00:13We get a lot of flights pouring in from all over the world every single time of the day.
00:18The Passenger Intelligence Enforcement Response Team, or PIER, is vigilant against
00:24international drug traffickers. We're basically an intelligence gathering
00:29team as well as a narcotics enforcement team. Hey, how we doing today? If we were all a bunch of
00:35students in the school, the PIER team would probably be the nerds and the jocks at the same time.
00:42Today, Officer Farrar has received information that a British woman is suspected of smuggling
00:48narcotics into the U.S. She's got a child with her. Can you get a job down here to sit

00:54we're going to go through the inspection? She's probably going to get a PD. All right. Perfect,
00:58brother. Thank you. Do you have any checked luggage today? Hi. Yeah, how many bags do you have? Just one.
01:08Just one bag? Each year, Customs and Border Protection officers arrest around 1,500 people
01:15attempting to bring drugs into the country. You were randomly selected for a screening,
01:19so it's just going to be basically an advanced customs inspection screening. So questions about
01:23why you're here. Go through your bag, quick and easy. So we'll grab all this stuff. Don't forget
01:28your coat. All right. What we're going to do is find out why she's here, who she's visiting,
01:33actually sit down, talk to her questioner, figure out what her intents are.
01:37And we're going to go this way? Yep. And then we're going to open up the bags and let the
01:42bag tell the story.
01:46Anything in the bags that stick me, poke me, cut me, hurt me by any chance? We're up against a

02:28Each day, U.S. customs officials seize around $300,000 in illicit or undeclared money. Go, go, go.

02:41Officer Hyotis and his team are preparing to spot check travelers departing the U.S.
02:46This is almost like a fishing expedition. We're just randomly stopping people.
02:49Sammy, you bet the car, right? Perfect. Yeah, it's a police explorer.
02:54You're allowed to take as much money as you want that out of the country. There's no limit.
02:57But if somebody's carrying more than $10,000, it just must be reported.

03:05All right, kids, no fighting. I'm turning this car around right now.
03:10This morning, they've identified two flights due to take off within the next hour,
03:15each known as prominent cash smuggling routes.
03:18All right, right now, we're going to be doing a flight that's destined to Lima,
03:21but then you have people that can transit into either Ecuador or Colombia.
03:25Sometimes with South America, you have illicit money that might be going down.
03:30It could be drug money. It could be gambling money, organized crime, narco-terrorism.
03:35So this flight is a really good flight for us to examine.
03:42To avoid having their money seized, travelers carrying more than $10,000
03:47dollars must declare the amount to customs officers and complete a form called a FinCEN 105.
03:54The form was designed to combat narco trafficking, organized crime, because when you make somebody
04:01fill out a form that they're carrying the cash, it gives a tracking where it came from.
04:05Peru is the world's second-largest producer of cocaine. Its cartels launder around $8 billion each year.
04:15It's a large flight, so we have a lot of volume. More chances of us getting FinCENs,
04:21or even possibly a seizure, or even looking for illicit activity.
04:30How much cash are you taking out of the United States right now?
04:33Uh, we'll say cash, $9,000, yes.
04:36Okay, and how long are you going away for on this trip?
04:38I'm going for four weeks taking care of my mother.

05:24If Officer Hyotis discovers the woman is lying, she faces having her money confiscated,
05:30and fined tens of thousands of dollars.

05:46Peer Team Officer Farrar is processing a British woman who has recently landed with her daughter.
05:53She's suspected of trafficking narcotics.
05:57It's not a good look for the kid to see their mom placed in cuffs.

09:11They did see that she does have a return ticket on the 2nd.
09:14However, there just might have been an administrative clerical error.
09:16But Officer Farrar isn't finished yet.
09:20We'll try to make this as quick as painless as possible.
09:22The woman could be carrying drugs on her person.
09:25And so he explains that she needs to be searched.

09:54In Newark, Officer Farrar is investigating a woman as part of an anti-smuggling operation.

10:32Concealing drugs internally is known as body packing.
10:35It is normally used by traffickers to carry high-value narcotics, such as heroin and cocaine.
10:42When she came off the plane, she was extremely jittery, very energetic.
10:47Usually that's an indication of some sort of upper, be it, you know, cocaine,
10:51something along those lines.
10:52So we'll see where this carries us.
11:00Officers don't find any narcotics during the pat down.
11:03I need a rig.
11:05But then the woman requests to use the bathroom.
11:09She's going to dump it.
11:10Officer Farrar moves quickly to prevent her from using the bathroom trip to get rid of any drugs.
11:17We went and shut off the water in the bathroom, so if she does pass any foreign objects,
11:21then she wouldn't be able to flush and we could retrieve the item and she'd be handcuffed immediately.
11:33Five minutes later, the woman emerges.
11:36She's not handcuffed, so it looks like she didn't pass anything foreign.
11:39We're going to move on with the investigation and figure out what's going on.
11:44Now, officers want to dig deeper into her background and make sure that there's no suspicious
11:49aspects to her visit.

15:30They got back all their money and then everything's good to go.
15:36The next flight on the team's list is heading to Vienna, a transit hub for people traveling to
15:43the Middle East.

18:43One of the things with this job I've learned during this many years is there is the law,
18:47there is the spirit of the law.
18:48Sometimes the best way to enforce the law is by educating somebody.
18:53And sometimes if you just give them a little bit of a break, a little talking to,
18:57it goes a lot farther than seizing somebody's money or arresting somebody.

22:01We get a lot of people coming in here for short periods of time, and they hop on little security
22:06jobs, so having a friend that works security definitely red flags that he's going to be
22:10trying to possibly seek employment with that friend.
22:13He doesn't really seem to have any plans of anything he's doing.
22:16He doesn't know of anywhere he's going.
22:18So yeah, nothing says he's going to vacation.

23:56Despite claiming otherwise on his ESTA application,
24:00the man admits that he has previously lived in a country on the U.S. watch list.
24:07As ESTA initially stated that he hadn't been to any restricted countries,
24:12come to find out he was living in Benghazi, Libya, all the way up until 2014.
24:17First, he denied it, but then eventually admitted that yes, he was living in restricted countries.
24:23When the man lived in Libya, it was a breeding ground for terrorist groups affiliated with ISIS and Al Qaeda.
24:32We're looking for anything that shows that he may be involved in what was the fighting back in Libya,
24:37or he may be involved with any of the organizations that are coming out of Libya that we deem as
24:41a threat.

25:01Officers are questioning a German citizen trying to enter as a tourist,
25:06who they suspect is attempting to work in the U.S. illegally.

25:16They have discovered that he failed to declare that he spent more than a decade in Libya,
25:22a restricted country with known terrorist links.
25:27So we are still looking into possibly may have a link to some sort of organization
25:33that maybe could be seen as gang related or terrorism.

25:41Officer McCarthy pulls him aside for further questioning.
25:45Just know you are stopped because we believe you might be inadmissible to the U.S. today, okay?
25:52So then to just clarify, you lived as a residence in Libya from 1998 to 2014, correct?

26:09In 2012, insurgents attacked the American embassy in the Libyan city of Benghazi,
26:15killing four people, including the ambassador.

26:23Were you ever, like, a soldier there, involved in anything like that? Okay.
26:28Officer McCarthy needs to understand why the man didn't flag that he was in Benghazi at the time of the
26:34attack.
26:35And then, uh, why did you not answer yes on question nine of your ESTA application?
26:40Just explain why you didn't, you put no instead of yes.

26:55or it could be a deliberate attempt to deceive officers.

27:23They find no evidence of any links to the Civil War in Libya,
27:28but they discover something else which sheds new light on his travel plans.
27:33We were able to re-interview him, talk to him. What we found that was of interest is a lot

27:38influencer stuff. It seems to be that he has over a million followers. We're not sure why he didn't
27:44mention that to us.
27:46With over a million followers on one platform alone,
27:50it turns out that the man is one of Germany's leading social media influencers.
27:56The social media account kind of really helped him out. You know, influencers, you're going to get
28:00paid, you get endorsements, you get advertisement deals, you have more income coming in, and your
28:04travel is more authentic at that point.
28:09So they're reviewing it right now. We're just waiting to find out the final verdict.

28:29After careful consideration, senior officers have decided that they're happy with his reasons for
28:36visiting the U.S.
28:37So after the whole investigation of everything, they've determined
28:40that you're okay to enter the United States, so you can come in, okay?
