08:44The hunt for an organised crime group who have stolen almost £200,000 worth of goods
08:50from supermarkets across the UK.
08:52They were just getting away with it time and time again.

10:08Gangs of criminals that work together go into those shops in a planned way to go and steal certain items,
10:16almost to order.
10:18So they will target high value items that will have a high resale price to get the biggest bang for
10:25their buck, if you like.
10:26And these OCGs are really well organised, with a whole hierarchy of people within it, and they can be particularly
10:34difficult to tackle and disband.
10:38Tesco Security passed the case to OPAL, a National Police Intelligence Unit who targets shoplifting OCGs.
10:48There are about 20 in the wider group, and there are further nine that we identified, of who were kind
10:52of the highest impact to go after.
10:54We identified three that were Farhan, Boya and Miran.
11:10These are the spotters looking out across the store, looking for the items to target, and looking at where members
11:16of staff are.
11:18Here we have another male with a backpack entering the store.
11:26And we've got the two offenders in the same aisle now, but making no interaction with each other to avoid
11:33detection that they're acting as part of a group.
11:38We can see them out entering the lift with all of the goods, and very quickly, as soon as that
11:47lift door closes, we can see them loading up into his backpack as quickly as possible.
11:57Keeping a few items in the basket there to look like a legitimate shopper, and they walk with great purpose
12:04through the store, and they're knowing exactly where they're going, know exactly how they're going to operate.

12:24He's changed his backpack to try not to look like the same individual, and he's gone back in again for
12:30a second round of goods.
12:31With this group, usually they'll use foil lined bags to make sure that the alarms don't go off when they
12:37exit the store.
12:50Here they are, they're back into the store again.
12:54Defenders are really brazen in our activities.
13:05We've got the female entering the lift here, where you think, like the others, she might well be looking to
13:11fill her bag here, but she's not going to do that.
13:14We have her heading out to what is the clothing aisles, which has got a little bit more coverage around
13:21her, where she feels like she's less likely to be seen as stashing the basket underneath the clothes, so that
13:28the other shoppers around her can't see what she's doing.
13:38The trio stole almost £200,000 worth of stock from Tesco stores across the UK.
13:47One of the key areas they targeted was Surrey.
13:53When I first realised how big the investigation actually was, I was lost for words.
14:00Um, I had never taken on a job this big before.
14:06And what's the breakdown of the fences across the UK?
14:10184.
14:12And how many of those are Tesco's and how many of the other stores do we know?
14:15Uh, 153 at Tesco's.
14:18Talk to me about the locations, where has been most affected by the gang?
14:22Yeah, in the top three we've got Thames Valley Police, um, followed by Hertfordshire, Essex,
14:29and then ourselves.
14:31So we've got an officer in charge in every force.
14:38They would travel all around the UK, they would then come back into the same areas again, the same stores,
14:44and they were just getting away with it time and time again.
14:48The three suspects seemed linked to 120 crimes.
14:52But police still needed to prove they conspired to steal on this industrial scale to bring the maximum charge.

17:55So they'll be able to identify them and they'll know their names.
17:59Sometimes they just walk in and walk out like it's their area to take what they want.

18:23So it's 45 convictions for 106 offences, last convicted in May this year.

18:55John is charged with three shop thefts and kept in custody overnight.

19:40But this particular prisoner, because he's been a prolific offender and he's known to us.
19:45We're going to apply to the court for a CBO, which is a criminal behaviour order.
19:50And that criminal behaviour order will run alongside whatever conviction he gets at court.
19:55And on that criminal behaviour order, we can put certain conditions on it.
20:00It can absolutely be certain areas, certain shops.
20:04We can include times a day so they don't go in certain times a day.
20:08Whatever you can think of.
20:10Even if it's out of the box to try and quell that offending behaviour, you can apply for.
20:14And it's up to the court whether they think it's something that can stop either the antisocial behaviour side of
20:20the offence.
20:20Or the offence itself.
20:23Our ultimate hope is we'll get some sort of sanction for the shoplifting offence.
20:28It could be a custodial sentence and get the CBO through as well.
20:39If John is convicted, he could be sentenced to six months in prison.
20:48John's brother, Jimmy, is wanted for shop thefts totalling £533.
20:55He is now Operation Vulture's most wanted.

22:30In Operation Even, Surrey police strike with a morning raid.

23:10Surrey officers have identified three gang members responsible for one hundred and twenty crimes and almost two hundred thousand.

23:30The problem with the case files was just a vast amount of evidence we had.
23:35We had so many jobs up and down the UK with so many bits of CCTV.
23:41It was just trying to watch it all.
23:44And trying to figure out what part each member played on that particular date.
23:54Midway through the investigation, one of the gang members attempted to flee the country.
24:03Iran was arrested at the border, trying to go to Ireland, we believe, before we were ready to go with

24:10We sent two officers down that night to go and pick her up, because we were worried about losing her.

24:34So that sort of forced our hands quicker into getting intel to go to the court and get a warrant.

27:33Officers seized hundreds of items, from beauty to electrical goods and bottles of champagne,
27:39worth more than £4,500 from a single stealing spree.
27:47Often, many lines of crime that they follow, retail crime being one of them,
27:54and the funds from that are often ploughed back into other areas of criminality.

28:34He pleaded guilty at court, and he got sentenced to a 16-week suspended sentence for 12 months.
28:40But, a positive with that one is he got two rehabilitation orders.
28:45One in relation to his drug use, and the other in relation to alcohol use.
28:49So, hopefully, it'll put some preventative measures in place,
28:53because this is why he's offending to fund these habits.
28:56We was also successful in getting a two-year criminal behaviour order on him
29:01to ban him from the shops he's been offending in.
29:04So, that was a really, really good result.
29:07So, today's focus is going to be around arresting brother,
29:11who looks very similar, try and get hold of him for the offences,
29:14and look to charge and remand him to do.
29:30He's wanted for numerous offences, and we don't want him re-offending.
29:37A lot of the time, when they're known they're unwanted by police,
29:40they will up their offending behaviour and commit more offences,
29:43because they feel like they've nothing to lose.

38:53Cases like this, the offence of conspiracy to steal.
38:55We have particular challenges with CPS.
38:57I think due to the sheer scale of the offending,
38:59trying to prove and convince them of the scale of the offending was quite unique in that respect.
39:05A decision from the Crown Prosecution Service came back.
39:09All three suspects were charged with the harder offence to prove, conspiracy to steal,
39:15and remanded in prison until trial.
39:20They originally went not guilty, therefore the case file had to have everything on,
39:26and this is a massive job.
39:28There were so many offences across the UK,
39:31and then maybe a week before the trial, they changed the plea and went guilty.
39:41Ferran received three and a half years.
39:49Ferran received three years and three months.
39:56And Boya received two years and 11 months in prison.
40:06We were really happy with the sentence.
40:08Following on from the successes that we got with the three main offenders,
40:11we saw offending from the group cease entirely.
40:14So it was really clear that they just weren't anticipating that kind of full-force policing response,
40:19the tactic of using conspiracy charges and such heavy sentences being weighed against them.
40:23So that was the kind of greater success for us,
40:25was kind of to disrupt all that wider offending as well.
