07:08At a supermarket in Preston, staff are dealing with a violent thief.

07:19Operation Vulture is Lancashire Police's dedicated shop theft task force,
07:24targeting the most serious offenders in the county.

16:28part of one of them thefts there's an allegation of an assault

16:35and there's a theft from boots on Fishergate which occurred on the 6th of August
16:39it's alleged that you entered boots the chemist on Fishergate

20:29a slow deal but didn't happen so because for me what's the deterrent next time potentially what
20:39is the deterrent because if he thinks he can just get a suspended sentence every time yeah
20:43then uh he's got he's got no real deterrent for going out and offending again so i can see if

21:20sorry it isn't brilliant news so he isn't going to be serving any custodial time right now
21:27but he has got a 12 month suspended sentence and so if he does break that per se and then
21:35he'll have
21:35to serve time and i know it's not exactly what we wanted um but it is a hopefully a step
21:42in the right
21:42direction sometimes especially when you're not happy with it you feel a little bit like it should have
21:52been better for them especially if you put yourselves in their shoes and you realize that
21:57you really did want a custodial sentence for them um but i think she was happy that she got the

22:04and that we could do something about it at least six weeks later police are called to deal with shoplifter
22:12joe again this time caught stealing from a pet shop recognized his face today just saw him just put a
22:19load of stuff into his bag i approached him and he started getting all their roomy down there saying
22:23it's my stuff my stuff and got to the front doors and tried to get the bag off him and
22:27that's when your
22:27colleague stepped in and said right i'll wrestle here and she went to a restaurant

23:34joe was convicted of another two shop thefts and an attempted theft
23:39having breached his suspended sentence he was sent to prison for 50 weeks
24:06preston cid are leading the investigation into andre mikulski
24:10the bargain store thief accused of attempted murder
24:18dc alex examines the movements of the suspect the day before the security guard was stabbed
24:24we believe that the same person potentially has been committing a number of um theft shopliftings and
24:31also more violent shopliftings and robberies so currently i'm just watching some cctv
24:39it appears that the the suspect has gone to a garage and nearly hours in the morning he goes to
24:46pay
24:53then as soon as the shopkeeper open the doors he tries to try and steal the money from the till
25:02the second instant this has occurred a few hours later see the suspect wearing the same clothing as
25:08before before goes to till he's he's obviously playing around with something that's inside his pocket
25:14and the at this point he's attempted to pay with a scratch card that the the shopkeeper has just put
25:19on
25:19there but there's not actually any money on it you see again he's playing around with this face mask
25:25um pulling it now over his face then when the shopkeeper rejects it he pulls knife out of his pocket
25:39obviously it's quite a shocking thing to do just to get to get four beers
25:47you see he's jumping around with his knife but the shopkeeper refuses to give in and so he runs off
25:55this next instant happens the the day after he he just walks into herring foods picks up some items
26:03um and then just walks straight out with them um clearly no attempt to to pay at all
26:11there's also cctv from just before the stabbing so about an hour and 15 minutes later um a male enters
26:20being in bargained it appears certainly from the footage that it's the exact same mail just goes
26:26around being in bargained picks up a number of items and places them in his basket really minor items
26:34such as deodorant cream eggs that sort of thing nothing worth more than 20 30 quid and he does
26:41actually start to queue to pay for those items so after queuing for about two or three minutes he then
26:49decides to not go through the till and just walk straight out hopping some sort of barrier
26:56and goes out with the basket
27:00jeff the security guard comes out of his office and follows the suspect out of the shop
27:07so you can see the the suspect leaving the shop
27:15jeff the security guard runs over
27:21and then an incident occurs behind this bush with jeff falling down you can see jeff on on the floor
27:32and you can see the suspect
27:36it looks like he's dropped a number of items and then he's
27:39tempted to pick them up whilst jeff is kind of writhing around in pain
27:59the suspect's backpack
28:02a kitchen knife with a 19 centimeter blade
28:06it didn't appear to have blood on it it had potentially been um cleaned um because there
28:14was kind of scorch marks on it as if someone had burnt it with a lighter um however the
28:20the victim's blood and dna has been found on it detective alex attempts to retrace
28:27mikulski's movements across the city we've conducting cctv trolls to try and trace
28:34the suspect on cctv from the moment that he left the incident location to where he was arrested to
28:42ensure that it is the same person and we can prove evidentially it's the same person
28:49i've gone to the location where he was arrested and identified a spot where there was cctv covering that arrest
28:58and then from there it's about
29:00going to other locations with cctv and trying to trace back where the suspect has come from
29:10so he runs through the um suspect after he's done the stabbing runs through the bus station car park
29:19emerging at this point before crossing the road and then crossing this car park and at that point
29:26um we lose him on cctv for about half an hour well he's next seen walking up that street
29:37he doesn't have his have his jacket anymore he's just wearing his blue jacket
29:43he's then seen from a number of cameras seen crossing um into this street to before
29:53walking across the flag market here
29:59then walks down here then crosses through the um the new development
30:15this is the street on which um the defendant was spotted by the firearms officer so you just have to
30:23pass him by having tracked mikulski's movements to place him at the scene
30:29the next step is to question him
30:41in burnley officers are working on another shoplifting case

38:36he did get convicted he got convicted of assault police and assault on an emergency worker which is
38:43one of our pcs souls and also for the theft of the two bottles of jack daniels and for the
38:50shot lifting and the two police assaults
38:52he's got 24 weeks custodial sentence
38:55so for us that's that's great

39:27the detectives impressed and questioned andre mikulski about the two-day crime spree

41:15since then he's had another operation because of further complications
41:18and he currently remains in a critical care unit of all preston hospital
41:22who better hope that this guy pulls through because if he doesn't

41:59the defendant has pled guilty to uh
42:02um to a section 20 assault essentially a section 20 is causing someone grievous bodily harm
42:10but you've not intended to do that i'm not sure how you can claim
42:16to stab someone but not admit that you were trying to cause a serious injury
42:26detectives want to prove the suspect intended to cause harm and are pursuing a more serious charge
42:33we're seeking conviction on a section 18 assault so there's a number of years difference that potentially
42:39he could be facing as a result of that
42:45his defense haven't requested a mental health assessment
42:49so that would suggest that they don't think he lacked capacity at the time of the event
42:56after a four-day trial the jury found andre mikulski guilty of the more serious offense
43:03section 18 wounding with intent he was also convicted of robbery attempted robbery having a knife in public
43:12and shop thefts
43:16he was jailed for 22 years and six months
43:21it's the right result for the public because he's a dangerous individual who is prepared to use violence
43:29to obtain really minor things it's also the right result for the the victim who he's gone through
43:37six months of hell and he's still suffering and will probably suffer for the rest of his life
43:43with mobility issues and mental health issues quick action by the initial attending officers almost
