Coming up on insiders, budget preparation are heating up with the government announcing changes to the ndis and ruling out taxing gas exports.

00:01We're just a couple of weeks out now from what will be a critical budget for the government.
00:06It's already announced over recent days the big changes to the NDIS that will form the
00:10major saving in this budget, some $35 billion in gross terms it plans to save.
00:16A lot of the detail still to be worked out.
00:18The government is getting a tick for showing some courage here to bring this NDIS under
00:23control and the budget bottom line as well, but clearly there are great political risks.
00:27Many families deeply anxious right now about what these changes are going to look like,
00:32who will be on and off the scheme, what supports will still be there for those who are kicked
00:36off the NDIS.
00:38We'll discuss that this morning.
00:39We also know there won't be any higher tax on gas exports.
00:43There's been a lot of speculation, momentum, a campaign to tax those gas exports more to
00:48give Australians a better deal, but the feeling within the government is now is not the right
00:53time to do that.
00:53They don't think the gas companies are enjoying a big windfall right now, and they worry about
00:58upsetting regional partners as well by increasing any sort of tax on gas.
01:03There will, however, be some changes coming on property investment tax breaks.
01:07We'll take a look at what we can expect on negative gearing and capital gains tax discounts.
01:12Also coming up in a couple of weeks will be the Farrah by-election, a big test for our
01:16guest this morning, opposition leader Angus Taylor.
