00:24by U.S. military forces that also led to the kidnapping of President Nicolás Maduro-Moros
00:31and also that left over 100 victims so far. He died in April 2026 after several months in the hospital.
00:41Today, Minister of Defense Gustavo Enrique González also posthumously promoted Colonel Elmer to Brigadier General.
00:52This also had been a moment, a very symbolic moment for Venezuela as the nation is paying homage
01:02to another of the martyrs that left the attack perpetrated against the nation, against their
01:08sovereignty in a genocidal action perpetrated on January 3rd. There is also the presence of his
01:16his family members, his wife as well as present there and as we have been informing, he has been
01:24posthumously promoted to Brigadier General as a way to recognize in the duty for the homeland,
01:32the protection as well of the homeland in the face of the most brutal attack perpetrated,
