A political war has erupted as Chief Minister Bhagwant Mann alleged BJP's involvement in twin blasts in Punjab, while the saffron party leaders criticised the state government for its handling of cross-border threats.

00:21Good evening, Pakistan-backed elements are suspected to have been involved in twin blasts
00:27in Punjab earlier today. The first blast was reported near the Border Security Force office in Jalandhar.
00:35It's the local headquarters of the BSF in Jalandhar and hours later another explosion was reported
00:41near an army camp on the outskirts of Amritsar, not far from the BSF office.
00:47In fact, in Jalandhar, a scooter that was parked near the BSF gate exploded in a very busy locality.
00:55Watch those images on your television screen. This wasn't far from the BSF headquarters.
01:00Eyewitnesses say the scooter caught fire after this massive blast.
01:06It triggered panic in the area. You can see people, they're running away to safety.
01:12One person is seen running away. His face has been caught on camera.
01:16Preliminary reports seem to indicate that there was a motorcycle-born assailant allegedly hurled some kind of an improvised explosive
01:27device at the site.
01:28And this area where the second explosion took place is barely 15 kilometres from the Atari-Vaga international border in
01:38Punjab.
01:39There are CCTV images that have been recovered. There's CCTV footage from Jalandhar.
01:46And these images have been accessed by India today. They show you the exact moment of the explosion.
01:52You see a blast. You see the explosion. And instantly debris is flying in every direction.
02:00This man standing near the scooter is seen running away after the blast.
02:04Now, officials suspect some of the scattered fragments could be a part of the scooter itself.
02:09And were these bombs or the IED kept on that scooter? Some kind of a tiffin blast?
02:15The Punjab police say there are indications of an ISI, Pakistan ISI-backed design with suspected Khalistani elements involved in
02:25carrying out this attack.
02:26And these aren't just sources who are saying it.
02:29The director general of the Punjab police, Gaurav Yadav, he indicated a cross-border link aimed at disturbing peace in
02:36the state.
02:37He, of course, warned against creating that impression that there was unrest in Punjab.
02:42He says, do not try and create that false impression.
02:46Forensic teams are currently on ground. They have collected crucial evidence, especially from the Jalandhar site.
02:51The NIA, National Investigation Agency, has stepped in.
02:55Their teams have visited the blast locations. They're assisting in these investigations.
02:59Now, even as these investigations gather pace, there is a political battle that has intensified.
03:07Punjab Chief Minister Bhagwant Maan of the Aam Admi Party has accused the Bhartiya Janata Party, the BJP, of having
03:15a role in these blasts.
03:17He has alleged a larger conspiracy ahead of elections in Punjab.
03:21Bhagwant Maan claims the BJP has a history of triggering unrest in poll-bound states.
03:30Both the BJP and the Congress have actually hit back.
03:33The BJP has very strongly reacted to his allegation.
03:37They've hit back at the Chief Minister, challenged him to either prove his claims or resign and stop making immature
03:45statements.
03:46But before we get you more details of the investigations and the politics around it,
03:51India Today's Punjab Bureau Chief Kamal Cheet Kaur Sandhu and our team get you our top story.
04:05Two blasts, two cities, one chilling message from across the border.
04:10And a government that seems more interested in pointing fingers at the opposition than protecting its own people.
04:18On the anniversary of Operation Sindur, twin explosions rocked Punjab.
04:23First near the BSF headquarters in Jalandhar, then hours later near an army camp in Amritsar's Khasa area.
04:30According to police sources, both the blasts were plotted by Pakistani handlers and carried out with the backing of ISI.
04:38But Punjab's state apparatus appeared to be focused elsewhere as Chief Minister Bhagwant Maan leveled big allegations on BJP.
04:47Maan alleged the blasts were a political conspiracy ahead of state elections and sought to downplay the alarming incidents.
04:55A claim that left even his own DGP scrambling to contradict him publicly.
05:01Punjab's top cop Gaurav Yadav called the twin blast a part of Pakistan's ISI design to create unrest in the
05:08state.
05:28This is part of Pakistan's ISI design to cause disruptions in Punjab.
05:34Punjab is fighting a proxy war against Pakistan.
05:40So we are going to be a synergic way of this investigation.
05:46The perpetrators are going to arrest the perpetrators.
06:04This is what is traditionally elected.
06:06He has a statement that he has the most
06:08from the state of the world.
06:10This is not the case of the Kurdish government.
06:12This is the case of the Kurdish government.
06:13It is that the government of the PM and the government of the DGP.

07:27he's launched a scathing attack on Punjab Chief Minister Bhagawan Taman,
07:31saying he's promoting Pakistan ISI's narrative by such kind of a response,
07:37that when the DGP of Punjab is saying this appears to be a Pakistan ISI black-back terror attack,
07:46especially around the time of the anniversary of Operation Sindur,
07:52you have Punjab's Chief Minister Bhagawan Taman giving a clean chit to Pakistan's ISI,
07:57but blaming the Bharatiya Janta Party.

10:22So it is not just Bhagwan Tmaan, the Chief Minister of Punjab,
10:26but also Harpal Chima, a minister in the Aam Admi Party government in Punjab,
10:31who is saying that the DGP has said nothing of this sort.
10:35The Chief Minister of Punjab blames the BJP.
10:38The minister says the DGP has said nothing.
10:40When you clearly hear the DGP of Punjab after preliminary investigation saying
10:46that this appears to be a Pakistan ISI backplot.
10:50And he is also giving the significance of the timing.
10:54This is the time when India was hitting Pakistan during Operation Sindur.
10:59So he is saying this is the time that these incidents are taking place.
11:03Is there a deliberate attempt, Raghav Chadha of the Bharatiya Janata Party asks,
11:08to give Pakistan's ISI a clean chit by Bhagwan Tmaan,
11:12the Chief Minister of Punjab and his ministers.
11:15But this latest twin blast in Punjab, it's once again put the spotlight on a very familiar and a very
11:22dangerous pattern.
11:24Pakistan's ISI using the Khalistani elements to target Punjab.
11:30Take for example on the 27th of April this year,
11:33there was an attempted blast on a railway track, dedicated freight corridor in Patiala.
11:39And that again exposed Pakistan ISI's Khalistani module with the arrest and recoveries.
11:46And that again, sources say very clearly, the money trail points to handlers overseas.
11:52A few days before that, again in the month of April, there was a blast,
11:56this time outside the Punjab BJP headquarters in Chandigarh.
11:59Preliminary investigations indicated a module that was backed by Pakistan's ISI.
12:04Funding again came from overseas.
12:06April 2025, there was a blast outside BJP leader Manoranjan Kalia's residence in Jalandhar.
12:13And that led to the arrest of an accused with Khalistani links.
12:17The NIHR sheeted four people, including some suspected Khalistani operators.
12:22In March 2025, a temple wall in Amritsar was damaged.
12:25Again, there was an improvised explosive device.
12:28Police once again said, these are Khalistani elements.
12:31And there is this particular module that they're talking about.
12:35September 2024, a grenade attack on a retired police officer's house in Chandigarh.
12:39Again, traced back to these same Khalistani elements.
12:43The blast was linked to an ISI-backed terrorist, Harvinder Singh, alias Rinda,
12:48of Babbar Khalsa International, a US-based Harpreet Singh,
12:53and US-based Harpreet Singh, alias Happy Passia.
12:56Now, I want to quickly cut across to India Today's Punjab Bureau Chief, Kamarjit Kaur Sandhu,
13:03who joins us with the latest.
13:04Kamal, you've been speaking to your sources in the police and the intelligence agencies.
13:09You were the first to access these CCTV images.
13:13What are investigations, what have investigations revealed so far?
13:17And is there a link between the two blasts?
13:23Well, coming on the eve of the first anniversary of Operation Sindhoor,
13:29remember, 48 hours were to go for Operation Sindhoor anniversary,
13:33and that's when the blast have occurred, and there's security establishments,
13:36the BSF headquarters in Jalandhar, and then it's the Khasa military camp in Amritsar.
13:42What is pertinent is that there was intelligence available with central intelligence agencies.
13:46They had forewarned the BSF that there could be a possible attack by ISI-backed module,
13:52and they were on a high alert, and that's when this particular blast happened.
13:56The CCTV itself is a giveaway sign about how this plotting was done.
14:02A man who comes on a motorbike, plants something, and then in seconds, the blast is triggered.
14:09So this is what the Bode Suprenda really is.
14:12The Pakistan-backed ISI module looks at gaining traction from the social media newbie users,
14:22trying to influence them by lure of money, by giving them drugs.
14:26So this is where that is done.
14:29The other is obviously the hybrid module, where the terror gangster network really works.
14:34A small amount of money is given, and we've seen that in earlier of the modules,
14:38that 20,000, 30,000 money is paid off, and then a blast is triggered.
14:43So this is, money is a big lure besides the ideology bit.
14:48So this is where the terror gangster network at play.
14:51But pertinently, to mention the counterintelligence of Punjab police has been professional enough
14:55to crack down several of these.
14:57But most of them being the 533 kilometers of Western border Punjab shares with Pakistan means
15:04there's a free access of the drones, which sends in the ID.
15:08They send in enough of the arms and ammunition for something like this to be triggered.
15:14Aghast is the way that the politicians have been blaming a war of words.
15:18Perhaps the Pakistan ISI is having a last laugh.
15:21The blame game that they're seeing, where politicians are blaming political parties for this entire thing.
15:29Meanwhile, Punjab police has maintained that the Pakistan ISI modules were behind these dastardly attacks.
15:37But of course, investigation will show much more.
15:40There are already clues coming in from several CCTV.
15:43But remember, the Khasa area itself, 15 kilometers away from the international border.
15:49The Jalandhar area is the hinterland.
15:52So Pakistan obviously playing on those particular emotions,
15:56particularly at a point of time when they know there's an anniversary of Operation Sindhu taking place.
16:01We've already seen the CCTV module, where they are trying to look and locate
16:06the live CCTV footage of the military installation,
16:10something they were blindsided during Operation Sindhu.
16:12That was caught not just in Punjab, where the modules of Jalandhar and Kapoorthala came to the fore.
16:17We've seen earlier in Sonipath, in Ghaziabad, in Delhi.
16:21So they have been at it.
16:22And it's not something that they're going to stop.
16:25They keep changing their modus of renda every now and then.
16:29But obviously, with the focus effort of central agencies,
16:33as well as Punjab-based intelligence and their police,
16:37they've been able to avert many disasters as such.

16:43I want to cut across to Shashikant, former Director General of the Punjab Police,
16:48someone who served extensively in the Punjab Police
16:51and in India's external and internal intelligence agencies,
16:56studying the subject of terrorism and overseas funding for terrorism very closely.
17:02Sir, welcome.
17:03Your reading of the twin blasts and the timing of the blasts.
17:09Well, it's obvious that the blasts have taken place in Jalandhar and Khasa,
17:14that is, the army camp, in front of army camp and the BASA.
17:17And again, it's a fact that certain input had come from central intelligence agencies.
17:22And they were saying, the report said that Pakistani agencies in cohorts with Shehbaaz Bhatti,
17:27who is a Pakistani don, currently sitting in Dubai,
17:31he is trying to do something, number one.
17:35And secondly, like Kamaljit said, it's basically all money game.
17:38These persons sitting abroad, whether it's ASISI or whatever it is,
17:42they give small petty amounts to any person and they indulge in this exercise.
17:46And third, Kamaljit gave a good narrative,
17:49but again, she forgot about recently only this equipment that was recovered from Ferozpur
17:55as also Jalandhar Kapoor Thala belt.
17:58Obviously, it was meant at, again, causing certain sabotage on the railway lines
18:03and these railway lines are very important.
18:05One going to Ferozpur and second, one going to Amrishan, all those areas.
18:09And lastly, I'm surprised, whether to believe the intelligence agencies or the CM,
18:15or maybe the Punjab CM does not have the intelligence agencies, Punjab intelligence under him.
18:21They are making contradictory statements.
18:22I'll come to the Punjab chief minister in just a moment,
18:24because this is far too serious, you know, to be left to political leaders like Bhagwant Man
18:30to weigh in on, especially when it's national security that's involved.
18:35I want to understand from you, sir, you named Shabash Bhatti in Dubai.
18:41How is it that these elements are able to send funds to India?
18:45Is it through some Havala network?
18:48How is this funding happening?
18:49Why is it that the agencies haven't been able to curtail, one, funding,
18:53and two, the availability of manpower on ground to these elements?
18:58It is the worst in the shocking part.
19:01This money trail has been going on for ages now, several years now.
19:05But none of these, none of the operations by any of the intelligence agencies and we have an innumerable in
19:10our country,
19:11they couldn't find out any of the trace of this money which is coming in from Dubai,
19:16from Pakistan, from maybe the section of diaspora.
19:19And again, like I say, it's a money game.
19:22Big fish, I'll call it big fish, because still we don't know who are the main sponsors.
19:26They give petty amounts to the lower-level operatives.
19:30And instead, they get lots of chanda donations in the name of Khalistan,
19:34that, hey, keep the flag up and we are going to give you as much money as you want.
19:38So basically, it's a money-spin game in which these poor guys who are sitting here in Punjab,
19:44they get targeted and they indulge in this kind of action for petty amounts.
19:48Otherwise, we all know, there is no Khalistan, no such demand in Punjab.
19:53It never was.
19:54It was always had come from Pakistan, right from 1930s.
19:59That is the first time when this demand for a Sikh state had come up,
20:03then after the independence, later on.
20:06Absolutely.
20:06Now, the Director General of Punjab Police, and you know him well, Gaurav Yadav,
20:11he specifically spoke of a Pakistan-Punjab ISI link.
20:17He specifically spoke of the timing of the blast, linking it to Operation Sindhu's anniversary.
20:23But you have Punjab Chief Minister Bhagawan Tman, who is hitting out at the Bharatiya Janata Party.
20:29Does the Chief Minister know something that the DGP does not know?
20:33Or does the DGP know something that the Chief Minister chooses to ignore or has not been informed?
20:39Well, I'll bet on Gaurav Yadav any time.
20:42He is a person and a Punjab intelligence system that,
20:45you have to couple with the reports which have been coming from the Central Intelligence Agency.
20:49They all indicate Pakistan, how they have been planning.
20:51That's why the alerts had come from Central Agencies to BSF and to certain other places,
20:56that, hey, be careful, it's going to happen.
20:59But again, like politicians, frankly, I never know.
21:02I could never bite well with any of the politicians, sorry for saying that.
21:06Because I'm a professional, Gaurav is a professional.
21:09We know and we talk on the basis of the reports, the intelligence, information, etc. which can't say.
21:15That's what I'll say.
21:15So when the Chief Minister of Punjab, Bhagawan Tman, blames a political party and not Pakistan's ISI,
21:25is he virtually giving Pakistan's ISI a clean chit?
21:29And is he weakening India's case to gain political brownie points in your appreciation, sir?
21:36I'll say the brownie points are here in India.
21:39Stand by our country, be nation-minded, we believe in India, believe in its intelligence agencies,
21:45police apparatus, other government machinery, and I think that is what I'll, that's where I'll bet on.
21:51And politicians, well, I won't say much about politicians, because I've already been in massive trouble
21:55because of the politicians, because I've been outspoken.
21:58So I will not speak anything about it, but I'll say I believe our intelligence agency, I believe our system,
22:03I believe that whatever information intelligence comes from in our sources, intelligence circles,
22:10both local and government of India, and again, last year I'll say Gaurav is a good guy,
22:15and I know what kind of intelligence, how he recifers the intelligence.
22:19Intelligence which comes, it's not that you just, it's not information.
22:22Whatever intelligence comes, you have to cross-check.
22:24I have been in intelligence ages for long-term numbers of years.
22:26One information comes, then we try to tally it, other resources, and then the picture comes up.
22:32Hey, this is the picture, and that's, on the basis of that, central intelligence agencies,
22:36they send this information, intelligence reports to the state, and the states act on them.
22:42And it's basically a very good example of coordination between them.
22:46I think that we should continue, and I'll bet on Gaurav any time, like I said, sir.
22:51So clearly we expect our political leaders and Chief Minister Punjab to keep India first,
22:57and political interests perhaps can come a distance second.
23:01But can terror flourish without patronage, whether it's political patronage or financial patronage,
23:06whether in India or overseas?
23:08No, sir.
23:09That's because nothing happens.
23:11Study international terrorism, you'll find that there's a connection, there's a monetary angle there too,
23:17whether it's in this country or whether it's in the United States, America, anywhere.
23:21Nobody takes action for carrying out any operation required immense amount of money.
23:26Planning, resources, intelligence, information, and it's not the work of one person.
23:32It requires massive amount. That's why we have special funds for the intelligence operation of apparatus,
23:38so that we can get information.
23:40So without money, something we cannot have.
23:41If these are two blasts that have taken place, sir, two blasts,
23:44which means it would have taken more than one person to assemble these improvised explosive devices,
23:50different people to place them at different locations,
23:52would there be a signature on these IEDs of the bomb maker,
23:59and from the debris recovered, would it be possible to identify the bomb maker,
24:05the IED maker, from the ingredients, what kind of a terrorist organization uses those kinds of materials?
24:11Certainly, sir. The kind of explosive which the forensics must have taken,
24:15that has to be compared.
24:16Whatever fragments of metal and other things were there, they have to be matched.
24:20And somewhere, because whenever these IEDs are manufactured,
24:23or maybe it was grenade, that all has to come what exactly it was.
24:26But it's always possible to check up, to compare the metal, to compare the explosives,
24:32the kind of explosive that were used.
24:33Certainly, it can be, and it has to be, and it will come out very soon, I'm sure about it.

25:08Politics of Bhai, politics of fear have been defeated since the BJP.
25:13On the other hand, Mamata Banerjee is now planning to move the Supreme Court against the West Bengal verdict.
25:22That saw the BJP rise to par with 208 seats and end TMC's 15-year rule in Bengal.
25:30Trimul Congress sources telling India today, Mamata Banerjee is getting the paperwork together to approach the Supreme Court.
25:39And she is doubling down on her claim that these election results were rigged in BJP's favour.
25:48Trimul Congress sources say Mamata Banerjee has decided she will not resign as Chief Minister because this is her style
25:56of protesting against the verdict of the people of Bengal or against the verdict.
26:03And she is daring the centre to impose President's rule and let that go on record.
26:12The winning TMC candidates have also been instructed to remain in their respective constituencies.
26:18They have been directed to tackle any violence.
26:21Abhishek Banerjee, we are told, has taken up this point further, saying this is the TMC's way to protest against
26:30the election that the TMC insists was forcibly taking away their mandate.
26:38On the other hand, Bharatiya Janata Party's Shuvendu Adhikari, after a meeting with West Bengal Chief Election Commissioner, has pledged
26:47that the government that will be sworn in will reopen all the files of post-poll violence, post-2021 poll
26:58violence during the TMC regime.
27:01And Shuvendu Adhikari is very clear, not one perpetrator of violence will be spared.
27:07The series of crimes against women that were reported, he says, they will be investigated.
27:14Assam Chief Minister, Hemant Biswas Sarma, in an exclusive interview to India Today, Anastak spoke of how people from Bengal,
27:22BJP voters, had to flee to Assam once the poll results were out.
27:26Why? Because it was that atmosphere of bhai, that atmosphere of fear.
