Foreign aid plummets in Europe: Which countries are slashing their funds?

Following years of aid growth driven by events like the war in Ukraine and COVID-19, 2025 saw the largest contraction on record.

00:00Global aid plummets as European countries slash budgets.
00:09The support given by the world's richest nations to poorer states, such as grants, loans or
00:15technical and logistical support, has plunged by the largest rate ever, down 23% between
00:212024 and 2025, according to the OECD.
00:25Leading the retreat, the US slashed its aid budget by an unprecedented 57%, accounting
00:32for the lion's share of the global shortfall.
00:35Together with cuts from other major donors, namely France, Germany, Japan and the United
00:40Kingdom, they account for 96% of the total drop in funding.
00:46This marks the second consecutive year of decline in foreign aid, with a further 5.8% contraction
00:54expected in 2026.
00:57Spain and Hungary are among the few countries that actually raised their contributions by
01:02a sizable 10.7% and 45.7% respectively.
01:08The others were Italy, Iceland, Norway and Denmark.
01:12EU institutions, meanwhile, also slashed their budget by 13.8%.
01:17Experts say that while this shift is politically understandable, it raises serious questions
01:23about the EU's capacity to sustain long-term partnerships and deliver on its external action
