials of surviving Nazi leaders in comparison.
00:27He added that Putin will be remembered in history as a criminal. The tribunal will work alongside a
00:34damage register collecting claims from victims of Russia's aggression and a claims commission that
00:41will assess those claims and decide compensation. The initiative was launched because the International
00:47Criminal Court can only prosecute the crime of aggression if the country involved is a member.
00:54Unlike war crimes or genocide, the crime of aggression targets top leaders, not individual
01:00soldiers. Responsibility lies with those who control the state. But as long as they remain in office,
01:07Putin and other top leaders cannot be tried in their absence.
