PH, Indonesia, Malaysia, Brunei OK cooperation for underserved, remote areas

Leaders of Brunei, Indonesia, Malaysia, and the Philippines approved the Brunei Darussalam-Indonesia-Malaysia-Philippines East Asean Growth Area (BIMP-EAGA) Vision 2035 during a summit in Cebu on May 8, 2026, establishing a new 10-year direction for cooperation focused on underserved and remote areas. In a press briefing at Asean's International Media Center, Mindanao Development Authority Chairman Leo Tereso Magno described the summit as a 'very defining moment' for the subregional partnership. He said the Philippines would focus on Mindanao and Palawan.

00:00Yesterday, the Bimpiaga Summit in Singapore marks a very defining moment, really, for the relationship between the four countries,
00:08Bulaia del Islam, Indonesia, Malaysia, and the Philippines, because yesterday, the summit outlined tangible milestones,
00:17achievements that have been accomplished within the realm of the Bimpiaga.
00:24And yesterday, the four leaders of the four countries approved the way forward for Bimpiaga, the BDV 2035, or the
00:33Bimpiaga Vision 2035,
00:36which aligns with the reason why this Bimpiaga cooperation was created.
00:43This is to make sure that underserved areas within the four countries, particularly the whole of the Sultanate of Brunei,
00:57and for the Philippines, Mindanao, and Palawan, areas in Indonesia and in Malaysia.
01:05Yesterday, the summit, while it showcased tangible milestone programs, it also set the direction for the next 10 years.
01:13Last year, in Kuala Lumpur, Malaysia, the leaders approved the conceptual framework on how this cooperation will move forward.
01:25And this year, we are very lucky that there was a special summit approved by the president, President Marcus Jr.,
01:32because this reaffirmed, or this now presented, they approved the, after the conceptual framework last year,
01:40the whole year of 2025 to this time, 2026.
01:45Meetings were done by the four countries, together, of course, with the guidance of the ADB,
01:50the Asian Development Bank, which now crafted the detailed concept on how we will move forward.
01:57And, again, this outlines our Philippines commitment on inclusive growth, resilience, and regional stability.
02:08And at the end of the summit, the president and the four leaders approved a joint statement.
02:15I will just read it out to all of you, because this summarizes, this outlines what was approved and was
02:21agreed upon yesterday.
02:22The leaders of Brunaida, Salam, Indonesia, and Malaysia, and the Philippines reaffirmed their strong commitment
02:29to advancing, to the, to advancing BIMP-Iyaga as a dynamic platform for sub-regional cooperation.
02:38The four countries, the four leaders acknowledged, with appreciation, the significant achievements
02:43under the BIMP-Iyaga vision, 2025, and again, approved the BIMP-Iyaga vision, 2035.
02:51And to translate this vision into action, we agreed, or the four countries agreed,
02:57that B-E-B-2035 shall pursue four strategic outcomes.
03:03One, climate, smart agro-industry and fisheries.
03:07Number two, seamless travel and sustainable tourism.
03:10Number three, a network of production hubs that strengthens competitiveness.
03:16And of course, number four, an agile and future-ready workforce.
03:21And of course, the summit also outlined the significant progress for all of you to know
03:33that there were only 57 projects, or priority infrastructure projects, when this vision started in 2015.
03:44Now, last year, we, there was, there was already 217 priority infrastructure projects,
03:51and this year, as I start moving from, moving on from this year,
03:56we are now at 265 priority infrastructure projects.
04:04The, the, the, uh, four leaders also acknowledge the importance of, uh, the enhanced roles of chief ministers,
04:12governors, and local government forum and private, and the private sector.
04:15Our president, President R. Marcus Jr., from the very beginning,
04:18has reiterated the importance of public-private partnerships in developing areas in the Philippines,
04:25more so in Mindanao, and, uh, in the area covered by, uh, the BPR.
04:30Um, the president reiterated the importance and cited some of the accomplishments of our country
04:35and encouraged the four other countries to utilize the public-private partnership mode
04:40to bring in, um, development in underserved areas.
04:44Initially, uh, the mode that was being used by, uh, to, to assist underserved areas
04:50were, uh, were, um, assistants or, or, or, uh, ODAs.
04:55But now, there is an encouragement coming from the Philippines, and we have, uh, taken that.
