15:47and detain them or just let them go?
15:51We continually risk assess pursuits and, unfortunately, they don't always conclude safely.
15:58And sometimes they do end in collisions where people have serious injuries.
16:03And it's a fine balance of trying to do the right thing.
16:07Martin now faces several weeks of uncertainty as the investigation continues and while the suspects recover from their injuries.
16:18So this, for the driver, was a moment of madness that's resulted in a high-speed collision where serious life
16:25-changing injuries have been sustained.
16:28And, unfortunately, he's going to have to live with that moment of madness and now it's going to change people's
16:33lives forever.
16:34For me, the level of scrutiny goes from, I'm the good guy chasing the bad guy to, I've caught the
16:40bad guys, but now I'm being investigated to see if I've done anything wrong.

17:40wheel of a car and then drive when they're extremely intoxicated.
17:44Every year, around 57,000 people are charged for being over the limit for alcohol and drugs.
17:52After seeing first-hand the impact that they cause to families when it goes wrong and they end up hurting
17:58somebody, I've got no sympathy for them.

29:14Traffic cop Matt Cork is responding to a collision on the outskirts of Derby.
29:19So we're on the route to reports of an RTC car V child.
29:24There's some suggestion that a nine-year-old child has been knocked off and pushed by a
29:28bike car.
29:28And there's also some suggestion that the driver of that car is under the influence of
29:34alcohol.
29:35I believe at the moment the driver is still on scene.
29:40Around 300 children are hit by drivers under the influence of alcohol each year.
29:52It is dangerous, it causes loss of life, it causes serious injury, it causes heartbreak
29:56to families.
29:57Unfortunately, it continues to grow.
29:59My sister-in-law had a drink and drug driver go straight into the back of her at 90 mile
30:04an hour down the A38.
30:07It wrote her car off and it took a number of years before she got the confidence out behind
30:10the wheel on fast roads.
30:15As Matt arrives, the boy hurt in the collision is at the side of the road with his family
30:20and neighbours.

32:29And the car's just like he's not seen him, straight into him.

33:04From what witnesses are saying, it sounds like he might be under the influence of alcohol.

38:36I think drink drivers are quite selfish for putting other people at risk
38:40and putting their own, er, want for alcohol above other people's safety, to be honest.

38:53So, the legal limit for drink driving is 35.
38:55So, now it'll be a case of, er, interviewing him, er, finding out exactly what he's had to drink,
39:00when he's had to drink, er, how much he's had to eat, things like that.

39:08So, er, this interview is being digitally recorded.
39:11Tell me, you know, as much detail as possible about the collision and your actions before and after.
39:18Well, basically, it sort of came out of the blue.
39:20I just didn't see him.
39:21So, what did you do after the collision?
39:23Well, I got out, er, went back to the boy to ask how he was.
39:27Yeah.
39:28And, er, he sent it all right.
39:29Yeah, if it said he was, he said a head injury, I think he, if it said that, I would
39:33have stayed.
39:34I don't know why I came home and went to the pool.
39:37I can't believe I did that.
39:38I was just panicking, I suppose.
39:40So, when you went to the pub, what did you have to drink?
39:43Yeah, I had a pint of, er, San Miguel.
39:45So, when we were at the custody desk, he'd said, yeah, I've had two pints of lager.
39:50Right.
39:51We're certain then it's one pint, er, and ultimately when I, when I go into the pub and speak to
39:57them,
39:57they'll be able to confirm it.
39:58Yeah.
39:59Yeah.
40:01During the 45-minute interview, the driver tells Matt that he'd also had two pints of lager before the accident.
40:10Is there anything that you wish to add or clarify?
40:13Possibly it did have three, I don't know, but that's, that's, that's the only thing, yeah.
40:16So, yeah, just to clarify, then it was three pints.
40:19I don't know how to have.
40:20Right, OK.
40:21From here, you're going to be released under investigation.
40:24I'll obviously be seeing what we've had to drink there.
40:26Watching CCTV, looking at their till, their register, and bits like that.
40:32While the driver is released on bail, Matt's case now depends on a back calculation to determine whether he was
40:39over the limit at the time of the collision.
40:44Recent years have seen a 25% increase in drivers under the influence of drugs and alcohol.
40:52Drink and drug driving at the moment really is a massive, massive issue.
40:57Every single shift, perhaps two or three incidents in a 12-hour period, day or night, weekend, weekdays, it doesn't
41:05matter what time of year.
41:06And the issue doesn't seem to be going away.
41:11I've had 101 different stories, ranging from family bereavements to hard times at work.
41:17I'll be honest, there's no sympathy from me.
41:20These people have put themselves and other road users at serious risk.
41:25As a traffic cop, we have to be quite motivated to go and make the streets of Derbyshire safe by
41:31catching these drink and drug drivers.
41:33It's the worst and most selfish form of traffic offence that there is.
41:38So we invest a lot of time, energy and effort into going after these people because we don't want them
41:44on the streets.

42:04He had nearly ten times the minimum level of ketamine required for prosecution in his system.

42:13He pleaded guilty to causing serious injury through dangerous driving, drug driving, driving without insurance and possession of ketamine, cannabis
42:23and a knife.
42:25The driver admitted that he'd been at a party in a local town and he'd consumed a copious amount of
42:31ketamine.
42:32His thought process was that he could outrun the police.
42:36He was disqualified from driving for four and a half years and sentenced to three years and two months in
42:43prison.
42:43Stay where you are.
42:45OK, you broke your leg.
42:47All right.
42:47So you can't stand on it?
42:49The passenger spent three weeks in a coma and suffered two fractured legs.
42:54As a result of the collision, the passenger has got some seriously life-changing injuries to his legs.
43:02Following an investigation, traffic cop Martin Carter was cleared.
43:07There was no wrongdoing from me or any other officer involved.
43:11This type of incident is typical with the kind of misery that drug drivers can bring to their own lives,
43:17but more importantly to the lives of others.
