Here in SA people with disabilities have urged governments to ensure that the NDIS overhaul does not come at the expense of participants amid uncertainty about how the new scheme will operate. The state government says it recognises the need for reform but says details must be worked through to ensure that state-funded services are prepared before the changes are implemented.

00:01More than 65,000 South Australians are supported by the NDIS and for many it's a lifeline.
00:09But proposed changes to the scheme, including the removal of participants, have left them concerned about the future.
00:15A lot of people out there are fearful about not only getting potentially removed from the system,
00:21but getting funding cut to things that are critical in their social wellbeing.
00:26Advocates have welcomed moves to crack down on rorting, but say reining in the scheme's cost can't come at the
00:32expense of those in need of support.
00:35What needs to be addressed is the fraud, is the providers out there that are not doing the right thing.
00:41For me, I don't know if I'd be able to return to the workforce, to be completely honest with you,
00:46without my supports.
00:47It will be up to the states to look after participants who are removed.
00:50The SA government says it will consider re-establishing state-based services that disappeared following the introduction of the NDIS,
00:57warning that the federal scheme should only be scaled down once the state's capacity is bolstered.

01:08Health services already cost South Australians billions each year.
01:12There's still work to be done on how this overhauled scheme will operate.
01:16But the state government is adamant it can't afford to put more pressure on a hospital network and a state
01:22budget already under strain.
