02:18Lacey and I are heading to southeast Tulsa in reference to a homicide that just went out.
02:25The preliminary reports that I'm hearing is that this guy got shot in the chest.
02:31Detective Jason White will lead the investigation, Tulsa's third homicide of the day.

03:21The victim is Fedro F-E-D-R-O, last name Givens.
03:28Eighteen-year-old Fedro Givens Jr. was born in Muskogee, Oklahoma, and raised in Tulsa.
03:34The youngest of 15 siblings, he was visiting his sister who lived in the complex.
03:40A recent graduate of Union High School, Fedro had just enrolled in classes to become a truck driver.
03:48What we had is the victim sitting here with three females.
03:51One of them was his girlfriend.
03:53Okay.
03:54Two males walk up.
03:56They walk right up to where the victim's at, probably just like right around in here.
04:01They engage in a conversation that probably doesn't last for more than 10 seconds.
04:06And according to the witnesses, the suspect pulls out a pistol and shoots him.
04:13It looks like three shots.
04:15Fedro was shot three times in the chest.
04:19Got one round right here, round right there, round right there.
04:25CSI finds three 9mm casings.
04:29Some witnesses thought that they saw the suspects potentially go into one of the buildings that they have locked down.

04:40When we got here, there was probably 30 or 40 people out here.

05:56The witness says she was sitting under the gazebo with Fedro, his girlfriend, and another friend.
06:02We saw the boy in the gray hood and then his friend.
06:05When a black male in a gray hoodie and a white male approached them.
06:10He walked up to us and then they asked Fedro.

06:29And Fedro, he was like, yeah, and that's when the boy began to turn around.

13:22A resident of the complex found a gray hoodie in a drainage ditch
13:26a hundred yards from where Fedro was shot.

13:37because the sleeves are inside out on it.
13:39So somebody has shocked that real quickly.

14:32When they called my husband's phone to tell him that he was shot,
14:36I was just totally taken back.
14:40I know people say it's cliche that you never thought it would be somebody in your family.
14:45But I never thought it would be my son.
14:51I miss him.
14:52I miss him walking in the door and tall as he was, come and sit on my lap.
14:57Then all the kids would get jealous and tell him, get off, you too big.
15:00But he would say, it's my mama.
15:03It's my mama.
15:05He was my baby.
15:07He had just started working at a new company.
15:10So he was excited.
15:11He had a lot of hopes and dreams at that moment.
15:14He had a girlfriend that he just adored.
15:16And he was only 18 years old.
15:19But at 18 years old, oh my God, he made an impact.
15:23He loved people from young and old.
15:26I had so many teachers email me, call me, text me.
15:30They said he was always a joy.
15:33It was humbling to know that the way I thought he was, was how he was out there.
15:39He had a great life.
15:42But I feel sorry that his life was taken too soon.

15:57Seven hours after Federal was shot and killed.
16:00We're going to have to go to the eighth grade union and say, who are these kids?

16:07So that's going to be one of my first stops is to go to union schools and try to visit
16:12with a counselor to see if they can maybe tell us who they are.
16:17So we'll see what tomorrow brings.

19:18Union high school security officers gave detectives the name and photo of an 18 year old senior whom they believe
19:25is the white suspect.
19:27And they said, yeah, he's a troubled child.
19:29He has a lot of problems.
19:31On the surveillance video, when you see him, he's got his left hand in his left pocket.
19:36And they said, yeah, he walks like that all the time.
19:38You can't change your walk.
19:40It's promising.
19:52The school gave us an address for this kid.
19:54And he lives very close to the crime scene.
19:57We need to go canvas the neighborhood and see if we can get any video of him coming and going
20:01wearing a Batman shirt around the time of the murder.

24:01With the Sussex being on foot, there's a likelihood that they were on foot in the vicinity earlier.
24:07So, just looking at video, trying to find them and hoping to get lucky.

37:51He says, as he and Caleb were walking through the apartment complex,
37:55Caleb spotted the victim sitting under the gazebo.
37:58So we walked up, and the dude gave him handshake.
38:03Caleb doesn't give him handshake back, so then I kind of knew there was something going, like some tension.
38:09He asked, you know, somebody.
38:12I didn't hear the name.
38:13He says, yes.
38:15He was just kind of standing there.
38:17And he just saw him three times.
38:20And so I started running towards the tree.
38:24When we get back to the house, I was like, okay, I got to call somebody.
38:26He says they ran across the street to Caleb's apartment, and he called a friend to pick him up.
38:32You guys get back to the apartment.
38:33There has to be some discussion about what's up.
38:36The only thing he said was, like, did I tell you that?
38:39That was what happened.
38:39And I was like, nah.
38:41He asked me to pee on his hands.
38:43And I was like, not peeing on his hands.
38:45Why were you wondering?
38:46Something to do with gun residue or something.
38:49Okay.
38:50What did he do with the gun?
38:52I don't know. I lived.
38:55Okay, did you see him with the gun before you guys went over there?
38:58Did he ever tell you why?

39:04Why didn't you call the cops?
39:06You stand there and watch a murder like this, and you didn't call us.
39:14I really hope that this is going to be an opportunity for you to change everything in your life.

39:25I think he's going to make for a pretty good witness.
39:28But the key to this kid is that that other kid is probably never going to speak to us.
39:33He's going to be able to say for sure, all right, he's the shooter.
39:37I wish I had some great answer to explain why he did what he did.
39:44It's incredibly disappointing.

39:48And unfortunately, we're not able to give her those answers because the suspect in this particular case, he's not going
39:54to give a statement.
39:56My heart goes out for her from one parent to another.
40:00It's absolutely tragic.
40:02Something is broken with this young man.
40:05We see it time and time again.
40:07A lot of these kids are so quick to just grab a gun and handle it that way as opposed
40:11to trying to discuss things and do a little conflict resolution here.
40:15It drives you crazy. It really does.
40:17Because every one of these detectives is up here that has had a case very similar to this where you
40:23have some young person that just trashes their life.
40:26And trash is not only his, but many others that are going to be affected.
40:32This didn't need to happen.
40:34And it's a sad situation.

41:06From the moment we come home from the funeral, I lay the obituary at the table.
41:11And it's like, you still got a spot.
41:13Still has a place here.
41:15It's almost so surreal that sometimes you wonder, did this really happen?
41:24To this day, I don't know why my son was killed.
41:27If he would just tell me, why did you shoot him?
41:32What made you that angry that you would pull the trigger that many times and kill somebody?
41:41I think one of the hardest things I had was thinking about sending a child to prison for life.
41:47It was something that I struggled with.
41:50I tried to reach out to his mom while we were living at court.
41:53We both took a loss here.
41:55You know, you have a son that's gone away from life, and I have a son that I'll never see.
42:01If you look at all the deaths and murders that we've had, and see how many of them were juveniles,
42:06it's been a lot.
42:08We've got to do something.
42:10As parents, we are detectives in our house.
42:13We have to monitor what's going on.
42:15We have to teach our kids more about anger management, and teach them how to respond, how to react.
42:20If we don't do that, this will be a repeat in somebody else's family.
42:26You can't reverse that bullet that you just shot out.
42:29And I can probably almost count and bet that that young man that murdered my son is probably sitting there
42:34thinking,
42:34I probably could have handled that differently.

42:36would have loved him anyway and make him feel so happy though. I really
