00:03The boss of Notting Hill Carnival has said this year's event could not have gone ahead safely
00:08without a £4.6 million grant from the Mayor of London. Matthew Phillips,
00:14chief executive of Carnival Village Trust, which organises the street festival,
00:18told the press association that the Metropolitan Police have said that they can't continue in the
00:23way that they were, after more than 500 people were arrested over the two-day event last year.
00:30The grant, which was announced on Friday, will provide at least 1,000 more security guards,
00:36crowd safety experts, barriers and Wi-Fi to allow safety teams to communicate if they spot antisocial behaviour.
