00:00Why is the Johor Transit Project, previously described as an elevated arts system, now being called a rail system?
00:08That is the question being asked after ANCOM Nilex Berhad referred to the proposed Iskandar Malaysia transit system as a
00:16rail system in a Bursa Malaysia announcement yesterday.
00:20Transport consultant Rosli Khan said the terminology used differs from what was described in a request for proposal issued by
00:27UCAS,
00:27the government's Public-Private Partnership Unit, on March 12 last year.
00:31The document had called for a fully automated elevated autonomous rapid transit system running on rubber tires.
00:39Rosli said this distinction matters because a rubber-tired e-ART system is not the same as a rail-based
00:45system.
00:46He said UCAS must explain when and why any change was made.
00:50Transport Minister Lok Siu Phuk had previously identified e-ART as the government's preferred option for Johor's last-mile RTS
00:58connectivity,
00:59describing it as flexible and cost-effective.
01:02Rosli also questioned whether bidders who had submitted proposals based on the original e-ART requirements lost out,
01:08despite complying with the tender terms.
01:11He said UCAS should clarify whether it consulted the Johor State Government or the Public Transport Corporation of Johor
01:18before any change was made.
01:19He added that the issue cannot be brushed aside
01:22and that the public deserves to know whether the project remains as originally conceptualized
01:27or whether it has become something entirely different.
01:30The proposed network is expected to serve three main corridors,
01:33with 32 stations feeding into Bukit Chagar,
01:36the main interchange for the Johor-Baru-Singapore RTS link,
01:40with development costs reportedly estimated at around RM7 billion.
