13:09you know
13:10i'm thinking it's probably the same guys that shot up his apartment
13:14but my gut is telling me
13:16this is personal
13:18i'm you know hey listen
13:19we've got stuff to work with
13:21we need to check on those guys at the hospital
13:23i don't
13:23but i want to strike while the iron's hot with respect to the video
13:27video is paramount
13:35eight hours in
13:36i got that video
13:38detective pablo zuniga
13:40gets surveillance video from the complex where the shooting occurred
13:44pull this up
13:48our victim's car is backed in there
13:51the call came in at 129 this morning
13:55four minutes before the call to 9-1-1
13:59the car just went flying down there
14:04it's going to be a dark colored sedan of some sort
14:10looks like a four door
14:11the car just did a ue and came back
14:18if you look at the corner of the video the car stops
14:23yeah that's definitely going to be it
14:27here we go
14:29that's even bigger boy
14:32he's a big boy
14:34yeah

14:57you look really close
14:59guy number two
15:00you can see that he got in the backseat
15:04the second shooter gets in the backseat of the suspect vehicle
15:09somebody in the front seat
15:10yeah
15:11i think there's probably somebody else there
15:14they drove out there with a purpose
15:16and ticked off
15:32we got a good video of the the actual shooting itself
15:42i just wish we had tagged
15:44The team can't make out the license plate number of the suspect vehicle.
15:49Let's start looking at Flock. There's got to be a Flock over there on 21st.
15:54Detective Emery Ward checks license plate cameras near the apartment complex.
16:00This one was getting on I-44, 21st Street at like 2 in the morning.
16:04And finds a black Nissan Altima that matches the suspect vehicle, leaving the area minutes after the shooting.
16:13Nobody's that stupid to take their own car over there and do that.
16:16I don't know.
16:18Yeah, you never know.
16:20You looking at the video, I mean, that's the car. That's it.
16:23Good. Tell me who it is.
16:26Ward runs the tag number of the black Altima, captured on license plate cameras.
16:32Christopher Achtun.
16:34Okay.
16:36A-J-T-U-N.
16:40Let's see here.
16:42Eighteen-year-old Christopher Achtun has no prior convictions.
16:47That's definitely a real strong candidate.
16:50We're getting really close, but I want to know more.
16:56Then...
16:57Hello?
16:58Is this detective?
16:59It is.
17:00A tipster calls in.
17:02Mr. Victor, I think he knows that he wanted to survive. I could talk to him.
17:06But he had told me what happened.
17:08He says he spoke to one of the surviving victims at the hospital.
17:13He told me that he knows who did it.
17:16Seelock is what they call him.
17:18I found him on Instagram, and someone commented his name.
17:22He says someone referred to Seelock as Chris in the comments of one of his Instagram posts.
17:28James, I got your picture of the guy, but I don't know his last name or nothing about him.
17:32Okay.
17:33Thanks for calling me.
17:35All right.
17:36Bye.
17:37Okay.
17:38The tipster sends the photo of Seelock he found on Instagram.
17:43And here he is.
17:45I think it's hard, Chris.
17:48Seelock is Christopher Oktun, the owner of the suspect vehicle.
17:53We're like a couple of pebbles away from having enough to find him and grab him.
17:58Hey, Matt.
18:01Let's run to the hospital and see if we can learn.
18:13Hey, buddy.
18:14My name is Jason White.
18:15I'm a homicide detective.
18:18Detectives interview the surviving victim who spoke to the tipster.
18:22I'm really sorry.
18:24This is something you should never have to be a part of.
18:27Tell me what happened.
18:30I was in the infancy.
18:31We were smoking.
18:33I just looked up when I seen somebody on the video of me again.
18:38I just took a shot to go up.
18:41Did he say anything?
18:42I don't think so.
18:43I think he just shot.
18:46Had you ever seen him before?
18:48Yeah, I seen him before.
18:50He goes by Seelock.
18:53This is White.
18:54He shows White the Instagram photo of Seelock.
18:57It says he learned his real name is Chris.
19:01Had you ever met him before?
19:03Yeah.
19:04We were at...
19:05He says a few weeks ago, he was hanging out at the apartment of the deceased victim who was in
19:09the driver's seat.
19:11See who I came?
19:13When Chris showed up.
19:15He was up there yelling, come out, come out.
19:18I know you were my girl.
19:20They're basically beefing over a girl.
19:23He gives White the name of Chris's girlfriend.
19:26The girl just got in between and everything like that.
19:31So after that, it's all started getting, you know, like hatred towards Tony.
19:37You have any questions for me?
19:39Well, I'm just...
19:41I don't know if you're a girl.
19:42Well, you know what?
19:43With just like what you're doing right here, that helps me.
19:5412 hours in.
19:55He says that the one person to him looked just like Seelock, who he has learned as Chris.
20:03So that's good.
20:05That's good.
20:07We're going to go talk to this last shooting victim.
20:10Supposedly, he got released.
20:12And Margo sent the address.
20:14Hopefully, I can get some more info about the second guy.
20:22Okay.
20:30Hey, how are you, buddy?
20:32How are you?
20:34All right, so, uh, where were you seated in the cab?
20:38I was in the back, bro.
20:39You know, chilling, listening to music.
20:42And, um, that's when the dude walked up, lifted up the gun and started shooting.
20:48Did you recognize him?
20:50Yeah.
20:51Seelock.
20:52That's all I know about.
20:54Did you see anybody else with him?
20:56No.
20:57I just seen him.
20:59Man, I appreciate it.
21:00And I'm really thankful that you're alive.
21:03Me too.
21:11It feels like he TSD.
21:14You know, my neck got hit, and they missed my artery by, like, a millimeter.
21:20I was that close to dying.
21:23When I got out of the car, and she told my homies didn't get out, my friends were dying.
21:31That's really the hardest part of it.
21:34And it doesn't even feel real.
21:38I text them still sometimes, just hoping they would respond one day.
21:47I don't know why anybody would want to take somebody else's life.
21:52I just want everybody out there to just get the guns down.
22:0413 hours into the investigation.
22:07We were able to get an identification on Chris at June.
22:14He's the only one that both of the surviving victims inside of the car actually got to look at.
22:18So that gives us more than enough for PC on him.
22:22White will put out a bolo for Chris Actun and his black Nissan Altima.
22:26Now, the second guy, I don't know yet.
22:28But we've got one, and that's one is good.
22:38An hour later,
22:41I'm pretty sure it's him.
22:43Fugitive warrants officers spot Chris's Nissan Altima in Broken Arrow, Oklahoma.
22:49We're trying to get him to you.
22:51Copy, Adam.
22:56Right here.
22:59Jenny, I'll leave you behind here.
23:07Boy, I'm over.
23:10Boy, I'm over.
23:11Boy, I'm over.
23:11Boy, I'm over.
23:12Boy, I'm over.
23:15There we go.
23:22This ass is going with your hands when the officers can see you.
23:26He's got a gun to it, sir.
23:29He's reaching, he's reaching.
23:29He's reaching.
23:30He's reaching.
23:30He's reaching.
23:34There's the soldiers.
23:42Christopher, shift the gun down, step outside.
23:45All we want to do is hear your side of the story.
23:48As the driver steps out of the vehicle...
23:51I think it's just his hand.
23:53Raiden discovers he's holding a cell phone.
24:02It's not a suspect.
24:09Christopher Octoon is not behind the wheel.
24:14It's dad, I think.
24:16We're taking him into custody.
24:18We need to take him downtown and have someone talk to him as well.
24:29What a twist and a turn on this.
24:32It's not our target, Chris, but we've got the father down here.
24:38I don't think he speaks very good English, so we're going to have to do this translated-wise,
24:42but we're going to delicately get into it, and we'll see what goes from there.
24:51Hola.
24:52Hola.
24:53Mucho gusto.
24:54Yo no hablo mucho español, okay?
24:57Perdóname.
24:57He does.
24:58Detective Pablo Zuniga will translate.
25:02Yo no sé por qué.
25:04Yo no sé qué hizo de él.
25:06I don't know what my son did.
25:08Okay, well, take a breath.
25:10Tranquillo, okay?
25:12I'm not suggesting that you do know, okay?
25:15Yo no pienso que tú sabes lo que está pasando.
25:19We're both parents.
25:21My questions are super simple.
25:23Who is your son?
25:28Okay.
25:29So, so, so last night, was he, was he at home?
25:33No.
25:34Okay.
25:35Do you know where he was?
25:37No.
25:39Yo siempre lo digo, ¿qué haces de noche?
25:42¿Dónde vas?
25:47He says he and his family came to the U.S. from Guatemala in search of a better life.
25:53Good, good.
25:54Okay.
25:55So, last night, when did he actually take the car?
26:01What time did he bring the car back today?
26:07Did he come home alone?
26:10Okay.
26:13Has he ever seen his son with any guns?
26:22He says, a few months ago, they discovered Chris had a gun, and they called Broken Arrow PD to come
26:28and confiscate it.
26:30Did your son ever talk about maybe making a mistake last night?
27:01Okay.
27:05Do you have any idea where he may be now?
27:12He says he dropped Chris off at his girlfriend's house around 10 a.m.
27:17Where does she live?
27:24He gives White the girlfriend's address.
27:27If he did something, I would be the one that would call the cops to let them know.
27:37Good.
27:38I want to commend you for being cooperative with us.
27:41We appreciate that very much.
27:51I think the dad's being genuine.
27:54He was crying pretty hard.
27:57I think we've sent on his girlfriend's apartment.
28:00Fugitive Warrants will keep eyes on Chris's girlfriend's apartment in hopes of locating him.
28:06We don't want it to end up in an armed and barricaded situation with him and his girlfriend.
28:10I mean, this guy's just, he's involved in a double murder, and his last days of freedom are over.
28:16We need him picked up.
28:18We need him picked up.
28:27Two hours later, Christopher Oktun's family convinces him to turn himself in.
28:35I got to give his family some credit.
28:37They really were instrumental in making sure that this guy brought himself in and did it safely.
28:43Hey, Chris.
28:45My name's Jason White.
28:48The first thing I want to do is I want to congratulate you for making a good decision by coming
28:52down here.
28:52Thank you, sir.
28:54I met your dad.
28:55He loves you very much.
28:57Yes, sir.
28:58He does.
28:58He had shared with me that you were starting to confide with him about making a mistake.
29:04Yeah.
29:06So let's start off with just telling me kind of what started off last night.
29:12We're going inside the apartment.
29:13I was driving in.
29:14Mm-hmm.
29:15And then I turned around, and then I just see that dude.
29:20He says he spotted the man he's been feuding with sitting in the driver's seat of a Honda Accord.
29:25I was freaking out, man.
29:27I was freaking out.
29:29My mind just went crazy, and I was scared.
29:31Okay.
29:32But he was going to do something, so I just hopped down, and I just ran, and then boom, boom,
29:36boom, boom.
29:37I remember just pointing to the trunk, not to the window.
29:41Okay.
29:43And then I just seen him, like, driving, and boom, hit the wall, and I was just like, oh, no.
29:48I wanted to help, but like I said, I was nervous.
29:53I just wanted to scare him off so he didn't do something to me.
29:58Did you see anybody else in the car?
30:01I just seen two in the front.
30:03I didn't notice there were four until, like, I heard there was four teenagers in there.
30:07He says he learned about the other two victims from social media.
30:11Was there some kind of drama that led you over there to begin with?
30:14This first started with my female.
30:17She was able to.
30:18He says six months ago, his girlfriend cheated on him with a victim that was in the driver's seat.
30:25And then I had to beat him up.
30:27And then he just going out saying I'm a bitch, and then he started saying that he was going to
30:31get me, he was going to do this to me.
30:36So when you saw him, why the heck didn't you just get the hell out of there and leave?
30:39I was nervous, man.
30:40I always felt like he was going to get me soon.
30:43So I was like, if I don't do my chance right now, then soon I'm going to be dead.
30:50This is going to be a tough question for you.
30:52Were you alone or were you with somebody when this thing happened?
30:56I was with someone.
30:58Okay.
30:59Good, because I already knew that.
31:01Who?
31:16Angel.
31:18Angel Ibarra.
31:21Angel Ibarra?
31:22Yeah.
31:23We got together because it was his birthday.
31:32Angel Ibarra?
31:33Ward searches the database for the second shooter.
31:37He's got to trace his profile.
31:4019-year-old Angel Ibarra has a previous conviction for carrying a firearm under the influence of drugs or alcohol.
31:48He's had several contacts with us.
31:50Ward finds body cam footage of Ibarra recorded at a traffic stop.
31:55Let me clip it.
31:56And texts the photo to Farrell.
32:03Who's this?
32:05Oh, yeah, that's him.
32:06He's the guy that was with you?
32:07Yeah.
32:08And he shot just right along with you?
32:10Yeah.
32:12Was there anybody else in the car?
32:14No, just the two.
32:14There's cameras up and down there.
32:16You sure?
32:17Yeah.
32:18Nobody driving?
32:19I was the one driving.
32:20Okay.
32:23Did you ever shoot his apartment up previously?
32:25Oh, no.
32:29All right, buddy.
32:30Hey, I do appreciate you turning yourself in.
32:32That was the right decision.
32:36Can I get a hug, man?
32:37You want a hug?
32:39Man, I'll tell you what, I'm going to shake your hand.
32:42I'm proud of you for coming up here.
32:45That means a lot, okay?
32:47Sit tight.
32:53Man, we couldn't have asked for anything better today.
32:56I didn't anticipate him coming in here and telling us what happened.
33:00This is a good deal.
33:01One in custody, another one identified.
33:05Angel, I don't have probable cause to be able to make an arrest.
33:09We can't just go specifically on the main defendant's testimony alone.
33:14We're going to have to find some people to corroborate his story.
33:17I just have this feeling that he's not being completely honest.
33:21And one of the things that I think he's leaving out is I think that there's additional people in the
33:24car.
33:25All right, Stephanie, I'll call me.
33:26Sir, you're having a good deal, too.
33:27The number one priority tomorrow is going to be to go talk to Chris's girlfriend.
33:33Chris told us during the interview that the driver of the car that's dead, he was having sex with Chris's
33:38girlfriend.
33:40I think that the main reason for this whole thing is the girlfriend situation.
33:44She was there that night, and she made us flat out tell us, yeah, it's Angel.
34:00The next day, Detective Zuniga brought Chris's girlfriend down here so I can interview her.
34:06And she had her cousin with her.
34:08And the cousin may be an eyewitness as well.
34:12We'll talk to the cousin first.
34:16My name's Jason White.
34:20Tell me about what happened that night.
34:23We were drinking, of course.
34:26I was in the vehicle.
34:27She says she was hanging out with her cousin at a taco truck down the street from the crime scene.
34:33Angel, he comes in the car.
34:34He's drunk.
34:35I mean, really drunk.
34:37He had his gun on him.
34:39Oh.
34:39He was, like, slurring his words.
34:43He was trying to hit on me, and I was just like...
34:44Angel?
34:45Yeah, Angel, he got it.
34:47What was he wearing?
34:48And black hoodie and black jeans.
34:50Okay.
34:52Well, how many guys were in the car?
34:54Four.
34:55Angel, Chris, and two other guys.
34:57I don't know their names.
35:00When they went and we heard the gunshots, I'm just, like, in shock.
35:04And I'm just like, we need to go home.
35:07Yeah.
35:09Were you at the apartment when Chris ended up coming over?
35:13Yeah.
35:13Yes.
35:17My cousin, Chris, would, like, accuse her of cheating on him and let her go out.
35:22He didn't trust her to even go out with, like, family.
35:24Yeah.
35:25Just, like, a toxic boyfriend.
35:27Yeah.
35:27Did not like him.
35:30Yes, Jim.
35:31I'm like, if you get interrogated, whatever you know, you need to tell them.
35:36Very good.
35:38I'm glad to meet you, because you seem like you got your head screwed on right.
35:42I'm going to deal with her, and then we'll get you on the way.
35:45Sit tight.
35:54Okay.
35:56Game time.
35:57We're going to make this case even better.
36:03All right.
36:05White and Zuniga turned to Chris's girlfriend, who was accompanied by her mother.
36:10I talked to your cousin.
36:12She's a very nice girl.
36:13She said that she was there that night with you, and she had indicated to me that she saw
36:20the three other people that were in the car with Chris.
36:24Who all was in the car?
36:27Angel.
36:29Who is this?
36:31Who is this?
36:45Angel.
36:46He was the main one that was like, let's go do it.
36:49And then Chris, um, was like, let's go.
36:59All right.
37:00Who else was in the car with him?
37:02Just closing.
37:03She gives White the names of the other two people who were in the car.
37:08Is there anything else that I need to know?
37:11No.
37:11Okay.
37:13You done with him and taking him back home?
37:14Yeah.
37:15And thank you so much.
37:17Mucho gusto.
37:18Mucho gusto.
37:21We have Ibarra identified.
37:24That's what we needed.
37:25It corroborates what Chris said, and that gives us the probable cause to be able to make
37:29an arrest.
37:31As far as I'm concerned, everybody in that car is just as guilty as the other one.
37:35I don't care who pulled the trigger.
37:36I think that they all knew what was going to happen.
37:39But as it stands right now, the second guy is going to be Angel Ibarra, and we'll get
37:45a warrant out on him as soon as possible.
37:46And hopefully we're not going to be on a manhunt.
37:49Hopefully we're able to get a hold of him relatively quickly.
37:59As the clock winds down.
38:01We'll put surveillance on just so we can have an idea of the comments and goings, which...
38:07Yeah, that sounds good.
38:10Detectives in the Fugitive Lawrence unit scour the city for Angel Ibarra.
38:17Thanks for the help, man.
38:19I appreciate it.
38:20But he's nowhere to be found.
38:34Two months after Jet Brummett and the three other victims were gunned down.
38:40Angel Ibarra is down in Aguas Calientes, Mexico.
38:43Homeland Security investigators track Angel Ibarra to Aguas Calientes, Mexico and take him
38:49into custody.
38:50That's great.
38:51Now the next phase is going to be, we'll bring him back.
38:54We want to give him this chance to tell a story.
38:57And we'll go from there.
39:06Three months later.
39:09We're going to go meet Angel and see if Angel is willing to give us a statement.
39:14Angel Ibarra is finally extradited to the Tulsa County Jail.
39:18I'm not incredibly optimistic, but you never know.
39:27I'm going to give this a 15% chance.
39:31It's what he has to say.
39:34Minutes later.
39:38All right.
39:41We met Angel.
39:43He said, his attorney, told him he's not to talk.
39:46I said, okay, fine.
39:48Here's my business card in case you change your mind.
39:50But I think that the case is really rock solid.
39:55Chris told us what's up.
39:57I've got eyewitnesses that are out there that saw Angel go over there with them right
40:02before this.
40:03So we did talk to the two other people that were inside of the car.
40:06One of them is 16 years old.
40:08He ended up admitting to handing the gun to Chris, knowing that Chris was going to use
40:14this gun.
40:15Based on his statements and him providing the gun, he's looking at felony murder.
40:20The fourth individual, he just happened to be in the car at the time of this situation.
40:24So he's somebody that I think is going to make for a decent witness.
40:29I couldn't ask for a better case because I've got people that are involved that have already
40:33told what's up and they're trying to save themselves.
40:36You know, this kid, Jet Brumman, had nothing to do with any of this drama.
40:40He's literally an absolute innocent victim.
40:43It's tragic.
40:45That's what I'm going to say now.
40:47You know, I got to call the families.
40:50Yes.
40:51I hope that they feel that they've received justice.
40:55I don't know that you can really ever say that they get closure, but I think that they're
40:59going to feel like they got their day in court.
41:01And that's what I hope at the end of the day.
41:10To be continued...
41:12To be continued...
41:4130 miles away in Cleveland, Oklahoma.
41:45It's not been six months, and it's hard.
41:49Jet was always happy.
41:52He could make friends wherever he went.
41:55He was supposed to graduate this year,
41:59and he talked about joining the military.
42:03He was just a good kid, 18 years old.
42:07It's like a piece of your heart taking.
42:11What was a 16-year-old doing with guns and passing them out
42:16is what I'd like to know.
42:18I mean, now all these lives are never going to be the same.
42:24They took a big part of our lives
42:28because everybody loved Jet, and we all miss him.
42:32He didn't deserve any of this.
42:35So far, it's not just a piece of money,
