00:35He is now pleading with the government to establish a dedicated legislative body
00:40to take firmer control of the sector and ensure proper standards are enforced.
00:45There isn't anything that is governing us as a opportunity.
00:53So it's like the wild, wild west or the wild, wild east, people just opening in residential areas,
01:00probably where Abao used to be, somebody will just see a spot,
01:04the owners will rent them out an area or their residence or whatever it may be, and bam, you open
01:10up.
01:11And that is very, very, very strong.
01:15Armstrong tells the Morning Edition, if the authorities fail to act decisively,
01:20the lawlessness will continue.
01:22We are a dog, we are industry, a big dog without teeth.
01:27So people can do basically what they want, unfortunately.
01:32And unfortunately, stuff like this will happen until we get stuff, our stuff, our body, our organisation.
