06:19So it just gets brought in, and I don't think the guards actually do anything with it, because it's the

06:27So satchels are kind of, they're analogous to the laundry baskets in the laundry room.

06:32You know, they're like a carrier, right?

06:34It's used for the mail delivery service.

06:37So we just need to wait for some prisoners to come and work.

07:42So the mail only arrives once a day, so you get a big old backlog at six in the morning.

07:47So you can see what they're doing is they're gradually unloading mail from the mailbags and
07:52sorting it into stacks of sorted mail and then loading the sorted mail into these mail satchels.

09:47And a little bit of comfort and recreation, I think, is gleaned from mail.
09:53So it has a positive net effect on your prison.

09:56It's one of those nice big logistic systems that you can choose to invest in or not.

10:47And this prison was remarkable because it was kind of like the ultimate end point for abusive

10:53Every prisoner, locked up, solitary doors outside, no furniture in their cells.

11:00But actually, and the prison temperature are basically 100 degrees.

11:06But it doesn't matter because the prison is so locked down.

11:10When you've got the guard count.
11:10I mean, the guard count is insane, right?

11:12Guards with shotguns just rolling through here from, you know, whatever, you know?

11:16And that's what you have to do if you want to run a hellhole like this.

11:27And so I instigated the opposite end of the spectrum to this, which is a concept of prisoner
11:33privileges.

11:35So I'm going to load a different prison now.
11:37Let's say this one.
11:40So, since the dawn of time, since Alpha 1, prison cells consisted of a two by three
11:46zone.
11:47Yeah.
11:47With a bed and a toilet.
11:49Yeah.
11:49Hasn't it?
11:50Well, no more.
11:51Right.
11:51Well, because there was never any point in building anything more than that.
11:54Yeah.
11:54It didn't do anything.
11:55Now in this particular prison, he's built some bookshelves.

12:05And in fact, many things can improve the quality of a prisoner's cell.

12:29And it was a bit crap because they would use the TV.
12:33and they would gain some entertainment need from that.
12:36But there was nothing beyond that.

12:39But now I've tied it into a bigger concept of privileges.
12:44Now if I explain by showing you a new logistics screen called cell quality.
12:51Okay.
12:51All right.
12:52Now here's all the cells in our prison.
12:54Okay.
12:55And you can see that they've all been graded on quality.
12:58Okay.
12:58The second number out of each of these represents the quality of the cell.
13:02Okay.
13:03So this for example is a quality grade one cell.
13:06Because it doesn't have anything special.
13:08Yeah.
13:09Associated with it.
13:10Whereas this one is a grade three cell because it has a bookshelf and a chair.
13:14Okay.
13:14And in fact this list tells you the things that count towards a good cell.
13:17So a bigger cell like nine squares in size or even bigger 16 squares in size.
13:21is a four by four prison cell.
13:23Right.
13:23Would count as positive scores.
13:25And having a window facing the outside counts as a positive.
13:29Right.
13:29Yeah.
13:30Yeah.
13:30And so all the cells in your prison are now graded.
13:33And you can.
13:34What was the minus one?
13:35I saw when you were zoomed in there was a minus one.
13:36Well you see the number on the left skipping ahead slightly represents the quality of cell
13:42that the prisoner within this cell deserves.
13:44Oh I see.

13:58All prisoners now have a recording visible in the tooltip of their number of days without
14:03incident.

14:04So you see this prisoner here has gone for two days without incident.

14:12And most of these guys around here have.
14:14And in fact most of the guys in your prison when you load up in Alpha 33 will only have
14:18one or two days without incident because we haven't been recording that data until now.

14:23So it will only start going up from now.

14:26And at the moment the game works on a simple mapping that the more days without incident
14:31that your prisoner has achieved the better quality cell he will be due.

14:37So in the room quality screen you can see you've got guys here who well you see you've got
14:44some cells over here that are graded at level four for example.
14:47Because they've got an outdoor window and a bookshelf and a chair.
14:50And they have a prisoner in there who's worthy of a grade five cell.

14:54So it's up to you if you want to.
14:56You don't have to.
14:57But you can for example.
14:58Here's what the best quality cells look like.

15:52It's one of the additional luxuries that you could get.

15:56I've stayed in hotel rooms that had less than that.

16:37But you can see these cells above are unoccupied.
16:39Your guards won't put prisoners in cells that are far too good for them.

16:44So you can see this is a grade 8 cell.
16:46The prisoner needs to be worthy of like a grade 5 or above to qualify to go in this cell.

16:51So if the player goes ahead and just builds his entire prison with really really nice quality
16:56cells, most of the prisoners that arrive will not be eligible for going into them and
17:02will go into a holding cell instead.
17:04Yeah of course.
17:05Now it's actually not, even as I'm saying that I'm realising it's not actually strictly
17:08true because there's a concept of average quality.
17:12Okay.
17:13See I didn't want to make it so that, well I really did not want to make it so that
17:16you
17:16could just build luxuries into every cell and thereby avoid any future trouble.
17:22Yeah.
17:23Because all the prisoners are staying in a lovely cell.
17:25Yeah.
17:25So what I give with one hand, I take us away with another.
17:30Right.
17:30Because the only positive influence for being in a high quality cell occurs if the cell is
17:35above average.
17:36Okay.
17:37And the only negative effect occurs if the cell is below average.
17:40I get it.
17:40So these cells, for example, are way above average and any prisoner staying in this
17:44cell will be very happy about that.
17:46Yeah.
17:46And his boiling point, if you remember the concept of the boiling point, will be significantly
17:51improved because he doesn't want to lose all these privileges that he has assigned to
17:56him.
17:56Absolutely.

17:57Whereas somebody who's way below average in a grade one cell will be quite pissed off about
18:01that.

18:02And so you can understand, as you upgrade many of your cells with luxuries, you may be making
18:07some prisoners happier, but you will be making other prisoners angrier.

18:11Because they are going further below the average if they don't get the subsequent upgrade.

18:19So it's a zero sum game.

18:21And I thought that was an important thing to have because really prisoners...

18:27Happiness is always in the change.

18:30And misery is in the change in the other direction.
18:34It's edge triggered happiness.

18:37There's some philosophy for you, kids.

18:42Because, of course, if you went into a prison and all the cells were lovely cells, you would
18:46still think it's horrible.
18:47You wouldn't think it's horrible.
18:49You would think it's average.
18:50And you would not consider it to be a particularly luxurious cell if every other cell in the prison
18:55was the same level of luxury.
18:56That's right.
18:57And the same is true as if every cell is a shithole.

19:00You wouldn't say, where is my goddamn television?
19:02Because nobody in the jail has a television.
19:04Yeah.
19:05I mean, they did it very well in prison, mate.
19:06I think it was season two when they went into the Mexican prison or whatever.

19:13So you'd gone into the American expensive prison to start off with and you thought,
19:18this is a horrible place, all these horrible dudes and stuff.
19:21And then they did it again by lowering the standard of the prison.
19:24That's right.
19:24So all the rooms were crammed, weren't they?
19:26Yeah.
19:26It was just, like, fetid water everywhere.
19:28And the guards had moved out, hadn't they?
19:30Yeah, yeah.
19:30And it was a self-governed prison, effectively.
19:32Exactly.

19:34Yes.
19:35Right.
19:35So if you're messing with this, so it's quite a big change because, as I mentioned,
19:39from the dawn of time, most prisons on the workshop, their cells are just simple two
19:43by three with a bed and a toilet.
19:45That's right.
19:45There's been a lot of variation in the cells, has there?
19:47No.
19:47We've never really done it.
19:48In fact, we've never really had any concept of upgrading a room.
19:51Yeah.
19:51So now you can upgrade the room if you feel that it's something you want to do.
19:55And you will gain a benefit from the prisoners that successfully get traded up into cells.
19:59So the way that it triggers is, as soon as a prisoner misbehaves, he loses his cell.

20:06That's your privileges.
20:07That's the basic rule.
20:08As soon as you...

20:09The instant you misbehave, you go down to grade zero.
