00:00Police officer, data! Stop!
00:02The driver's making off.
00:04Derbyshire traffic cops.
00:05Pull over in here now!
00:07Might be game on for some of it here.
00:09It's just gone. Go, go, go, go.
00:12Patrol some of the country's most dangerous roads.
00:15Speed is 4-0. The vehicle's all over the road.
00:19Driving head-on.
00:20He's up the curb.
00:21Into danger.
00:22Just have warning markers for the firearms.
00:25Vehicle's done!
00:26Get out of the car!
00:28Wow. Gun.
00:29Designed to look like a mobile phone.
00:31Don't pull away, fella.
00:33With rising crime rates.
00:36Officers are under pressure.
00:38Stop! Get here!
00:40You're doing it!
00:41Come out here now!
00:42You're under arrest.
00:45Police!
00:46With lives on the line.
00:47We're going to need at least three or four ambulances.
00:51Is it fuel?
00:52Right, move away from this car now!
00:54The stakes are high.
00:56Is it looking good at the minute?
00:57For the traffic cops.
00:59We've flown 128.
01:00Eleven minutes past two in the afternoon.
01:02You're under arrest.
01:03I'm speaking of theft of motor vehicles.
01:05Ready?
01:06Do not run!
01:07Smack the officer!
01:09Another problem!
01:10All right.
01:16Coming up.
01:18Yeah, now I've got a vehicle failing to stop.
01:21The traffic cops battling a huge surge in car cloning.
01:26Clearly they've been putting false plates on to try and mask it to ride into this vehicle.
01:30Tracking down thieves.
01:31There's contact, contact with that vehicle.
01:33It's parked up.
01:33It's petrol station.
01:35And closing in.
01:36Just watch who comes out this door.
01:37Don't let them out this door.
01:39Who's with the Audi out there?
01:40On criminals on the run.
01:43Make your vehicles on clone plates, all right?
01:45It's been stolen.
01:45No comment.
01:47OK.
02:00Oscar Tango units have got reports of a cloned vehicle.
02:04Have I got any units in the vicinity that can attend, please?
02:07Acknowledge your name.
02:08OK.
02:10I'm 4-7.
02:11I'm going to check the co-op car park.
02:14Near Derby, traffic cop Andy Swift is responding to a police camera alert for a cloned car.
02:21It obviously could go anywhere from where it's hit.
02:24Cloning is where a vehicle's registration number from a legitimate car is stolen or copied
02:30onto another car to cover up criminal activity.
02:34I'm 4-7.
02:35It's not in the co-op car park.
02:39It's one of the UK's fastest-growing crimes.
02:44I would say a good proportion of them are stolen.
02:46The drivers usually haven't got any documentation, insurance, licence, etc, etc.
02:50Or they're driving it around usually to commit further criminality.
02:53So with any clone, we always err on the side of it.
02:56It's just going to fail to stop.
02:58A few miles away.
03:00An 8-10-0-4-9.
03:02I'll go back and help Swift with this.
03:04I'm black-out, E3.
03:07Traffic cops Chris Wells-Jackson.
03:09Yeah, it's that one that I put on this morning.
03:11Oh, is it what you put on?
03:13And Devon Scarborough are also on the lookout.
03:17The scale of vehicle cloning at the moment is absolutely ridiculous.
03:21There's a massive cost of living crisis and I think it's forcing people to do things that they wouldn't normally
03:28do.
03:31Just hit again.
03:36Yeah, we're within a couple of minutes.
03:42There's contact, contact with that vehicle.
03:44It's parked up.
03:44It's petrol station.
03:46I should be able to block it in there.
03:47Someone's just turned around and looked at me.
03:54What's running through your head is that person up on sight, are they going to try and drive off?
03:58Are they going to try and drive at you?
04:00So, first thing that I want to do is obviously get hold of the car keys.
04:03Because without the car key, you're not going to be able to go anywhere.
04:07All right, fella.
04:08There are two boys in the back of the car.
04:13But no driver.
04:15Just watch who comes out this door.
04:16Don't let it out this door.
04:17All right?
04:18As Andy searches, local officers block the entrance.
04:22Who's with the Audi out there?
04:24Is it yours?
04:25No?
04:25Which car's yours out there?
04:26Because I'm going to check the CCTV.
04:27So is it yours?
04:28No?
04:30Will you just detain this woman here for us?
04:32For one minute.
04:33It's yours?
04:34Give us your hands, mate.
04:35All right.
04:36Just give me that one.
04:37No, we'll do.
04:38Just grab me.
04:39Can I get my kids out?
04:40No.
04:40Keep them there.
04:41Keep her there.
04:41Come with me.
04:42The suspect and the female are partners, and it's her children in the car.
04:47Mate, your vehicle's on clone plates.
04:49All right.
04:49It's been stolen.
04:50No comment.
04:51Okay.
04:52Sit in there for us.
04:53Are you disqualified?
04:55No.
04:56Have you got a licence?
04:57Yeah.
04:57Full substantive licence.
04:58Pass the test.
04:59I've got a full licence.
05:00Pass the test.
05:00Andy suspects the man may have attached fake plates himself to hide his movements.
05:06Who are the people in the car?
05:08No comment.
05:09So, whose is the car?
05:12Mine.
05:12Although it's clear the car has been cloned, and he needs to find out why.
05:17Well, these are like, we can sort it here and now.
05:18You don't have to come to the police station.
05:19As long as it's not nicked.
05:20No, because it's not stolen.
05:22Pull them plates off now, and it's fully insured on the other plates.
05:26Okay.
05:27It's not normal, is it?
05:28Well, I'm going to get arrested anyway, aren't I?
05:29Not if it's not nicked, we'll deal the ear.
05:33If it's just document offences, so you just drove it here, because obviously...
05:36Mate, pull them plates off and run the real...
05:38We're going to do that.
05:38We're going to check the VIN, aren't we?
05:40And you'll see that that's not a stolen car, and that it's taxed, MOT, and insured...
05:45That's fine.
05:46...in my name.
05:46Okay.
05:47The man reveals he's been using cloned plates to steal fuel.
05:50I stole some fuel in it.
05:51You've been nicking fuel?
05:52I've stole one to one time.
05:54I've got no money.
05:54Well, that doesn't make it right, does it?
05:56I'm not saying it's making it...
05:57I didn't say it makes it.
05:57No, I know it don't.
05:58Pull them plates off.
05:59I have to pay my fuel, don't I?
06:00Oh, I know that.
06:01So the sole reason behind it is that basically you're using it to unnick fuel.
06:04I pinched some fuel in it.
06:05Where was that from?
06:06Hello.
06:07I can't remember, mate.
06:07You must know where you've nicked fuel from, fella.
06:09Mate, I swear to God, I can't remember where it was.
06:10Well, what area?
06:12Andy's sergeant, Scott Riley, and Chris and Devon arrive to assist.
06:18Hi, mate.
06:21Devon and local officers run a check on the man's partner.
06:25You all right?
06:26And the children.
06:27Do you make sure he's not walking off, that's all?
06:30I'm telling the truth and the car's not stolen and they'll let me go,
06:33but we'll see, won't we?
06:35Is that your son and both of you kids?
06:37They're not my children.
06:38Oh, they're not?
06:39Right.
06:40As Chris searches the car, Scott checks the vehicle identification number.
06:47This vehicle's been used on cloak plates quite a lot.
06:49Two different sets that we're aware of over the last few days.
06:52Interestingly, there's some dual-sided tape in the car,
06:56and that's obviously recently used.
07:05So, there's the double-sided tape, it's clearly been used.
07:09And then, er, that's the genuine.
07:11Confirmed it on the VIN.
07:12So, these come back to a brand new BMW 1 Series.
07:17Most likely these are going to be stolen, we just need to do some research on our system
07:21to, er, to try and locate the victim.
07:24It's fluid out, sort of.
07:25Yeah.
07:26Basically, he's been using it to go on.
07:28He's said, I've done it because I'm nicking fuel.
07:30That's why he's on false plate.
07:31He says that the plates are stolen as well.
07:33What are we bringing him in for then?
07:34Fraudulent use of registration plate and theft of plates?
07:36Theft of plates?
07:37Theft of plates.
07:37Just take him into Ripley.
07:39It's Delplin then, isn't it?
07:40Yeah.
07:41Yeah.
07:41Take him for theft of the plates, because they're nicked, aren't they?
07:43And fraudulent use of a number plate.
07:45Yeah, yeah, yeah.
07:45Because he knows what he's doing, isn't he?
07:47Yeah, well, I'm going to breathalise him.
07:47He stinks of alcohol.
07:48Does it?
07:49Yeah, so I'm just going to let you do that now.
07:50Yeah.
07:52Ultimately, somebody's lost those number plates off their car.
07:55It's been reported as a crime.
07:56So the driver's going to get arrested on suspicion of theft
08:00from that motor vehicle of the number plates that he's displaying.
08:04We're going to seize the vehicle involved in crime.
08:07PC Swift's just going to do a breath test of the driver,
08:09because he smells of alcohol.
08:11And then I'm just going to have a word with the family
08:13and tell them they can get themselves home.
08:17When did you last have a drink?
08:18Last night.
08:19Coming up...
08:20So I've got a reasonable suspicion to believe
08:21you might have been driving motor vehicle,
08:21so I was prescribing it for alcohol, right?
08:23Therefore, you're going to be required to provide
08:23a sample of breath for analysis, OK?
08:25The fallout from a night of drinking.
08:28It must have been a hell of a drink last night.
08:32And officers on the hunt...
08:34I reckon we're taking number plates off.
08:36They were doing something you've got to torture, hadn't they?
08:37..for more thieves in cloned cars.
08:40It's clearly used there as a weapon, isn't it?
08:42Whether they'll use it is a different story,
08:44but you won't want to find out, would you?
08:58Who's this the Audi out there?
09:00One minute.
09:01It's yours?
09:02Use your hands, mate.
09:03All right.
09:04Just give us that one.
09:05During a crackdown on cloned cars linked to crimes across Derbyshire...
09:09Mate, your vehicle's on cloned plates, all right?
09:11It's been stolen.
09:12..the traffic cops have arrested a man travelling
09:15with his partner and her kids on suspicion of theft.
09:19So I stole some fuel in it?
09:20You've been nicking fuel?
09:21I've stole one once.
09:22Right.
09:22I've got their money.
09:23Well, that doesn't make it right, does it?
09:24But before he's taken to custody,
09:27traffic cop Andy Swift suspects he may also be drink driving.
09:32When did you last have a drink?
09:33Last night.
09:33Last night.
09:34So I've got a reasonable suspicion to believe you might have been driving motor,
09:35if I was prescribing it for alcohol, right?
09:37Therefore you're going to be required to provide a sample of breath for analysis, OK?
09:39Right.
09:40Take, you know one of these before?
09:41Yeah, take a long deep breath, blow it until I tell her to stop.
09:46Come on.
09:47Blah, blah, blah, blah, blah, blah, blah, blah, blah, blah, blah, blah, blah...
09:49Stop, stop, stop, stop, stop, stop, stop, stop, stop!
09:53Fail, 84.
09:54Must have been a hell of a drink last night.
09:56Scott, DIC as well.
09:59But the man's more than doubled the legal limit.
10:02So at this time, OK, you're under arrest on submission of drink driving, OK?
10:05Driving a motorbike has a prescribed limit, it's all right.
10:07So you're not saying anything, but it may have defence mentioned.
10:09I won't question some fake signing court, if you're something, you know, it's all right.
10:11You're also under arrest for what's called fraudulent use of registration plates,
10:13that's fake plates, and also for theft of registration plates, all right.
10:18Luckily, we're going to go to Ripley, I think, from where we are,
10:20so we're round the corner, aren't we?
10:22So because he's a passenger in a car as a child with a drink driver,
10:25we have to do a public protection notification.
10:27That basically sends a notification to social services.
10:31It just means it's noted on file that it's there.
10:33I can't do hotels with Artie, kind of, what's happened's happened, aren't he?
10:37He's been riding this door frame for us, let me see it, sure, aren't he?
10:41He's not just a bit over, he's a lot over the drink driver at 11 o'clock in the morning.
10:45Let's go this way.
10:47What really angers me is he's got that little child in the car.
10:51You know, so he's risking his life, the lady's life, and then two kids' life,
10:56or to come get a bottle of pop from the local co-op, it's just outrageous.
11:01So watch out as you get in.
11:03Sound, all right?
11:04We'll be there shortly.
11:09It's a bit of a pain to clip, the footage, so you might get a few minutes more either
11:14side.
11:14That's fine, yeah, it doesn't matter.
11:18Inside, Chris gathers evidence.
11:22So we're just checking some CCTV to see if the person that we've got locked up for the
11:29drink driving has actually got out of the driving seat.
11:30Obviously, we suspected that he had at the time.
11:33However, just to make sure we tie up all the loose ends, we're just getting some footage
11:38to show him getting out of the driver's side.
11:41Perfect camera angle.
11:42Shows the vehicle driving into the forecourt, and then the male driver gets out of the driver's
11:48side, so it just ties it in nicely for us, in case he tries to say that it wasn't him
11:51driving.
11:55Perfect.
11:56Yeah, that's magic.
11:57Yeah, this all looks good.
11:58It's not enough.
11:59I'll cover it in a second.
11:59It doesn't understand.
12:00It's British summertime.
12:01Thank you very much.
12:02No worries.
12:04While Chris returns with the CCTV evidence, Andy's heading to custody.
12:11That was a massive bonus, them Amber Valley cops being there, getting something to drink,
12:14and they've stopped anyone leaving.
12:16And obviously, once I've detained the woman, because she looked very shifty, she knew what
12:19was going off.
12:22Obviously, the chaps owned up to it, so it made things a lot easier.
12:27He said he'd only had a drink last night, but I've probably been drinking all night, I'm
12:31having.
12:31In the car with him, there's been a couple of kids.
12:34It's just another part of life for him.
12:36He just goes out and about, as he does, one of them things, isn't it?
12:41Some people don't, obviously, operate to society's norms.
12:46That must be the quickest custody trip ever.
12:49Yep.
12:50Come here, don't fall out.
12:52All right?
12:53We'll follow my colleague through there.
12:55The suspect must now be retested for alcohol on the evidential breath test machine.
13:02Harder, harder, keep going, keep going, keep going, keep going, keep going, keep going,
13:09keep going, keep going, keep going.
13:14I don't get how I've blown out of my last drink at 11 o'clock this time.
13:19Hello, Sergeant. I'm 87 across the board.
13:23The legal limit for alcohol is 35.
13:26The driver's been put on the evidential machine, the intoxiliser.
13:28He's blown 87, so whatever comes with other offences,
13:32I've got no doubt he'll get a driving ban
13:33and obviously it's another Irish road user off the roads.
13:39After admitting to theft and being caught drink driving,
13:43the man is now facing a driving ban and a potential prison sentence.
13:59There were some side lights on.
14:02I think it was this one.
14:11With a spike in car theft across the Peak District,
14:15Andy and traffic cop Jack Pressland are always on the lookout
14:19for cloned cars with links to crime.
14:23Attention. Sonoma tech expired.
14:31I tend to find the main reasons that people will be driving a cloned vehicle
14:35are to trying to hide the fact it's a stolen vehicle
14:37and they know it's a stolen vehicle when they're driving it around
14:39and use it to commit further criminality.
14:42The number of cars that will get stolen overnight is definitely on the increase.
14:46Mostly it's proper organised crime gangs that will steal cars to order.
14:50Gangs will break into people's houses or steal them via keyless methods
14:53and they'll either be shipped abroad or more likely they'll be taken to a unit somewhere,
14:58stripped down, and the parts will be sold.
15:00As they pull into a residential street, a grey BMW speeds off.
15:08Just coming into Matlog, I've got a vehicle making off.
15:11It's seen us and gone towards Matlog.
15:13Can we get it on the list, please, and make...
15:15No, it might have been nicked.
15:17Potential stolen vehicle.
15:19As soon as it's seen us, it's done one.
15:21It should be a BMW 218.
15:26Lost the Tango Sierra 3 receiving, I know.
15:28Are you able to pass me the VRM, please?
15:31I reckon we were taking number plates off.
15:33They were doing something. They've got a torch on, hadn't they?
15:36And we've just come across them as they're doing it.
15:38I'm having that it's not going to be the occupants that are in that
15:41and the way they've took off upon seeing us.
15:45With suspects spotted changing plates
15:47and suspicions the car's just been stolen.
15:514-7 Sierra 4.
15:52Not too far away from you.
15:55Nearby, Team Sergeant Scott Riley joins the search.
15:59Just be aware, Scott.
16:00We're just going to go back to the location
16:02to make sure they've not just dumped it
16:03and want to, like, done a left raft.
16:05We've come out and dumped it somewhere.
16:07No.
16:13As Scott plays catch-up, the car disappears.
16:17I went to a bit of a lost, pal.
16:18Hmm.
16:20I don't know where it had gone.
16:22Hey, Tango 4-7.
16:24Is there a couple of bobbies allocated for Matlov to look?
16:28Is that right?
16:31Yeah, there's two going to the registered address.
16:34There's a good one.
16:35The air, Magi.
16:38While the team continue the search,
16:40local officers are dispatched to inform the owner.
16:44Hello, go on for Echo.
16:46We're on the rear of this property.
16:48We're getting no pipe to knock it,
16:49but we can see that the rear lock on the door
16:53and pull it off.
16:56Confirm brake.
16:57We'll get something crammed up,
16:58but I don't think I'm going to do it.
17:00If anyone's not monitoring Channel 20,
17:02it's been stolen.
17:04The back door's been broken into.
17:07With no one at home,
17:09it appears the thieves have broken into the owner's home
17:12and stolen the car keys.
17:14And then you're taking 4-0.
17:15I think we've got enough information now
17:17to get a stolen marker put on it, please, straight away.
17:21Yeah, received.
17:22Just doing that now.
17:24Force control run a further check on the BMW.
17:28Play cricket again, sir.
17:29Yeah, it's him.
17:30Actually, we've got our policy holder.
17:32Having grown up in the area,
17:34the owner is someone both Andy and Jack know.
17:37Play cricket again, sir.
17:39No, you're right.
17:40I can probably get in contact with him myself,
17:41Tango 47, if you give me a minute.
17:45Good wicket-keeper.
17:47The car that's been stolen is, bizarrely enough,
17:50a family friend of mine.
17:53So, unfortunately, the lad whose car it is is on holiday,
17:56which is not very nice.
17:57Anything behind to get your house brought into,
17:58but certainly not when you're on holiday.
17:59It's not exactly great, is it?
18:05Less than a mile from the victim's house,
18:08Scott spots something.
18:12At 8, 10, 10, 4.
18:14I've got that vehicle.
18:22Imagine, you've got it worse, sorry.
18:25So it has gone downhill.
18:27Has it?
18:27Yeah.
18:28So the sergeant has located the vehicle,
18:31parked up unattended.
18:34It's obviously absolute flown down the hill.
18:36I'm having they've got to be picked up. They've clearly come in a vehicle, haven't they?
18:40So I'm going to be getting picked up in one.
18:42We never know. We might see someone wandering.
18:48You know what? I hadn't clicked. It was this shape. I was looking for a different shape.
18:52I was looking for a hatchback.
18:53I was. I was looking for a hatchback.
18:55Are they trying to look for a tracker? What's that?
18:57I'm having that they're trying to find a tracker.
19:00Because they've all got one in them.
19:02Has he hit you something with that mirror?
19:04No.
19:04Yeah.
19:06Is that a footprint on the...
19:08Yeah.
19:08Of course, I'm not being funny.
19:10Somebody who owns a car like this doesn't stand on the seat.
19:14Well, it's freer. They've been looking for a tracker there.
19:16Yeah, that's what I'm saying.
19:18With a possible footprint on the back seat,
19:21the car will be recovered for forensic analysis before it's returned to the owner.
19:26Normally, you never see these cars again.
19:28So, at least in some positive, obviously, we always want to catch these people.
19:30But on this occasion, at least we've got the car back.
19:32So, the person that's vehicle it is will be at a minimal loss, which is good.
19:38Hopefully, there'll be some forensic opportunities.
19:40And hopefully, they'll be, ultimately, they'll get caught up to.
19:43Hey, look.
19:45They've even bought lock this snap with him.
19:47Put it in a Faraday bag.
19:49Lock this snap.
19:50With a pair of mole grips.
19:51Look.
19:51They know what they're doing, don't they?
19:52Oh, are they?
19:55Police cameras could provide intel on the missing suspects, with only a handful of vehicles logged in the past few
20:02hours.
20:04Matlock is quite rural, and I'm highly doubting that the actual offenders that have committed this are going to be
20:11local.
20:12Andy and Jack begin another search of the area.
20:15Yeah.
20:16What's he at this one here, though?
20:19Oh, yeah.
20:20You know, that was one of the ones that came in.
20:23Was it?
20:23From Burton.
20:25Yeah.
20:26You know, check them?
20:27Yeah.
20:28That's the one.
20:28That's the first one I checked.
20:31The moot car one.
20:35The car is one Andy identified entering Derbyshire earlier in the night shift.
20:41Swifty seems to think this one...
20:43That was the one that I checked that came in.
20:45Came in on ANPR, so we're just going to make sure that it's not a clone or anything like that.
20:49Yeah, I think I ran this one through, didn't I?
20:52It is a clone.
20:52Yeah, it is.
20:54And it's open.
20:56A check of the car's vehicle identification number reveals it's a clone.
21:01So, where we've initially seen this vehicle that's made off from us,
21:04when I've done some ANPR checks earlier on,
21:07I've found a vehicle that came in from Burton.
21:11We're with this vehicle now,
21:13in the same location it was made off and it's a clone vehicle.
21:15So I'm hoping it's going to be the one that's involved in this.
21:18It's a black BMW 1 series.
21:20I think they've come for a few holes on the pitch and put down the road,
21:25but it's clearly used there as a weapon, isn't it?
21:27We come, or members of the public, it's there for intimidation.
21:32Whoever they'll use it, it's a different story,
21:34but you wouldn't want to find out, would you?
21:37These were in the boots.
21:39This obviously adds up.
21:40I imagine that is going to be the genuine plate, so...
21:45An 81040.
21:47Found some plates in this car, can I pass you another VRM?
21:52Yeah, that's received.
21:54There's no reports present.
21:57Received.
21:58So it's not stolen.
21:59It's just what they're using to come and nick the nice cars.
22:02With Andy and Jack nearing the end of their shift...
22:05So are you OK to wait for it for us?
22:08Local officers arrive to wait for the cloned car to be recovered.
22:13The original plates for the car are in the boot.
22:16It's not stolen.
22:17So it's just for forensics, mate,
22:19because obviously there's water bottles, hats,
22:22and a nice 7-iron in the back, so...
22:26In celebration of the Masters.
22:29Right, we are off at five, if you don't mind.
22:31Get yourself off work. We're not off till seven today.
22:34Thank you, fellas.
22:41I'm happy that the person that stole that BMW 2 Series has come in this other vehicle,
22:47and then there's another party somewhere, probably in another vehicle, that's picked him up.
22:52And there's probably a third person that was ultimately going to drive that BMW away.
22:56However, that's obviously not gone quite to plan,
22:59so they've obviously just thought, we should get out of here as quick as possible.
23:02So they've just obviously left that black BMW and just made their way back.
23:06And ultimately, it's not a stolen car, which does surprise me to be fair.
23:09I thought it would be stolen.
23:10It's just going to be what we refer to as a bit of a pool car,
23:13where all the vehicle, they'll just use it to go out, commit crime,
23:17and obviously put a set of false plates on in the hope they don't get caught, so...
23:22There's a few items inside that hopefully Scenes of Crown will be able to use,
23:25and they'll be able to get any information they can from those items.
23:29Let me tell you, this will be the talk of the town in Matlock.
23:39Coming up...
23:40Yeah, now I've got a vehicle failing to stop.
23:43..after one failed break-in.
23:45They're in the process of getting it started,
23:47and luckily we've disturbed them in the process.
23:49The crooks strike again.
23:51These two suspicious males are in our fathers.
23:53Do some damage.
23:56Always well and truly stuck.
23:59And...
24:00We've found a load of number plates.
24:03A van linked to theft.
24:06They've definitely had them on at some point, haven't they?
24:07We've got sticky pads all over them.
24:09Forces the cops to act.
24:11Clearly they've been putting false plates on to try and mask to try and enter this vehicle.
24:34From Juliet 4-1, I'm about eight minutes away.
24:37Near Chesterfield, police dog handler PC Andy Shaw
24:41is responding to reports of two men tampering with a motorhome.
24:46We've still not got to be all around, but I think it's all white.
24:49Golf's not cold.
24:51Nearby, a suspicious car has also been spotted parked up near the scene.
24:57Yeah, 24. I'll keep monitoring.
24:59It sounds like there might be a theft in progress.
25:02There's mention of a white golf parked in a lay-by near to where they're
25:07apparently breaking into this camper van.
25:10It's estimated up to 4,000 camper vans are stolen in the UK each year.
25:16Often by thieves using cloned cars to hide their tracks.
25:20Camper vans and caravans, they're not unusual targets for criminals at all.
25:24They're high value.
25:25We get spikes of caravan theft coming into summer.
25:29People with camper vans are out, they're ready to go.
25:31They're not maybe as secure as they are in the winter.
25:35People want to buy camper vans and caravans to go on the holidays,
25:38so it's a supply and demand.
25:45That's a lay-by.
25:48Approaching the area...
25:50Yeah, with the golf now.
25:52Andy spots a white car.
26:03Yeah, now I've got a vehicle failing to stop.
26:08White golf, vans driver, fully marked vehicle.
26:11Initial pursuit train.
26:13For my name, pursuit is authorised.
26:16It's right, right, right.
26:19It's one up, white male.
26:26The traffic conditions are low, there's no pedestrians.
26:30When we went on that series of bends, I half expected to see that vehicle in the bushes,
26:35just the speed it was travelling and the nature of the bends.
26:37It's a temporary loss at the moment.
26:40It turned into a little bit of, can I find them before they've had time to make good their escape.
26:48It's a total loss at this present time.
26:53In less than two minutes, the suspect car has disappeared.
26:58I'd be lying if it wasn't frustrating.
27:00Obviously, I've come to work to catch criminals and catching someone in the act of crime
27:03and then arresting them, so to lose that, yeah, it's a little bit frustrating.
27:08I'm going to go back to the location, because I think the report was of multiple males.
27:12There was only one male in that car, just a male driver.
27:16It's coming back as a...
27:19Ah, there we go.
27:22Watch the drive.
27:24Andy returns to the scene of the attempted theft.
27:31Try not to sever an artery going over here.
27:35Any Oscar Juliet, 4-1.
27:38There is a confirmed break in this camper.
27:40It's got a smashed window.
27:41There's a brick on the floor.
27:45It looks like they were in the process of hot-wiring it, possibly.
27:49The panel's off under the steering wheel.
27:52The ignition barrel's been ripped out, that'll be somewhere in here.
27:56And then they're in the process of getting it started.
28:00And luckily, we've disturbed them in the process.
28:04Unfortunate for the owner.
28:05They've got a lot of damage to their sort out.
28:07I don't know what these are worth, probably.
28:10£25,000, £30,000.
28:12And obviously, it's people's pride and joy.
28:14It can be like the second home, you know, if they spend a lot of time away in it.
28:17So, to some people, it can be like having your whole house stolen.
28:22People who steal, specifically camper vans and caravans, they're usually not stealing them for themselves.
28:28They're stolen to order.
28:29A lot of them make their way out of the country.
28:31They either go over to Ireland or they'll go on to mainland Europe.
28:34A lot also go to Australia, where the value of those items are very high.
28:40In order to do that, that's some level of organisation.
28:43And ultimately, somewhere people are making lots of money out of it.
28:47Having received news of the break-in, the camper van's owner arrives.
28:52They've cut your steering lock off, I think, with an angle grounded.
28:55And then they've ripped all the wires out.
28:58Oh, there they are. Yeah.
29:00Not the tidiest of jobs.
29:03We've not caught anyone, but we've stopped them having it.
29:06We think there's probably three of them.
29:07Only one in the car.
29:11I can't promise you we'll lock anyone up for it, but we'll give it a go.
29:14But at least it's still here, eh?
29:16Yeah, it's a right load of aggravation.
29:19But that's not going to get fixed going away next week, is it?
29:25It is quite all setting, really, because I've got my pension in this motorhome.
29:30So, yeah, it is disappointing.
29:33The people who perpetrate these crimes, I don't think they think about the victims.
29:37They're just in it for the cash in their pocket.
29:39They don't contribute to society.
29:40They just make everyone's life a little bit more miserable.
29:45It's not just the fact that this gentleman's a victim of crime tonight.
29:48That's not going to leave him.
29:49He's going to be worried every time he leaves that camper van now.
29:56When you meet these victims, you think you become hardened to it, and maybe the general public think we stop
30:00caring.
30:01We don't.
30:03If we stop caring, we won't be out there putting ourselves on the line, trying to catch the criminals that
30:08do it.
30:15We've got units that start making their way to a break in progress.
30:19Each two suspicious mails outside the service station in Balaclavas.
30:24Yeah, they're about five minutes away.
30:2730 minutes later, there's reports of another attempted break-in nearby.
30:32Looks like co-op's been screwed.
30:34A load of lads in Balaclavas.
30:36Literally two minutes from where we've just been.
30:39Dispatches are thinking it must be linked to you for a tent theft that you were parked of.
30:43Ooh!
30:47Police believe the suspects, who have been spotted with a red Vauxhall, are linked to attempted caravan theft.
30:54The description we've got is all black, one in a hoodie.
30:59Average height and average height.
31:01Yeah, 24.
31:02Fit the descriptions from the early job.
31:04So I suspect this Vauxhall has picked them up, and now they're probably out committing crime again.
31:11Yes, sir.
31:15There was a job earlier where they disturbed some people breaking into a camper van.
31:20Traffic cop Sergeant Scott Riley joins the search.
31:24We've done some intelligence, and we believe a red insignia is linked to that crime.
31:30We've done some further work on the red insignia, and it's believed that's a clone vehicle.
31:35Police cameras pinpoint the red insignia near the caravan at the time of the attempted theft.
31:42The clone vehicle is last hit, so we're just trying to see if we can intercept the vehicle coming through.
31:50We've got traffic units, arm response units, and the dog units.
31:56So we've got every chance of being successful and trying to find it.
32:03It's strongly suspect we've got two suspects outstanding.
32:06If they run, then challenging dog will be sent.
32:10Dog handler Andy approaches the shop where the two suspects were sighted.
32:17There's no one there, local. I think the sergeant's got there, which would suggest they've moved on.
32:22Let's check the Tesco down here.
32:27Just in case you never know.
32:36Hey, he calls it.
32:37It's been...
32:38I've got my...
32:40... seat hanging and...
32:42... found a light through down the entire way, just sitting far with the trash deadhead.
32:47Jack's just let the car make-off from him.
32:51Nearby, PC Jack Presland spots a suspicious vehicle.
32:55Down here, the vehicle has been decamped.
33:01I can see a red vehicle pass at the junction, so spun on it,
33:06and by the time I've got up to here, it's disappeared,
33:09so it's been going very, very quick.
33:12Obviously, decamps, there's plenty of lanes about,
33:16so they'll probably be long gone, but we've got a dog unit here,
33:18they'll search and see if we can get a track.
33:21I'll take the dog in and look.
33:25While Andy deploys the dog to look for the runaway suspects...
33:31Good boy.
33:33There's a bit of Jack.
33:35Yeah, it's full of snuff.
33:37Traffic cop Alex Head takes a look inside the car.
33:41Lovely, nice DeWalt drill in here.
33:44That's something to keep him.
33:46Yeah, it's handy, isn't it?
33:49To do some damage.
33:51I think this is for cannabis grown.
33:54Yeah.
33:54These are pots for cannabis and that sort, that lighting.
33:57It's for lighting, yeah.
34:03Minutes later, the trail for the suspects has gone cold.
34:07It's a wild goose chase, isn't it?
34:10What's we got there?
34:11Gloves and DNA opportunities for a bottle.
34:15But the vehicle will be examined for any forensic evidence
34:18that could help identify its occupants.
34:21It's obviously a confirmed clone, so we'll get recovered and the cannabis products in the back will probably be destroyed.
34:29It's a job well done.
34:31I know that we've not got the person that we're looking for, but it's certainly frustrated their criminality for the
34:36night.
34:37Chalk it up as a win and his day will come.
34:43Coming up...
34:44It's catching on netting.
34:46Mate, that's not catching on netting, it's catching on that massive steel girders.
34:50A van with links to theft...
34:52It's got a load of rubbish in here.
34:54...gets stuck in a tight spot.
34:57It's obviously been involved in a road traffic collision.
34:59I'm going to require a sample of breath and sliver.
35:02Tongue out!
35:19To all Derbyshire units, stand by for observations.
35:222237 NA standing by.
35:24I've got a job at this end.
35:26There's a vehicle that's got stuck under the height restriction barrier.
35:30I know you're asking a two-three.
35:31You're received, not far away.
35:34On the outskirts of Chesterfield, traffic cop Craig Dawes is responding to a call about a suspicious van.
35:42So we've got reports of a vehicle being stuck under the height barrier at Tesco,
35:47so we're going to try and make his way there and see what we've got.
35:51Apparently he's still trying to drive under it.
35:56Police believe the van is linked to theft and using cloned plates to avoid detection.
36:02The first thing that goes through my mind is,
36:03is it going off to do with another theft from maybe supermarket or something?
36:07So it always gets those sensors tingling, thinking, you know, is this the one that we've been after?
36:13Yeah.
36:14Can we have local travelling?
36:16Yeah, local are travelling and there's two units travelling.
36:20Two, three, state six. Have they said whereabouts?
36:23Is the front or rear exit?
36:26Yeah, it doesn't say I'm a log on the face.
36:32You do think, have they made a mistake?
36:35Are they driving a vehicle they're not used to?
36:37It's not the front one, so we're going to have a look at the back one.
36:41You know, what are they up to?
36:44I'm with him now, you're all right?
36:47Oh, he's well and truly stuck.
36:49Well and truly stuck.
36:58How are you doing mate, it's all right?
36:59Bad choice mate, yeah, just bad choice.
37:01I would say, is it your vehicle?
37:04Yeah, it's my vehicle.
37:05Is it?
37:05Have you come all the way down here?
37:07Yeah, yeah.
37:07So how many times you hit it then?
37:09This is it, I've come to a start here, this is what I mean.
37:12Why have you come down here in a van that high, that's clearly too big?
37:16I know, right, but I thought, right, I took it steady, went on,
37:20and I got under the barrier.
37:21Your tyres are down.
37:23I've done that myself to get it, you know, I've flattened them myself.
37:26Right.
37:27You know, to try and get it.
37:28Yes.
37:28It's just a very, very strange one, because, you know,
37:31you can see from the outside that it's going to be very close,
37:33and he still chose to drive under.
37:36Mate, because of your behaviour and how you're looking to me,
37:39it may look that you may have been an influence or something.
37:41Have you taken anything today?
37:43No.
37:43Have you not?
37:44I've been at work.
37:44You've been at work, have you?
37:45I've been at work, yeah.
37:46Alright, do you want to just come and take a seat in my car, Bob?
37:48Yeah.
37:49This way.
37:51The driver will be tested for drink and drugs.
37:54Yeah, I know.
37:55We're just in a bit of a piffle with what's gone off, that's all.
38:00Right, okay.
38:04Do you take any substances like that?
38:06No.
38:06You don't?
38:07Because, obviously, you've been involved in a road traffic collision.
38:10I'm going to require a sample of breath and sliver.
38:12What I want you to do is stick your tongue out for me.
38:15Tongue out.
38:16Bit more, bit more, bit more, bit more, bit more, bit more.
38:19Good lad.
38:20Okay.
38:22See, once I've got past that point, I can get out then.
38:28Okay.
38:29Just blow into this until I say stop.
38:30Blow, blow, blow, blow, blow, blow, blow, blow, blow, blow, blow, blow.
38:34Okay, you have blown zero on the breathalyser.
38:36Yeah.
38:38While Craig waits for the results of the drug test, he takes a look at the van.
38:43It's catching on netting.
38:44I saw it.
38:44It's netting.
38:46Mate, that's not catching on netting.
38:47It's catching on that massive steel girder that's improved.
38:55In the area that it was located, we had had reports previous days of a vehicle fitting
39:00this description, acting suspiciously around properties.
39:03It's got a load of rubbish in here.
39:04Or it could even be from fly tipping.
39:07It's something they're up to no good.
39:09Oh, it stinks.
39:11A search of the driver's cab reveals more suspicious items.
39:16We found a load of, like, different number plates.
39:20They've definitely had them on at some point, haven't they?
39:22We've got sticky pads all over them.
39:23Clearly, they've been putting false plates on to try and mask it to ride into this vehicle.
39:28As soon as we see stolen number plates or number plates for different vehicles in the vehicles,
39:33it starts thinking, right, what are they up to?
39:36You know, you start looking a little bit deeper then.
39:38It's going to be an ulterior motive at this time.
39:40We don't know.
39:41So we're going to seize it under section 165, get recovered.
39:45We believe that he's using clone plates maybe to go around committing theft.
39:50The other option is he's been using clone plates to go and dump that rubbish fly tipping
39:54or, you know, chucking it in lay-bys and things like that.
39:57But we know he's got previous for theft of metals and scrap.
40:02After eight minutes, the results of the drugs test are in.
40:06He's come back over for cocaine.
40:08So he's going to be arrested for that offence.
40:13Right, mate, listen to me.
40:15Put your hands out, you are going to be arrested.
40:17And then that one in front of you.
40:19That way.
40:21So you're under arrest for driving a motor vehicle
40:26while over the prescribed limit for drugs.
40:29All right?
40:30As local officers transport the suspect to custody, Craig turns to the recovery of the van.
40:38He's been taken to Ripley where we'll do the blood procedure, get his bloods for drugs
40:43and we'll go from there.
40:46I'll stand up back.
40:51So the plan is to put some weight on this and reverse it back.
40:57That's definitely, that's definitely lower than it was.
41:01Say, if I had to have had that extra large chicken salad, we wouldn't have got this.
41:05Yeah.
41:07That's it.
41:10Yep, we're on.
41:13It's quite comical, really, because they spent the previous days trying to hide from police
41:17by changing number plates.
41:19And, you know, lo and behold, they go and get themselves stuck under a car park.
41:23So, really, they've handed themselves into us.
41:25You know, all that hard work that they've done the previous days has all come unstuck by,
41:28by just getting stuck.
41:32Now free, the van will be forensically examined for any links to the recent burglaries.
41:42Number plate cloning has risen by more than a quarter in the last year,
41:46and 10,000 innocent motorists received unexpected fines
41:52after criminals using their plates picked up penalty notices.
41:58The sole aim of somebody who's using a cloned car is to hide what they're up to.
42:02Something as a Rose policing unit we do take very seriously.
42:05We tend to find that if they've hidden the identity of a car,
42:08it's been done for a reason.
42:10When it comes to catching criminals that are cloning cars,
42:13we've got to be on top of our game.
42:15We've got to be looking at the ANPR data, interrogating our own systems,
42:20looking at the intelligence that's coming in.
42:21So we've got to be really proactive.
42:25My motivation is fighting this criminality because it's never going to stop.
42:29I've got to use my skills to make sure we can get hold of these criminals.
42:36In this episode...
42:38So at this time, okay, you're under arrest on submission to drink driving, okay?
42:41The man caught using cloned plates at the petrol station
42:45pleaded guilty to drink driving and theft of the plates.
42:49He received a 20-month driving ban and a £1,000 fine.

43:04Potential stolen vehicle. As soon as it's seen us, it's done one.
43:08The stolen BMW recovered by Andy and Jack has been returned to its owner.

43:20after their arrest on suspicion of burglary, the suspect was released without charge.
43:27The BMW suspected to have been used by the thieves as a getaway car
43:31was confirmed as a clone, but was not stolen.
43:34An owner has not been identified.
43:38It's right, right, right.
43:41It's one up, white male.
43:43The suspects in the cloned white golf, who fled after attempting to steal a motorhome,
43:49have not been identified.
43:52The runners from the red Vauxhall, believed to be linked to the same crime,
43:56also remain outstanding.
43:59The car was confirmed cloned, but forensic analysis could not directly link any suspects to the car,
44:05and the case has been closed.
44:09Your tires are down.
44:11I've done that myself.
44:12You know, I've flattened them myself.
44:14Right.
44:15You know, to try and get it.
44:16Yes.
44:19And the man who got his van stuck in a supermarket car park
44:24was not charged with any theft or number plate offences.
