00:07Well, the question is related to especially what our paper speaks about, you were speaking
00:16about the energy.
00:16There are many companies that have had to stop working.
00:20Some have taken the measure to reduce personnel and even though the Cuban legislation protects
00:25workers, the question is what more could be do by businessmen to face the situation, taking
00:35into account the situation that could continue to be tense.
00:39I will compliment the answer to your question.
00:43What paper, what is the role that unions have to play to support everything that you were
00:49saying?
00:51Well, once more we go, and I will have to repeat myself, we go back to the impact of the
01:01energy blockade and its impact on the life of our people in the productive sphere.
01:12Production has been reduced.
01:13Without power, not a single country can produce in the dimensions that are required.
01:24So also the possibilities of services are reduced and all that also imply to create adjustments.
01:34There are changes of work, there are different levels of stoppage in workers' actions.
01:46And all that creates impacts in the work and also in the income, which is the most important
01:53of our workers, of our families.
01:58A clear principle that we must all share from the government management, from the political
02:05activity of the party, the union action and the management is that we must, before all,
02:13we must defend the protection of work and the protection of the income of our workers.
02:22And I've been insistent, and I've shared this with the colleagues of the workers' movement,
02:27with provinces as well.
02:29We must insist that more than stoppage, we must try to seek a relocation in terms of work,
02:41because there's a lot to do, there's a lot of work to do in the communities.
02:46And in the same communities, there are processes that are necessary to attend.
02:50There is necessary that they reach another level of solution, that having that workforce,
02:56in that scenario, that there are no other factors, there are different workplaces, but more with
03:02their communities, to organize communal projects, or move forward with the ones that already exist,
03:08we can improve the communal production of food, the recollection of waste, projective projects,
03:19in function of the population, in accordance with the amount of professionals that have training,
03:28and with their knowledge they can support the educational projects that they are concentrating
03:35in the communities, it's a lot that can be done.
03:44And it's better that all, even though we have to change for our work, we continue to provide,
03:50we can support, we should not wait for someone else to do what we can do.
03:56Our work legislation foresees a group of special treatment.
04:04For example, in the budget units during the first month, for those that did not have a relocation,
04:14they get their full salary, their full income in that first month, and then after the second
04:19month, they get 60%, but those are processes that are done in short time, and it's taken
04:27on by the budget of the state, so this is a protection that can be used by the budget units,
04:35but in the business, in the business sector, we have three aspects that can help in this,
04:42but I don't think they are always used.
04:48Maybe people don't know much of them, but we use them during COVID, for example.
04:52One of them is a reserve for contingency that companies create that can be used in these cases.
04:58The other one is the reserve, not use, which are reserve that the businesses create from their own incomes,
05:08that something that they generated with their own production that can also be used for this.
05:13And the third fund is the fund of compensation that exists in these companies.
05:19And I believe that if we articulate what the budget can provide and what these free funds can also provide
05:27within companies, we can achieve a fair, adequate work treatment for incomes of workers in the current conditions.
05:37So I would say with that same sense that today people, there are people, there are people,
05:42there are workers, there are more time in other scenarios of work that are not the traditional,
05:50the union, unions must update on their function.
06:03unions today have to be in those spaces more where their workers are than in the factory.
06:10The union must be attending and defending that work treatment and income treatment
06:18with will to find solutions in those spaces where workers are going to be.
06:24And I insist a lot in the community level.
06:27If we take advantage of that workforce that also are neighbors among, there is a relationship and empathy
06:37and the solution, the possibility that we have in the locality, in the municipalities for production,
06:44I believe that we can find lots of activities to do amidst the complex situation that we have.
06:50We have no one stopped. We have nothing. No one is without giving some kind of support to society.
07:00And that's a step forward. And that capacity will generate unity.
07:05And in unity is the reason for all our victories, all everything that we have achieved.
07:12But this takes an analysis, a thorough analysis, a responsible analysis with those that lead the companies,
07:22the budgeted units, and also the union movement.
