The Opposition has changed its representation on Parliament's key financial oversight body following allegations of bias and misconduct against Janelle John-Bates.

She has been replaced by Vishnu Dhanpaul on the Public Administrations and Appropriations Committee, after a damning internal report raised concerns about her conduct during an ongoing inquiry.

00:00There has been a significant change to the composition of the Public Administration
00:04and Appropriations Committee, one of Parliament's main watchdogs over government spending.
00:11Vishnu Danpol is now a member of the committee, replacing Janelle John Bates,
00:15who has been withdrawn by the leader of the opposition. The move comes against the backdrop
00:21of a controversy that unfolded during the committee's ongoing inquiry involving former
00:26Health Minister Terence Dielsing. At a meeting earlier this month, the committee raised concerns
00:32about apparent bias after it was revealed that a written memorandum submitted by Dielsing
00:39contained tracked changes linked to committee member and opposition Senator John Bates.
00:45Metadata suggested she may have assisted in preparing the document before it was formally
00:51submitted as evidence to the committee. The issue was raised during deliberations where
00:56members expressed concern that such involvement could compromise the integrity and impartiality
01:02of the committee's work. Senator John Bates later admitted to making material changes to the document
01:08and assisting in its preparation, but indicated she would have to seek advice and respond to the committee.
01:16Further concerns also emerged about the alleged leak of confidential in-camera proceedings to the
01:22media, prompting an emergency meeting to address the matter and protect the integrity of the inquiry.
01:28In a special report, the committee described the conduct as serious, raising the possibility that it
01:33could amount to contempt of Parliament and recommended that the matter be considered by both the House and
01:40Senate. The report also confirmed that Senator John Bates would be removed and replaced, clearing the way for the
01:46appointment of the appointment of Dan Paul. The committee is continuing its inquiry with further evidence to be
01:52taken when the proceedings resume. The developments have placed renewed focus on accountability, transparency
01:58and the standards expected of members serving on parliamentary oversight bodies.
