01:47The biggest little city in the world.
01:50Casinos.
01:51Tourism.

01:54This is a very high traffic area because you can jump off of I-80 and then you're right in
02:01the middle of Reno's downtown.
02:03For decades, organized crime has used Washoe County as a major trafficking route.
02:10In recent years, that activity has intensified.
02:14Seated along the I-80 corridor, a major east-west freeway cutting across the United States.
02:21You kind of see everything.
02:23Drugs, money, human trafficking, sex trafficking.
02:26So, I mean, if you name it, it's been seen coming through on the corridor.
02:3215 minutes north of downtown Reno, sits the Washoe County Jail, home to one of the largest jails in the
02:39state.
02:39Second only to Las Vegas.
02:42Following in his father's footsteps, Sheriff Darren Balaam begins his day.

02:51That's my wife and I and then my dad and my father-in-law.
02:56We are second generation law enforcement.
02:58My wife's since retired, but I'm on my 31st year.
03:02She did 20 years.
03:03Her dad did 30 plus.
03:05My dad did 30 plus.
03:06So, it's been ingrained in us.

03:29This is the only jail for Washoe County.
03:32So, none through the year, and we've booked 13,000 plus.
03:35So, we'll probably hit by December, close to 15.

04:02People don't realize how massive our facility is.
04:06They're 16 units.
04:07So, there's a lot of square footage to cover.
04:10We can house up to almost 1,350 inmates.
04:15But when we hit about 1,200 where we're at now, we say we're at capacity.
04:19Because you have so many wide varieties of gangs in the Washoe County area that we have to separate them.
04:26Because what happens on the street, we'll roll into our jail.
04:32Fueled by Reno's 24-7 nightlife, the Washoe County Jail processes a high volume of DUIs and misdemeanors.

04:41But combating gang activity inside the facility is the jail's number one challenge.
04:47You have MS-13, Sereno gangs, Norteño gangs.
04:51You have the Hells Angels, the Mongols, and the Russia Mafia.
04:55Separating those inmates is a definite challenge all the time.
05:01We have a gentleman that just got booked in for the fifth time this year.
05:06He is a validated Sereno, but that's a good portion of the people that are in our facility.
05:12Unfortunately, that's just the reality.
05:14The Serenios, also known as Southerners, are a Southern California-based gang known for their strict hierarchy and violent rivalries.
05:24And wherever they operate, their long-standing feud with the Norteños follows.
05:30Norteños are an immediate gang rival.
05:34If a Sereno, an active Sereno, sees a Norteño, they will almost immediately or most likely attack them.
05:42In the Washoe County Jail, 75% of fights are gang-related.
05:47To reduce risk, gang classification, and separating rivals before housing is critical to inmate and deputy safety.
05:54We're looking at their hands.
05:56We're looking around their face if they have any insignia of gang affiliation
06:01so that these individuals are housed appropriately.
06:06Last year, the jail recorded 86 inmate fights and 26 batteries on staff.
06:13To maintain control, deputies enforced strict paramilitary rules under the sheriff's authority.

06:29We run a very tight facility here. We are big on our security.

06:39We set rules for a reason. It's not to be mean to the inmates. It's for their safety and our
06:44safety.
06:44And if they want to attack you, their body has to change and turn.
06:48So you hopefully will see that attack coming.
06:50You see these red lines. When they send inmates out, they know and they're always told, stop at the red
06:56lines.
06:57And so that's just, again, a safety for them, safety for our deputies.
07:00We're big on making sure that we all go to work and we go home safe. That is the key.

09:21With our first-timers, when you've never been here before, it's a lot to take in.
09:26From the moment they come into the port where they're getting searched and we're doing an inventory search,

11:31Unit 16, the men's pod, houses 144 inmates and a mix of gang affiliations, including Serenios and Bloods, groups that
11:42are known to coexist without conflict inside the jail.
11:45Another day being locked down, you kind of get used to the cell living in a way, though.
11:48You get comfortable being in here, and that's just the way it is.
11:51It helps you on your routine.
11:53In here, it's .
11:55But, I mean, mainly it's because we don't follow the rules, but in general, the rules are kind of petty,
12:02right?
12:03We can't have more than two toothbrushes or we get write-ups.
12:09Officers are preparing for a recreation period sometimes known as Thunderdome.
12:15All 144 inmates are released at the same time.
12:19The three officers on duty are severely outnumbered and must maintain strict control.
12:26So we're just going to pop every door and then have them stand by their door until they're quiet.
12:29And then when they're quiet, we admonish them and then they enjoy their tear.
12:32And then usually in five minutes, they lose 15 minutes.
12:33Because how loud and obnoxious they get, you can hear it all the way down the hallway through these glass
12:38doors and through the gorilla door at the end of the hall if you don't keep them quiet.
12:41You want to turn that TV down?
12:43You're going to hear a verbal articulation before you're going to see a physical one.
12:46So if we can hear two guys yelling across the day room, we'll be able to tell if they're going
12:50to fight before it actually happens.

13:57Due to a heavy Sereno presence and the intermingling of other gangs, jail politics rule daily life inside the unit.
14:05Race and gang affiliations dictate where inmates sit, who they associate with, and can determine who is protected and who
14:13is exposed.
14:13These rules are in effect for a reason, to kind of keep the peace.
14:19Issues always happen here and there.
14:22Sometimes it pops off.
14:24But it's nothing that we can't settle ourselves.

14:32Whoever the shot callers are will come together and then talk about, like, hey, there's an issue with this.

16:37makes light of their situation and then us having to relock and then us having to obviously

16:49With male housing, there are more gang issues like the Serenio issue.
16:54With female housing, it's more of a bullying type thing than it is politicking.
16:58There's a lot of this person smells, this person's not clean.

18:41allowing them to purchase personal items and food not offered by the jail's kitchen.
18:47For inmate Rodriguez, commissary is essential as she manages her pregnancy inside the jail.

24:57housing options to reduce the risk of conflict when they come in they get asked questions such
25:10as who do they used to affiliate with because this is mainly a serenio jail and so if they're
25:15northerners they're usually separated at least initially until classification can talk to them
25:20put it with a safe housing unit he's trying to drop out of his game he isn't trying to be
25:32a part
25:32of it anymore so with that he can't be around any active gang members just for his safety
25:53in the women's unit five months pregnant amanda rodriguez navigates daily life behind bars while
26:00awaiting her case pregnancy sucks because it does especially in the air she's going to put on birth
