00:00Devastated. I think the stories of those dying Scots and their families that I've
00:07been carrying around for the last five years, they weighed very heavily this
00:10evening. I was desperate to get this over the line for them but it was not to be.
00:17I think Parliament debated the issues seriously and respectfully but I'm
00:24devastated for those who need to be at the centre of this debate that we
00:28haven't been able to deliver the reform that they desperately, desperately need.
00:31What do you suspect happened? Because in the end the margin was bigger, wasn't it?
00:35It wasn't as tight as we thought. What do you think might have been going on in the
00:38minds of MSPs? Well I think it was always inevitable, I thought this for some time
00:42now, that the closer you get to that final vote the enormity, the significance of
00:46what MSPs are being asked to do weighs more and more heavily. I think you heard
00:51in the debate this evening colleagues that were identifying concerns that
00:57they had irrespective of whether those concerns were borne out in terms of the
01:04experience in other jurisdictions and therefore it perhaps felt easier to vote
01:09against rather than accept that a lot of those concerns, as I say, haven't played out
01:14in other jurisdictions. There's no reason to expect that to be the case here. I think the
01:20sadness is that doing nothing has serious consequences. It's leaving those dying Scots
01:28who desperately need more choice, more control, more vulnerable, isolated and at risk. It's
01:36prevented us being able to put in place safeguards that just aren't there at the moment.
